The attorney, however, holds that if any compensation Is due as a considera tion, lt is due to the city and not to employes or officials of the city.- The manager of the streetcar com pany had agreed to abide by the deci sion of the City Attorney, and Is today Riving; out the pass books, subject to the franchise limitation that they be used only when the holder is engaged in city business.
