1911. 18 TJTE MORNING OREGOXIAN', FRIDAT, FEBRUARY 24. IS President Swigert in Favor of Sternwheel Towboat. TYPE IS MOST POWERFUL Head of Port of Portland Commis sion Support View in Keply to lUwnl Statement Made by James Supple. la nrlim'lon of the determination of th Port or Portland Commission to fa cilitate lis towing equipment through the constuctlon of a steel sternwheel steamer, for which tenders will be con sidered at today's session. C. F. Swlgert. president of the fomniljuloii. says that In bit opinion, ndrr.itilnc that the days of atlllna- Vfu-l! are rapidly waning In the export trade, the powerful type of tnwNat selected Is In every way suited f'r t! e future needs of the port. In that connection he made a statement y'C rd.y. replying to the views ex pressed In ednesday's Issue of The Oronlan. as follows: "I have revl with much Interest Mr. James Supples Interview In The Ore r"nlan. Any remarks from a man of Mr. Supplr's practical experience should certainly have full consideration, and It also happens that Mr. Yuppie's views are exactly what my own were when the Port of Portland Commission took over the tnwaare and pilotage business, and the subject of proper torn boats was fully discussed. Opinion Is Changrtl. I believe, as Mr. Supple div, that occan-mln- propeller tt;g could do the work cheaper and practically as well as tt sternwheel steamers that have al ways t-en used. I was reluctantly furred, however, to rhanice my oplr.lon for the following reasons: "Kveryone Informed on the subject agree tl at the day of the sailing vessel U rapidly passing and that the practical work of the new towboat will be the movement of larce steamers In the her itor. In fact, even now- we frequently have as many as half a doien moves In single day. For this work a stem wheel steamer Is admitted to be far better than a propeller, as It Is abso lutely necessary that she be able to steer the tow while barking, particularly tn passing through the bridges. This a propeller cannot do. while It Is the strongest point of a sternwheel boat. "for moves through the bridges and for docking large vessels more power Is required than any steamer we have or than any of the ocean-going tugs on thla roost have, so far as 1 know. For example, the new boat will have a max imum of 2UM horsepower, while the largest ocean-going tugs on the coaaC such as the Hercules, tioliah and Nav igator, have about one-half that amount, and experience has shown that to handle vessels In the harbor In bad weather re quires all the power we can get. Pre-H-nt Sjstcm Kxpenelvr. "t'nder present conditions we almost Invariably use two towboats for taking the large steamers through the bridges, which Is. of course, expensive and troublesome. We expect the new boat to do thla work alone, excepting during the worst floods. It Is quite true, as Mr. Supple says, that this boat will cost more to operate than a smaller and less powerful propeller tug. but we have at tempted to minimise thla as much as possible by providing compound con densing engines and a holler of sufficient also to permit the boat to operate un der natural draft at about half her max imum power, which will be ample for the long runs and tows. Her full power will be used under forced draft and for short periods only. This, we believe, will make her as economical In opera tion as the circumstances permit. "Since the commission hns had charge of towage and pilotage small sailing ves sels have frequently been towed by the MeOaken. between Portland and As toria, while the ocean-going tugs have often brought larger vessels as far as Walker's Island, and even Goble. thus demonstrating that to that extent at least Mr. Supples views are correct. "It Is the movement of large steamers In the harbor and through the bridges and the provable Increase of thla class rf work that has determined the type and slse of the boat we propose to build, not the towing of sailing vessels between Portland and Astoria." OUAIV MAY GO VIA ISTHMUS Yokels Mionld Carry Cargo In Bulk Instead of Sacks. Possibilities of a new field for North west barley and for a large portion of the best grades of wheat on the Atlantic Coast are being Investigated through the establishment of Itates Chese brough's service via the Panama rail road, for the steamer Geo. W. Fen wlik. of that fleet, which cleared from Pan Francisco Tuesday, carried lO.W') rentals of barley valued at 124.000. con signed to New York. Local gralnmea say that should 'the business develop sufficiently elevators could be estab lished so that grain would be handled In bulk, thereby facilitating the dispatch of vessels and saving cents on each buhel. as sacking would be eliminated. With the chute system In vogue