Captain Frank: D. Lackland, the only
officer of the Washington, D. C. Dis
trict National Guard to paaa th. exami
nation given recently by the Federal
Government at Fort Leavenworth, Kan.,
and who has been Informed of his ap
pointment as a Second Lieutenant In the
United States Army, lg a son of Mrs.
Katharine Lackland, formerly of Port
land, and a grandson of th. late Judge
Hanna, of Southern Oregon. Th. Wash
ington Post says of him:
"Captain Lackland Is one of the best
known of the younger officers of the
District National Guard. When he left
high school a few years ago he enlisted
In the militia, and it was but a short
time till he had passed an examination
for a commission. He received a Second
Lieutenancy and later on promotion to I decorate the graves of the soldier dead

"For the last several months he has
held a Captaincy, and has commanded
Company E. He has occupied prominent

I have in my mind at the moment a

by gas, and in which a large audience

a three hours' dinner, but which, with

mination changed from gas to electric
ity; the latter being employed with
all the latest refinements to effect the
lighting under the best conditions,
with the result that any large gath
ering within its walls leads to a state
little short or asphyxiation, it is wn.i
factors that lead to this anomaly that
I now desire to deal.
Owing to the peculiar nature or the
question, embracing as It does both
chemical, physical and physiological
considerations, Jt is Impossible to treat
it from any one of these points alone;
and In order to make It clear, one
must review the various data Involved,
although many of them are well known,
to you.
