"Automobiles are going to slow
down." said Actlns; Chief of Police

Instructing all officers to make them
selves familiar with the automobile
regulations and enforce them to tha
letter.

the prevention of any person not an
owner or a licensed driver from handl
ing cars, are the principal heads of the
new order which Is enjoined rigidly
upon every policeman to enforce.
Every person not the licensed owner
of a machine must pass an examination
and obtain a permit before he Is en
titled to drive a car in the City of
Portland. The Chief is informed that
this haa been evaded grossly In the
past, half a dosen persons driving one
car by turns. Many young boys have
applied to the Board for examination
and when rejected on account of their
age. have gone to driving Just the
same. It Is said that a dear majority
of chauffeurs have no licenses.

When an automobile Is sold, tha 11
cense number Is not transferred, but
the new owner must register with the
Secretary of State and obtain a new
number. He must at all times carry
with him hla Identification card to dera
onatrata that ho la the person to whom
the number belongs. In lieu of this
he must be able to show a chauffeur's
certificate and lacking both he Is liable
to arrest.
In furtherance of the campaign the
Chief has transferred the activities of
hla special policemen assigned to mis
work, from t..e outlying districts to the
business section, where. It Is held. In
fractions are fully as common and far
more dangerous.
Toll of life and limb taken by reck
less and unscrupulous handling of au
tomobiles, particularly by persons who
have no authority to drive, haa aroused
the better element of machine owners,
and It la from them that the Initia
tive comes for the present campaign.
They say that the automobile and Its
owner are brought Into disrepute and
are made the target for extreme re
straint, through the actions of lrre
sponsible classes of chauffeurs and
others.
Rtrkt Watch to Follow.
Restrictions that have been disre
garded until almost completely for
gotten, will confront the automobile
driver who venture Into the downtown
district during the ardor of the cam
paign, lie must have his license tag
properly displayed, with a white light
shining full upon It at night; he must
have two sets of brakes, either of
which will stop the car within ten feet
when running ten miles an hour; he
must keep his speed down to ten miles
an hour on the straightaway, six miles
at turns and four miles at crossings
where streetcars turn; he may not paaa
between the curb and any car stop
ping to take on passengers; he must
shut off his engine when he stops and
at no time may he cut out his muffler.
Beyond all this he must exercise
caution according to the circumstances.
In cases not provided for by law. If
a licensed chauffeur, he Is liable to the
loss of bis credentials when convicted
of a violation of the ordinances.

TWIN CITIES ON LAST TRIP

Snake Itlvor This Season.
There being but three feet of water
shown on the Government gauge at
Lewlston the steamer Twin Cities, of
the Open River Transportation Com
pany, Is making; her last trip of the
sesson to Snake River points, captain
Buchanan, superintendent of the fleet,
said yesterday that by the time the
steamer could reach Lewlston on an
other trip the stream would be 'stand
lng at about two feet above low water
and that It would be Impossible for her
to handle sufficient cargo on that
draft.
The service will continue from Port
land to Kennewlck. Pasco and points
on the Upper Columbia, the steamer
Inland Empire belnsr used above Celllo,
but the Twin Cities will be ordered out
of commission to await better water
In the Fall. The Government engineers
will resume work on the Snake River
shortly to reap the benefit of low water
and It Is hoped to remove a number or
obstructions and srenerally Improve
channel conditions In advance of the
Fall season, when crops will begin to
move. The O.-W. R. &. N., discon
tinued Its Snake Elver service some
time ago, as most of the wheat had
been moved and the Open River Trans
portatlon Company has cleaned up the
remainder.
