Portland's success Is due to the dif ference In fares, making- It possible fnr a traveler to come by rail from l'ua-et Sound to Portland, sail from liere south on a passenger boat and save as a result a material amount, ac cording to the class of passage tie takes out of this port. Steamer rates between Seattle and Fan Kranclsco for the Winter months are IU and -'0 for rtrst-class and $' for second-class, while beginning April 1. the rate will be :0 and 12: first class and $10 second-class. Ilate Here Is Cheaper. From Portland thej are IS second class, and $10. $13 and IIS nrst-class. The fare from Seattle to Tacoma by boat Is less than 10 rents, and from Tacoma to Portland It Is $1.31 by rail. Thus It will cost less than SS for a traveler to go fro either Seattle or Tacoma by rail, and after arriving here, embarking on an ocean voyage at a material saving. There are so many vessels operating between San Kranclsco and Los Angeles that It Is believed that the new line of steamers has not met with the suc ress expected, and that the only hope of making a profit win be to extend the service to I"ortland. Nine passenger steamers are operating between Sn Kranclsco and Los Angeles, as follows: Pteamers Oovernor and President of the Pacific Coast Steamship Company: Bear. Beaver and Kos City, of the San Kranclsco Portland line: steamers Roanoke and Geo. W. Klder. of the North Pacific Steamship Company. The North Pacific boats make weekly trips, the San Kranclsco Portland Com pany's vessels maintain a fire-day serv ice, and the Tale and Harvard make, together, four trips a week between the two California cities, and thus It Is deemed probable that the competition has been greater than the traffic can lustlfy. and the plan to reach out to Portland Is not prompted entlrelv by the rate war started by the San Kran rlsco Portland Company. Mr. Fee explains the matter as follows: "The Southern Pni-lnc Railroad has made no attempt to drive the Pacific Navigation Company out of business between San Kranclsco and Los Ange les. Our fares have not been changed In the slightest degree. Dearborn, president of the American-Hawaiian Steamship Com pany, announced today in San Diego that his company would operate a fleet of 10 steamers between New York and the Pacific Coast upon completion of the Panama CanaL One of the ports of call. A private car attached to the regular North Bank train leaving here yester day morning carried a party of local Hill officials to Fallbrldge, wasn., from which place they proceeded over the Oregon Trunk- to Metollus for the purpose of gaining first band Information on Central Oregon. Tne party was composed of H. A. Jackson, assistant general freight and passenger agent of the Great Northern Railway; John I. Springer, traveling freight agent of the same line; Fred W. Graham. Western Industrial and immigrations agent of the Great North ern, and K. W. Foster, assistant gen eral agent of the Burlington. They ex pect to remain In the interior for a week. Mr. Jackson, who leaves soon for St. Paul to accept the position of assist ant general traffic manager to which he recently was promoted, wishes to view the territory of which he has heard so much and which the Great Northern has been exploiting- so ex tensively. A petition was filed today with the County Clerk, calling for an elec tion to form a Port of Bay Ocean Commission. President Holmes there upon called a meeting of the Tilla mook Commercial Club to confer witn the Port of Tillamook Commission and A. A. Russell, superintendent of con struction at Bay Ocean. All of the morning was taken up with discussion of bar and harbor improvements, with the idea of getting something done right away. There was a large at tendance. In the afternoon the Port of Bay City Commission visited Tillamook. This helped to increase interest In the new proposed commission, but nothing was decided upon. It was proposed that the harbor front of Tillamook be widened to 300 feet and that the chan nel be Improved and deepened to 10 feet at low water. As there Is a strong opositlon to maintenance of the present middle channel, the old natural or sturgeon Channel was recommended strongly as the most suitable course. Mr. Russell promised that the Port of Bay Ocean Commission would main tain Sturgeon Channel, giving 16 to 20 feet of xvuter as Jar as the bar, and thereby relieve the Commission at Til lamook of Improving further than half a mile west of Dicks Point. This would prox-lde Tillamook with more money to spend on bar improvements: ' The proposal made is for every port to bond its limit and after deducting an amount for harbor Improvements to apply the balance to Improve the bar.
