Tug and Tow Like One Craft.
OLTMTIA. Wash-. July 26. (Special.)
When a tug has a barge in tow, the two
craft make but one vessel, and if their
combined capacity Is five tons, then they
come within the ' provisions of the new
public service commission law, which
gives the state the right to regulate
boats. So holds Steven V. Carey. Assist
ant Attorney-General, in a formal opin
ion to the commission. He holds that
under admiralty law. a barge or scow
lashed to a tugboat makes but one craft,
and should be regarded as one vessel.
