Or., March 1. (Spe cial.) J. E. Hedges, representing" the eight Councllmen who oppose Charles K. Burns for Chief of Police, today filed an answer and counter claim in the suit of Burns aeralnst the city for his salary for February. After a de nial of the allegations of the petition tl-e answer says: "That between August 1. 1906, and December 31. 1910. the plaintiff was the only duly appointed, qualified and acting Chief of Police of said Oregon City. That during all of said period, constituting 53 months, the plaintiff was paid 175 a month as said Chief of Police.
