This message requested General Fin- ser to recommend oaicers xor inia service and he telegraphed last night to the War Department a list or active officer of the line and atafT who are available at thl time for service on the Mexican border. Government Ixta Rill. The Guard officer are wanted for purposes of Instruction ana ooserva- lon. according to in message, wnicn eta out that th service is to t in connection with "Army maneuvers." Estimate ot cost of transportation ar asked for and It la Indicated that the Government will foot th bill out of th appropriation for maneuvers. No limits are aet as to rank, the message asKlng tor onicer or Dotn line and staff and of any branch of the service. It ia asked that th rank and arm of th service of each officer b Indicated. Inquiry Is also mad as to th length of time each officer recommended can remain In the field. The number of of ficers deelred la not set out. the Infor mation being advanced that the de partment wishes to detail a "limited number" of National Guard officer, the selections to. be made by the de partment from the list recommended by Adjutant-Generals. Whether these additional offlrera ar wanted to nil tn vacancies In the reg ular establishment temporarily or are wanted solely for Instruction purpose haa been a matter of conjecture. The War Department gave emphatic denial to the suggestion and reiterated th statement that the assembling of the National Guard officers would be mere ly for the purpose of Instruction. Much request for officer haa never before come from the Government. There Is an inclination among some local Guard officer to accept the de partment' message at It face value, for valuable Instruction would result to the officers by participation In th movement of troops now In course- Oregon Gnard Is on Alert. While 'there haa been no Intimation that any call for National Guard troop Is In prospect, th Oregon regiments ar nevertheless on th alert, aa they are subject to marching orders at any Ime the War Department may see fit to Issue the call. There are approxi mately 1500 Guardsmen In the state subject to military duty In an emer gency. The Guard, under the new awe. Is a part or tn second line or defense with the Army, the Navy con stituting the first line. The various Oregon companies ar now recruited at a minimum peace footing of SS men per company. Pre ceding orders to move would doubtlesa come an order Increasing tha regi ment to a field footing or 13 compa nies of 120 men each. Designation by th war Department of the officers who are to go to the border from Oregon will be announced shortly. It Is believed. The necessary orders may be received today, as the War Department aeema to be doing ttUng in rush or4r lately.. As it Is now, the crude light vi brations are certainly productive of nervous headaches, partial par alysis of the optic nerves and dis orders within the center of the head of every individual having the habit of attending this form of entertainment, now so popular In every city in the country. The whole secret of these nerv ous disorders lies in the fact that the rays of light producing the moving pictures are totally lack ing In color, and they are not caused, as Is erroneously sup posed, by the so-called "flicker" of light on the screen. The prin ciple is the same as In snow blindness, dizziness and other dis agreeable features, caused by traveling over a field of snow In the bright sunlight. It is not the intention of this article to condemn without giv ing a partial remedy for this form of entertainment. In the absence of a perfect remedy, which necessarily involves the coloring of the films in their nat ural colors, the suggestion, I think, is better than the present method.
