WASHINGTON. April 11. It required
more than two tiours In the House of
Representatives to elect Its new com
mittees. It was the first time in the
history that committees had been
elected.
Ex-tipeaker Cannon taunted the Dera
orrats with having; approved as the Re
publican Representatives on the vari
ous committees practically the same
men whom he. as Speaker, had put on
these committees In the last House.
The Republicans charged the Democrats
with cross unfairness In cutting; down
the minority membership on the most
Important committees.
Underwood, the Democratic leader,
replied that the Democrats had based
the proportionate representation In
committees strictly upon the Demo
cratic majority In the House Itself.
"This Is moreover." he said, "the first
time a minority leader had been per
mltted to name his committees and has
had them adopted by the majority with
out dotting; an T or crossing; a t.
This statement was cheered loudly by
the Democrats.
Cannon Hears Rumblings.
Mann, the Republican leader, cited
several alleged Inconsistencies and his
arguments were seconded by Cannon
and Gardner, of Massachusetts.
"That I made mistakes is undoubted
ly true. said Cannon, "but I was re
sponsible for the organization of the
committees and I did it honestly. I
have no apologies to make. I would
like to see the speaker or the ways and
means committee or the minority leader
who could organise the committees
without making- mistakes.
"1 have already heard rumblings of
the Democratic side, but after all you
are not going to be Judged by the com
mittees yoa name, but by the legisla
tion yon accomplish.
Instructions to the new committees)
were adopted lo the form of revolu
tions. The ways and means committee
and appropriations committee of the
House were authorised to sit during the
session and recess of the House.
Insurgents Well Treated.
Prepared by Mann at the direction of
the Republican caucus, the minority
committee selections contained many
surprises. The desire to accord lm
partial treatment to the insurgent Re
publicans Is shown In the choice com
mittee places given them. Two of the
leading insurgents. Madison, of Kansas,
snd Lenroot. of Wisconsin, are. given
places on the rules committee, where
the Republicans have but four places.
Ooode, of Iowa, is appointed to the ap
propriations committee, considered a
particularly choice berth. Haugen, of
Iowa. Is made ranking Republican
member of the committee on agricul
ture; Kopp. or Wisconsin. Is placed on
the naval affairs committee, and Mor
ris, of Nebraska, on the Judiciary com
mlttee. Cannon becomes ranking Re
publican member of the appropriations
committee. He was chairman of thl
committee several years before he be
came Speaker.

aurgents, , with the exception of
French of Idaho, did not fare
well in, committee assignments to
day and none but French is pleased with
the committees given him. Lafferty, who
made a strong fight to get on public
lands, was placed on Irrigation and on
mileage.
While irrigation Is a fairly good com
mittee for Western members, mileage
hss only perfunctory duties to perform
In adjusting mileage accounts of mem
her. and handles no lecridlation.
Both Representatives- Warburton and
LaFoIlette, like Lafferty. were candi
dates for public lands committee. LaFoI
lette was assigned to two dead commit
tees, coinage,' weights and measures and
railways and canals. The latter com
mittee never meets, as railroad legisla
tion aoes to the Interstate commerce
committee, and the coinage committee
rarelv meets more than once a year.
Warburton was assigned to' the Indian
committee, which is no longer of much
consequence, and to expenditures in the
War Department committee. This latter
committee will be used by Democrats
for political purposes In inquiring into
the conduct of the War Department
under the Republican administration.
Republican members of the committee
will have little to do with its proceed-
inss.
Representative French, of Idaho, at his
reauest. ' was made a member of the
committee on public buildings, which
reports all public buildings bills and is
considered very desirable. He also went
on the committee on expenditures in the
Aericulture Department, which Is to in
quire into the operations of the forest
sen-ice and other bureaus of the Agri
culture Department with a view to un
covering graft, mismanagement and ex
travagance.
As no Republicans were allowed more
than two committees. Representative
Hawley kept his place on agriculture
and on labor, giving up the claims com
mittee. But he is still a member of
the special commission on the Appala
chian forest reserve and is entirely satis
fled. Representative Humphrey of
WaRhinsrton retains his membership on
the rivers and harbors and on the mer
chant marine ana fisheries committees.
