think It would be for the ultimata ad
vantage of the pears or the Tories In the
House of Commons to carry such thing
to estrem. I can never get It out of
my head that after they hav put up a
decent fight the Tories will yield and
accept th veto bill, liut nobody can be
sure.
One of the peculiarities in life In the
House of Commons la that it Is dldlcult
to get any measure through it with ex
pedition if even a small minority Is de
termined to delay It.
Tha political Mtuatlon Is also much
complicated by th core-nation tn June,
As I have cabled you several times al
ready, everybody would be srlad that
the coronation should come at a time nf
profound Internal peace. The Klnc. of
course, desires that himself mure than
anybody else, and the silent power of

especially among those claeses of which
the Tory party mainly consists. This
accounts fur the plan attributed to the
government of taklnn all the time of
the House up to the passage of the
veto bill. Klrat there Is always a big
debate on the speech from the throne.
That Is the occasion for maktnfr a gen
eral review of the policy of the kov
ernment on all thlnfra and everywhere,
and the ministry has the right to cur
tail such general survlews beyond cer
tain limits.
Kvery session has also to open witb.
the passing of a number of approprla
tlons. and these will take at least two
week, and thus we aret on. lesvlnir
vrry little time fur the veto bill. When
the veto bill comes on the difficulties
of proceeding rapidly may begin Imme
diately. It Is one of the essential
elements of the House of Commons
life that its young and ambitious mem
bers should there try to lift their beads
above their fellows and make their
names familiar to the public, and
especially to their upportera.
Young- Men Now lu IIoue.
Now, the present House of Commons
consists largely on the Tory side of
well-groomed young men who are all
desirous to make their way, and th
temptation to them to filibuster with
that object will be enormous. The veto
btli la a brief one. but who can say
that on a meaaure so momentous there
Is not plenty of reason and plenty of
opportunity for all kinds of discussions?
The bill will be atlarked. of course, on
the ground that H does not carry out tha
promise of the preamble, that is to say
tuat this proposal of limiting the extat.
Ins? power of the House of Commons
Is not followed up by some scheme for
that reform of the assembly to what
the preamble commits the government
and the bllL
t need scarcely point out that If
tha government were to enter upon the
morass of a reform scheme for the
House of Lords at thla moment and be
fore the abolition of the Lords had i
given them a weapon to do so, they
ought to be In a lunatlce asylum. The
policy of the Tories', on the other hand,
lias been for the Isst year to pose as
dying with anxiety to reform the House
of Peers. Fvery reform they have
hitherto proposed has been a sham re
form, but nevertheless! there Is a cer
tain number of timid people in thla
country who are ao afraid of a single
chamber government that they ar
liable to b taken in by these sham
proposals.
Then, of course, there will be an at
tempt to bring In the referendum, espe
cially on Ireland. I believe th Lib
erals could have got their proposals
at the dead conference accepted by the
Torlea If they bad only been willing
to except Ireland from their veto bill.
To their credit they refused peace on
any such term. Hut that will not pre
vent the Tories from renewing- the
proposal In the coming debates, and
thus we shall have a preliminary dis
cussion on home rule a year before
the bom rule bill Is seen. These are
the uncertainties of the future. They
ara nothing beyond the difficulties
that every government and every mo
mentous measure hav to confront.
They may all disappear before the
steadiness and the unity of the force
behind the government, and tinder
pressure from th adherents of the
King for a peaceful coronation. But.
aa I began by saying. It la Impossible
for anybody to forecast the immediate

ALTL'KAS, Cal., Feb. 12. With a
company of well-mounted gunflghters.
several Indian trailers and a pack ot
bloodhounds, the Sheriff of Washoe
County set out today on a manhunt for
the murderers of the four wealthy
sheep men of this county whose bodies
were found In a cave near Ienio, Nev.
Even wtlhout the dogs, the Kherlff
believes his Indians will put him within
gunshot of the quarry dexplte a three
weeks' start.
So Intense Is the feeling- here asralnst
the murderers that it Is freely said
they will never reach a Jail even If
taken alive. All the victims, except
Cambron, left families
Details of the murder of Harry Cam
bron, J. M. Lexagrue, Peter Krramuspe
and B. Indlano received here today
show the tragedy to have been one of
tha most atrocious crimes in the history
of this region.
Th men were all unarmed and intent
on a peaceable mission at the sheep
camps near penio when they were shot
down, stripped of clothing- and valu
ables, their bodies concealed by the
miscreants, who rode away on the fine
horses of the ranchers after shooting
their own half-starved mounts.
Indlano left home three weeks ago to
meet the other three ranchers at Denlo
and accompany them to the camps
seven miles from Denlo. The road to
Ienlo and from there to the sheen
camp leads through Little High Rock
Canyon, four miles from the town. It
Is learned that when he arrived In
Denlo, Mr. Indlano told of having- seen
several freshly slaughtered beeves ly
ing In the canyon, also of seeing- two
horsemen near the place.
It Is the theory of the dead men's
friends that Indlano surprised cattle
thieves at their work and that the rust
lers, seeing- him returning- with others,
thought they Intended to give battle
and fired on the party from ambush.
At any rate, the mucder was perpe
trated there.

The whole of Speaker Joseph G. Can
non's political "backyard" in the ISth
Congressional district "will be swept
clean,of its filth and litter if the "vote
fraud" investlg-atlon, now being- con
ducted by th Vermilion County grand
Jury does not end disastrously.
Edgar and Clark Counties, directly
to the south of "Uncle Joe's" home
county, are on the verge of plunging
into "purification baths." '
Strenuous efforts are being made to
g-et the party leaders to co-operate to
ex nine the lamentable conditions. If
these counties loin with Vermilion in
"cleaniniar house." the entire Congres
sional district will be Involved.
No Grand Jury Called.
Circuit Judee Thompson will open the
February term of court tomorrow at
Paris, in Edgar County. No grand Jury
has been summoned, but Judge Thomp
son says that lie will call a special
inquisitorial body if the political lead
ers will aret together. He feels that
unless the leaders co-operate and agree
to a wide-open non-partisan expose,
the starting of an investigation would
be useless.
States Attorney Dyas, of Edgar Coun
ty, said tonight: "1 do not intend ask
ing Judge Thompson for a special
grand Jury, but If a "vote fraud' in
vestigation is started I will do my
duty."
Conditions In Edgar County are even
worse than In Vermilion. The latter
county s "come-back ticket vote-buy
ing system, at ?5 to $-9 a ballot, has
been mere "kids' play" alongside of Ed
gar County's system of t'-n to I HO
vote, with those bought "registered by
an elaborate bookkeeping scheme.
From grandpa down to school children
the vote traffic system Is an open book.
Vole-Buyers Bold.
At the last election, it is said, the
voters were paid their fees In the poll
ing pluces by the buyers within full
sight of the election Judges. It rained
on election day and the buyers went in
out of tho wet and nonchalantly ped
died the money, even bidding for votes
within earshot of election officials.
Politics, they say, is played as stren
uously at one time of the Tear as an
other. The county fair Is a favorite
place for the political leaders to ex
pound their views. The reason th
Republican and Democratic chieftains
tight so hard is that the "G. O. P." has
working majority of 150 votes, and
this is a general source of work when
the Democrats star out to win. To
get this needed vote, the politicians
have to bid.
In Vermilion County, the situation
is different, the Republican party hav
ing the comfortable majority of 4000,
O. -W. R. & N.
