Furthermore, as to growth, on the
East and West Sides, relatively, let
me call attention to. the action of tha
County Court last Saturday In creating;
new election precincts. Because
Increase of population 11 nw.Drf:
cincta were formed, and out of tha 11
nine were on the KUst Plde. One was
made on the Weat Mde and will be the
smallest In the city, and the other at
St. Johns. These precincts were ar
ranged after County Clerk Flelda had
furnished the court with the last reg
istration flaures.
Willis Polk, ohalrman of the board
of arohltecta of the Panama-Paclrto Ex
position, who waa here last week from
San Kranclsco. In an enthusiastic talk
declared that In 20 yeara from now
Portland would have 1.00.000 people,
and lie uriced that all public Improve
rcenta should be made with reference
to that fact. Where will these people
live and do business? On the Eaat
Side, principally, of course. . They
must, because they will here no place
else to go. The West Side la already
pretty much occupied. back to th
bluff. On the Eaat Side there 1
scarcely any limit to space and oppor
tunity. The areat city of the future
muat ba built here and the auditorium
oucht to be put where they could get
to It in th shortest time and with the
least effort.
Ther too. there is the coat of cround
and the appearance of the building In
the public ere. If a location should
be made In th low ground In the vi
cinity of the I'nlon Ix-pot. for which
half or more of the 100.000 appropri
ated would have to be paid, when a
siahtlv location could be found on the
East Side that would not coat to e
ceed one-fourth aa much, and perhap
less. It would look to the public aa a
waste of money and aa bad practical
Judgment, and the public would not
takefktndly to a suggestion from the
commission that It must go down, Into
It pocket for more funds.
It seems to me the commission snouia
plan Its work so that tt can complete
the building ard turn It over to the
city with th present appropriation of
t00.00t. or that it should hesitate to
begin a work It knowa It cannot com
plete without more money. A nair-
finlshed building, with ire . an
expended, would not look well or be
well. The building ougnt to oa on
high cround where It could be aeen
and enjoyed by all a Joy forever. In
