The eery susra-estion that confer-n-e Wtwo the two deliberative -hodles for the purpose of amalgamat iru. If possible, their work Into ona ')mmliun form of charter. brought rh a isorou protest from A. D. 4'rMs. and H. O. Parsons, who went " fr ia to assail the character of tie work performed by the other com -mission, aa well aa Its eut-a-estion that the two commissions hold a conference. Olaa-a la aaatlc. -Anr union of the two commissions III mean tha abandonment of one eharter or tha other." asserted Mr. 'rldse. There Is no oae trying to rrtna- about an amalgamation of tha work of tha two bodies. There la a faint on ereryihlna; the other commls aion has done, and tha charter It has drafted, if submitted to tha people, e-utalde of a select clique, would not receive one-tenih of the otes of the people. The charter that la belng drafted by tha rUmon commission ia a Direct attack on the Innlatlre and ref erendum and recall and tha people will not atand for it. "We are merely wasting; time when i think of cinf-rrln with tha other fcommls.ilon," announced Mr. Taraons. ,vho was more caustic la his remarks. Tha two commissions are too far apart er to get touether. This commission u create aa a protest attempt the ether body bfcauo of lack of confl uence by the public in that organisa tion. If we do not want to lose the rontldence of the people we should let tha other commission alone and pro cned to a conclusion with our work." City Auditor Karhur and It. "4V. "There Is a demand Irons tha people for a commission hot rnment. and we owe It to them to meet with the other commission and sea if we cannot unite on ona charter U be, submitted. We. ahould hold tha conference and stand by our runs, and If wa are unable to gel toitether. we will atlll hat our charter and can then go. before- tha poople with It." tr. c. 1L Chapman, althourth pro nouncing as uele. th proposed con ference, agreed with Messrs. Clark. Itarbur and Montanuei that the two boo ie should itiw and sea If they rould not asree on one charter. Ir. Chapman said, however, that he reenrd ed tha charter that mas being drafted Vy the official commission even worse man the on under which the city Is tov operatinc. The discussion was started when rhalrman Clark reported the result of a conference between subcommittees, representee fie two charter rommls alona. and representatives of the City t oun. ll. earl'er In the day. when It was acreed that a conference should be held V-y the two charter bodies. The debate terminated without the Commission taking any rote as to whether r not It vrouM take part In the proposed con ference, although a maiority of tha members r -arly Indicated their Inten tion of dol so. Usr leee la OsseillBH. Another trm-vest was started when "Mr. Montague, responsive to a sugges tion from t'oum I'man Haker. propoaed at motion Instru.-tins; Chairman Clark t- advt.e the t'ouncil that the Commls- on I r '-ssl Slde was ready t receive official rwiiiTll'on from the Council. This motion was adopted, with Ir. liar, xv lane alone vot.ng negatively. Pr. l-ar.e explained that ha dM not lestre to appear discourteous to the Council, but he was orp--M to nsklrc any recognition rf financial a.slstance 1 r.-n the Co-melt for the IT-ist M.le Com. ji'ilon. which wsa an Independent or ganisation, while the Simon commission was crested by the Council. Pr. Chapman thought the proposed recognition bv the Council, espe. tally Acceptance cf pecuniary assistance from that holy, probably presupposed a merger of the two Commissions, or at least an elimination of some of the jv.embers of both Commissions, to the em! that one Commission, agreeable to tie whims of the Council, might be rested. Tne subcommittee on civil service submitted a report wMch. because cf Its volurnmous slse. wsa referred with tie suggestion that a more compact r-r-ori he sot.atlt-Jted. The temper of the commission clearlv favors a civil eervtce commission, which sha'.l hold e nmlnti-re of applicants for appoint ment In the tniinlclpal service, subject t rules an ! regulations prescribed by a n commissioners, Hlsfc at tteseBarae Ksisres. A majorfy of the commission also favored gixltig to the heads of the ear 4 us departments of the city the right V dis-hare any employe for other than political or religious reasons and t lal the right of appeal eiioold be crnir.l to all such discharged employee. C. f.. S. Wood appeared before the eornmtttee and submitted a draft of a .mmissun charter for Its ccoisldera t.oa.
