Plant Today for Pointers.
Commissioner D. C. O'Reilly, of th
drydock committee, and Commissioner
S. M. Means, president of tha Port of
Portland Commission, will Journey to
Ft. Johns today to Inspect th public
drydock plant with a view to becom
ing familiar with Its operation, condi
tions governing Its administration and
other details. In hope of arriving at
a solution of tha problem as to bow
to Increase business at the plant.
Even though rates for docking ves
sels were cut a few months ago so
that they compare with the lowest la
th United States and easily represent
the cheapest on the Paclflo Coast, th
public drydock haa drawn a small per
centage of tha patronage, th princi
pal reason for the losses being that It
is Isolated from the city and shops
where vessels can be repaired. As a
consequence. the Oregon Drydock.
maintained In conjunction with tha
Willamette Iron Steel Works, has
lifted all but a few vessels. Mr.
O'Reilly, to whom has been assigned
the drydock responsibilities, believes
that Ita revenue can be enlarged and
before th next meeting h expects to
work out recommendations that will
bring about a mora prosperous condition.

George L. Baker, Councilman -a t
Large, will soon have the distinction
of being the first man for. many years
who has actually served as Mayor of
Portland through hi position of pres
ident of the City CouncIL Mayor Rush
light will take a week's vacation, prob
ably beginning August 10, and Mr.
Baker will take full charge of the
cltv's affairs during his absence.
While at various times Portland's
Mayors have been absent from the city
for a day or two, thla will be the first
time In recent years that the president
of the City Council has actually taken
full charge of the affairs of the munici
pal government. Mr. Baker will have
all the power and authority that la
vested In the Mayor, but In thla case
It la known that no upheaval will re
sult, aa Mr. Baker sakd yesterday that
he will carry" out the policies of the
Mayor, if he Is left in charge.
"If the Mayor takea hla vacation and
leaves me In charge." said Mr. Baker,
"I will execute his policies absolutely.
I will not initiate any new policies at
all."
Major Ruehllght .said that he be
lieves It to be the purpose of the olty
charter that the president of the City
Council should be at the City Hall and
take charge of the executive offices
whenever the Mayor is absent for any
considerable length of time. He has
indicated hla wish that Mr. Baker take
full charge while he Is away.
The Mayor's health haa been poor
since hla election, shortly after which
he suffered from ptomaine poison
ing from eating Ice cream. He was
obliged to go to a mountain resort
to recuperate and was absent for near
ly three weeks. While he gained quite
a bit, atlll hla physical condition Is not
nearly normal and hla exacting dutlea
have sapped his strength steadily. He
haa been taking special treatments, but
has remained at his desk. Now, how
ever, having cleared up many things.
he haa decided that he must take a
week's vacation.
BOAT DISMANTLED IN GALE
Titania, From Everett With Ium
ber, Futs Into Honolulu.
EVERETT. Wash.. Aug. 1. The Nor.
wegtan tramp steamer Titania. which
left Everett on July 15 with a cargo
of lumber for Port Plrle, Australia, lost
a mast and her deckload of lumber In
a violent gale and has put into Hono
lulu for repairs. The Titania Is a seml
whaleback and the lumber was loaded
on the side and held In place by
stanchions. The steamer went ashore
on Stuart Island. Puget Sound, on Feb
ruary S last, and sustained severe dam.

Marine Notes.
Short of provisions the steamer Olson
It Mahony. bound from Nanalmo, B. C,
for San Francisco, put into Astoria
yesterday and proceeded on her voyage
shortly.
Collector of Customs Malcolm has
received a communication from the
Bureau of Navigation, stating that if
a vessel carries a crew of 4 and has
one passenger she comes within the
requirements of the wireless act of
June 24, 1910, and must be equipped
with aero apparatus.
As the steamer M. F. Henderson has
been raised from where she sank near
Bugby Light over a week ago, she Is
to leave up early this morning in tow
of steamers of the Shaver fleet and Is
looked for in the harbor tomorrow. It
Is planned to haul her out on waya at
the plant of the Portland Shipbuilding
Company, so a complete Inspection
can be made of the hull and a determi
nation reached as to whether she will
be repaired.
To begin loading for San Pedro the
steamer Klamath left the harbor last
night for St. Helens, from where she
will sail Sunday. The ateamer Coaster
moved from St. Helens to Rainier, the
Yellowstone left St. Helens for sea
and the steamer Temple E. Dorr will
depart today from Rainier.
Captain Hammer, of the German ship
Kilo, which cleared from Portland
March 12 with a grain cargo, has writ
ten Anderson Crowe that the ves
sel made the run from the Columbia
River to Caps Horn in 60 daya.
Bringing a large consignment of
asphalt, the steamer Nome City arrived
up last night from San Francisco, also
the steamer Washington, which was
laden with general cargo.
It was given out yesterday that the
Norwegian steamer Henrlk Ibsen,
which Is making her last voyage under
the Portland A Asiatic flag, will aall
from 8an'Franclaco for Portland today
to finish discharging, and then inter
tha Australian Mail line.
While Chief of Police Slover waa
being conducted about the harbor yes
terday by Captain Speler. head of tha
harbor patrol force, he was a witness
of an accident that happens frequent
ly, the occupants of a small boat being
thrown Into the water. The launch
Elldor waa south of the Hawthorne
avenue bridge when two students.
Walter Korell. of 7S5 Carney street,
and Oswald Day, of 771 Carney street,
were aeen struggling in the water and
Immediately the course of the Elldor
was altered and the youths picked up
by Officer Grlslm.
F. O. Wilson, of Fan Francisco, con
nected with the Pacific Stevedoring
