TO VISIT OREGON

Portland will entertain a' party of
ITS residents or Southwestern Canada
on Saturday afternoon. January . the
visitors being members of a special
train party that Is making a trip
through Oregon and California. In
rlurtrd In the delegation will be soma
of the most prominent residents of that
portion of t'nada. Mayors of several
cities, professional mrn and editors.
The party will arrive here at 1:30 In
the afternoon, and will remain until
l:3o that evening. A programme of
entertainment now Is betnic arraniced
h representatives of the Commercial
I'tuh and former residents of Canada
living In Portland.
ne of the features will be a trip
to Council Crest, another will be an
euiomobtlc trip through the buatnrs
and residential sectlona of the city. In
the evening- a banquet and Informal
reception will be tendered them at the
Commercial Club by members of the
hrltlsh Benevolent Society. Tortland
clttxens and some of the leading mem
bers of the party will respond to toasts.

Scott, general passenger agents of ths
0. -W. R. aV X. Company and the South
rn I'arlnc. respectively. Mr. iScott
made a trip through the section from
which the travelers will be recruited,
and visited many of them In person.
The special train upon which they
-nill travel will consist of seven stand
ard Pullman cars, electric lighted, two
dining cars, a baggage car and an ob
servation car. It wtll travel over ths
Canadian Pacific and Soo roads to Spo
kane, thence over the U.-W. R. at X.
lines to Portland. From this city to
1. Angeles. Its southern destination,
the route will be over the "Southern

A similar party passed through Port
land a year ago and had a delightful
stay in the city. Aa a result several
members of that party have Invested
money ft t'regon and some have com
hers to live. Many who will be on the
next train are coming here with the
Intention of Investigating the invest
ment possibilities of the city and state.
An excursion from Spokane and the
Inland Empire has been arranged to
arrive on Saturday. January to. An
entertainment programme also wtll be
provided for them.

Hotel Carlton last nljht. Every state

Judge Samuel White presided at the
banquet.
For the past three months a num
ber of Southerners bave been hokl
I' g weekly meetings at the Imperial
Hotel, and the banqut last night wss
arranged as the starting point of an
organization In Portland that It is
hoped, win In time, reach to a mem
bership of from 60 to 1000. The com
mittee In charge of the banquet last
night consisted of Folger Johnson. T.
II. Beverly and 8. Falaer.

Mr. White spoke of the conservatism
tf the men of the South, and of their
fidelity to the Constitution. "If I
mistake not." he said, "it will be
through the efTorta of the South and
of the Southern men, that the old ship
of state mav yet be kept from drift
ing Into unknown and untried seas of
experimental government, piloted by
fanatical theorists."
Mr. White told of the Important part
"Southern men have played In the his
tory of the country. Patrick Henry
frst raised his voice against the tyr
anny of tne mother." he aaid. "Wash
ington led the American armies to
victory: Jefferson drafted the Immor
tal federation of Independence."
Tom Richardson acouted the popu
lar notion of Southern hostility to the
negro, and sa.1.1 that the Northern man
baa a great affection for him.

Pressure of other subjects drove the
municipal graft Investigation out of the
foreground In the grand Jury room yes
terday and only a little evidence bear
ing on the case was heard. As the Jury
bas but two days of official life and
has Important caaes before It. the pros
pect now Is that the Inquiry will be
lianded over to the January inquisitors,
as was the rase a year ago when the
Police Department underwent scrutiny
of two successive Juries. In this case
It may be that Indictments will be de
ferred, although gossip is that one or
two may be expected before Saturday
night.
On witness, presumed to be an ac
cuser of Captain Bailey, and one who
has made charges against Sam Krasner.

heard yesterday. Charles Jones, said
by the police to be a former "bootleg
ger" here, but now In llillxboro. at his
own solicitation, appeared before the
grand jury to tell of alleged extortion
in which he was the victim.
peter Mitchell, proprietor of a saloon
at t North Sixth street, was also a
witness. He had previously made
charges that Sam Krasner solicited
money from him In return for promised
protection of a gambling den.
ELKS PLAN TO LEASE OAKS

It has vlrtnal'y been decided by tha
"Uika" Grand Lodge entertainment com
mittee to leasa tha Oaks for a day while
the convention Is In progress here next
July and to turn the place over to the
visiting Elks and their families for
tlielr own pleasure and amusement.
It Is proposed to make admission to
every concession free to all guests and
to provide a varied programme of en
tertainment In addition to that regu
larly maintained at the park. Gua C
Moser. cnalrman. and other members of
the committee now are negotiating with
the managers of the Oaks for unlimited
privileges there for one day and nlght
Thelr plans also provide for transpor
tation to and from the park and a bar
becue, either of beef or salmon.
Subcommittees of tha entertainment
committee also are working on other
features. Including a number of excur
sions to near-by points of Interest. One
of the principal functions of the week
will be a grand ball, probably on, Fri
day or Saturday night, at the close of
tha convention.
Efforts are being made to secure am
ple space for registration headquarters.
The ground floor of a building In the
business district Is desired. A large
force of clerks will be employed dur
ing the week to accomomdate visiting
Elks and their families. Those who do
not secure hotel accommodations In ad
vance wtll be able to learn from the
registration rooms where they can ob
tain rooms. The commission proposes
to be strict In the matter of registra
tion. No one will be given tickets for
rhe week's festivities without register
ing and presenting accepted lodge cre

That the- state tax levy for the next
year will be at least t mills and pos
sibly more was the prophecy made to
day by State Treasurer Kay.
An essential argument which has
come before the State Tax Commis
sion In this respect has been as to
whether the University of Oregon ap
propriation of over $500,000 should be
Included In the sum to be made up by
the tax levy o next year.
Treasurer Kay has made a fight to
have this Included, grounding his con
tention on the fact that It Is an ap
propriation mado by the Legislature
and It should be estimated as a por
tion of the money to be raised, es
pecially because the court baa already
ruled upon Ita sufficiency.
If the Supreme Court should wipe
out the appropriation, he argues. It
would not be necessary that It be paid
and the Commission, In making up the
succeeding tax levy, could levy so much
less to make up for the university
appropriations.
The same thing would hold good, he
contends. In reference to the Monmouth
Normal School and Malarkey public
utilities appropriations, which have
been held up by referendum petitions.
Tha amount of money to be raised
for next year is approximately $3,000.

levy as prophesied. The levy will not
be made until after January 1.

Court Ruling Will Virtually Settle

Printer Dunlway, or whether an action
of ejectment should have been brought
was argued before Judge Kelly today
In the now well-known case In which
Secretary Olcott Is attempting to force
the State Printer to remove from the
State Capitol.

apparently the crux of the proceed
ings and if the court should And with
Dunlway It will mean that a new ac
tion will have to be caromenced, and
in all probability the time In proceed
Ing under the new action will be so
extended that no ejectmnt, even though
Secretary Olcott should eventually win,
will be accomplished until Dunlway"s
term expires.
Judge Kelly has taken tha motion of
today under advisement. V

the age of 14.
A native of France and for a time
an officer In the French army. Haus
man came to this country before the
Civil War and enlisted with the ar
tillerv. receiving aa recruits when In
Cleveland. Rutherford B. Hayes and
William McKlnley. President Hayes
commissioned him Consul to several
South American Republics, after the
war. but In bis declining years he has
served as a watchman here in the State,
War and Navy buildings, and the Bu
reau of Engraving and Printing.
