V'nder the former plan, the Willam ette Valley ahlpper on Eastern ship ments paid the rate from point of origin to Portland and an amitrary rate of 10 cents the 100 pounda from Portland to the point of destination. The Portland buslnees men. under this same arrangement, waa required to pay the rata from the East to thla city and then the local rate from Port land to Willamette Valley points. In many case thla local rate was from XS to SO cents the 100 pounda. amounting to a premium of from 15 to 20 cents on each 100 pounds In favor of tha Willamette Valley dealer. Phoenix. Medford. Central Point. Gold Hill. Tolo and almost to Grants Pass. The road running east and west would start In the Applegate agricultural and fmlt section and would extend through Central Point to the farthest eastern portion of the valley, rear Butte Falls. From these two trunk lines roads would ba built out. forming a network that in time would cover the county. BRITISH BUILD DIRIGIBLE Xew Airship Is Constructed Along Most Approved Lines. LONDON. The British army authorities have a new airship under construction at their fac tory at South Farnborough. of which they have great hopes, it was Intended to bring her out this Summer as part of the coronation programme, but her building Is proceeding so slowly and carefully that It la unlikely she will ap pear before next Spring. The name of this new dirigible will be the "Delta" and she will be much larger than her predecessors, the "Beta" and the "Gamma."
