Th Port of Portland Commission will be asked to dredge Columbia Slough from Its mouth, at the Willam ette River, east to Kenton, that It may b used for ships and recelv sewage from the Peninsula. IT. Ruble have been named a sewer committee by th North Albina Improvement Association, which Is urging- co-operation of all or ganisations on th Peninsula to get Columbia Slough dredged as th first step to gel an outlet tor sewer system for the Peninsula. The City Engineer haa In view an outlet for th main sewer conduit west of Kenton Into Columbia Slough, pro vided th slough is so dredged that there will b current to carry out th refuse. Th laterals will then be con nected with this conduit. It Is esti mated that this plan will be less ex pensive than any other proposed. DISAGREEMENT IS FIXED Balance Due or $38,90 Recom mended to Bo Paid Engineering Firm and Company Is Penal ised for Working Too Slow. The new city crematory was for mally accepted yesterday by the Health Board and a recommendation made to the, City Council that the balance duo the Public Works Engineering Com pany be paid, along with interest on tho balance due from January 3 to yesterday. The engineering company m-as penalized $750 for failure to com plete the plant within the speclned time. Subsequent to tho acceptance of the plant the board recommended the ap pointment of David E. Otis aguper lntendent. Mr. Otis has been in charge of tho plant during the test period, having succeeded to the position when former superintendent Napier re signed. Coatrwversy Is Cauaed. Considerable argument was raised at the meeting m-hen the engineering company denied the right of the city to demand a penalty for the work not being finished on time. The board in turn objected to paying interest on the deferred payment from June until yes terday because the period was con sumed in a special test not provided for In the contract. No objection was made to paying interest during the first test between January S and June 3. The controversy led to a compromise. The city will pay the interest and the company will submit to the pen alty. The plant was completed last December and a certificate of accept ance was filed by the Health Board January 3. 1911. Second Test Made. A test period of six months was pro vided the contract. At the end of the first test the plant was not satis factory. Defects were repaired and the second test ordered. The board re cently Inspected tho plant and found It in good working order. The original contract price was $99, 900. When the plant was accepted be fore the test a payment of 59.940 mas made. The balance due Is $39,960. GOV.
