Thompson Want State Board to

Arerue That Solons,
ot Act, DecelT People.
STATB CAJ1TOU Palcm. Or.. Jan. J4.
SpeclaI. Legislation amendatory of or
supplemental to any of the laws adopted
br th people tinder the Initiative standi
put little chance of receiving the ln
ionwrnml of the present Legislature.
This was demonstrated tods when the
lnw. for the second time since con
vening, rejected a bill having tor Us
purpose the creation of a law board
which should prepare all of the laws to
re submitted tn the people under the
Initiative, consideration of this measure,
following the unfavorable report of the
committee on revuaon of laws, was post
poned Indefinitely by a two-to-ona vote.
The bill turned down today was In
troduced by Thompson of Lake, and
provided for the appointment by the
Ftare Board of a commission of five
members by which all initiative bills
desired by the electors should be pre
pared. Threa of the members of the
commission wera to be lawyers, one an
employer of labor and the fifth an em
ploye. It was made obligatory on the
commission to prepare all bills petitioned
tor by electors, the object being to hsve
the meaourea so prepared that the aver
age voter would have an understanding
cf the provisions of each, enabling the
voters mora intelligently to pass on
them.
Voters Deceived, Alleged.
Thompson earnestly defended hi bill
and urged lie approval by the House
for the reams that he believed it would
simplify and make more useful tha Ini
tiative in Its operation.
As evidence that voters have oeen o-
ceived through the Initiative. Thompson
referred to the result of the recent elec
tion when the voters spproved a con
stitutional amendment, which, while pre-
tendinK to re-enact the ' personal prop
erty tux exemption. In reality paved the
for Introducing single tax initia
tion In the stale.
Peterson, of the commutes on re
vision of laws, replied that the enact-
ent of the Thompson bill wouia ir-
Ituelly annul the Initiative. lie main
tained that the people had not abused
h. initiative, since In the last general
l.'loctlon. they Indorsed only nine of tha
1 12 measures submitted thereunaer.
Chairman Fouts. of the same com ml r-
Itee. argued that tne people nan uui
en deceived through the operation or
he Initiative as much as they had by
everal Oregon Legislatures. lie
charged that the proposed bill would
lace tn power a group or politicians
rho would be censors of what should
e submitted to the people. He alleged
hat the bill waa a direct attack on the
initiative and should be rejected.
ICtUUtare Itself Blamed.
Replying. Thompson renewed his
hara-e thst the people have been de
leived by the Initiative.
Carter took the position that records
ipported the statement that the peo-
i le of the state had been fooled mora
requently by their Legislature than it
as possible for them to be deceived
v Mils submitted under the Initiative.