at both terminals of the Government line across the Isthmus the discharge of grain Into cura would be a matter of hours Instead of days and It Is said the loss tn handling would be less than Is stif fs red here in stowing the cereal In sacks. The shrinkage would also be overcome largely through the fact that wheat gxins In weight when on the ocean. ASYLUM TALE TOLD Wife Says She Was Committed Though Sane. HUSBAND, LAWYER BLAMED Son, on Stand, Admits Striking Mother Frequently Woman Seeks , Divorce, Spouse Iteplles She Is Not Competent. Testimony of nearly a dosen witnesses. Including a physician, in Judge Kavs naugh'a court yesterday had a tendency to indicate that Mrs. Johanna Oster, hard-working wife of a farmer, had been committed ' to an asylum when there was nothing to prove her Insanity ex cept the mental examination of the com mitting physician. Mra. Oster had sued J. 'VT. Oster for divorce and he In turn had entered a plea In abatement on the ground that hla wife was not competent to sue him. as she was of unsound mind and had been an Inmate of the 8tate Hospital for Insane at Salem. The taking of evi dence will be completed this morning. Persons with whom the woman had gone to live after she left her home and many acquaintances testified that she had never by word or deed Indicated that she waa anything but perfectly ana at all times. Dr. Florence 8. Man Ion, who had sttended her for nervous prostration after she returned from the asylum, said she could not understand how Mrs. Oster had ever been sent to the asylum, as ahe was of a higher or der of Intelligence than the average person of her social class. Only Husband Accuses. The only testimony damaging to the woman was that of her husband, who testified that she had tried to get him to drink a concoction In which poison was discovered. More testimony on this feature of the case may be adduced this morning. Mra. Oster"s recital of her alleged abuse at home, and which waa sup ported by other witnesses, was pathetic. She Is 43 years old. a native of Finland, and accustomed to hard labor. Phe testi fied that while at home she milked from eight to nine cows a day. separated the cream, churned and made the butter, made all her own clothing and that of her son. a boy nrsrlng manhood, and had done all her own housework, often work ing late at night while her husband and son slept. In return, she said, she received curses and abuse from her hus band and son. Son Admits Striking Mother. Carl Oster. the son. testified that he had struck his mother In the face on more than one occasion, one time hit ting her on the jaw with his flat. Ho denied her allegation, however, that he had pointed a revolver at her and had threatened to kill her. Mrs. Oster said she had been trying to get relief from her nervous troubles by employing medical aid. and had gone to the hospital for an operation. The work and worry of home waa too much for her. she said, and when It seemed necessary for her to go to the hospital again, her husband and Attorney Waldo mar Seton had obtained permission for her to go to the State Hospital for In sane at Salem for treatment to save fees, the state shouldering the burden. She was led to believe, she said, that she would find things congenial at the asylum, but did not like the place. She was committed to the asylum by Dr. E. D. Johnson and County Judge Web ster, February 16, 1910. and remained there until April 14, when she was re leased to return home. Asylum Testimony Firm. Attorney Seton. who appeared In the case yesterday In behalf of Oster, tried to make Mrs. Oster retract her charges to the effect that he had tried to Induce her to go to the asylum, but she would not change her position. Some of the women who had known Mrs. Oster Intimately for years testified that she was a woman of strong mental power, and one woman said she had al ways, looked upon Urs. Oster as being mentally superior to her. Mrs. Oster is represented by Attorney 8. II. Haines. If the court decides to day that Mrs. Oster Is of sound mind, her suit for divorce will be heard later. Courthouse Xotes. Mamie Lund filed suit yesterday against Frederick Lund for divorce, on the ground of Intemperance. They were married In Duluth. Minn.. April 23, 190S, and have one child. Mrs. Lund asks for custody of the child. In her suit filed yesterday against Aaron Goldstein for divorce, Mrs. Sarah Goldstein alleges that she had been sued by him previously for divorce and that he had charged her Improperly at that time with immoral conduct. She charges that he has failed to support her since last August and has treated her cruelly. Divorce proceedings were begun yes terday In the Circuit Court by James O. Stephens against Ella M.
