"Yes, indeed, I am willing to Join President Porter, Ml tho Portland Fair and Livestock Association, in making the 1911 meeting a great success," said Theodore B. Wilcox yesterday. "I am adding another 11000 today to the sev eral thousands I had already put into this enterprise. "This great Fall meeting, held, as it Is, early In September, just prior to the State Fair at Salem, should be the oc casion when not less than a thousand Oregoa, Washington, Idaho and Mon tana merchants should visit Portland. "Such a gathering as this would give hundreds of merchants an opportunity personally to Investigate Portland as an advantageous market, and Portland has a right to make such a' request of the merchants, because her business men have visited more communities than the merchants of any other Pa cific Coast city. Special and liberal prizes should be offered by the fair this Fall for county exhibitions from counties which will have their first railroad transportation in 1911. Special Contribution Offered. "I would like to make a special con tribution towards tha expense of en tertaining the merchants visiting Port land, also towards a purse for compre hensive county exhibitions of farm products In general. Such purses would stimulate production in a tremendous territory, which Is already buying mil lions from Portland, but when devel oped will buy many millions more. "The work of the Oregon Develop ment League has been directed towards the upbuilding of the country. The city will take care of itself. "Now, you gather together a thous and business men from the four North western states, and the result would be a discussion of Irrigation, dry farm ing, dairying, stock growing, fruit cul ture and general farming that would be Intensely Interesting- and be of untold benefit to all concerned. "Tho railroads would be glad to transport the winning county exhibit to other fairs where hundreds of thous ands could sea It. If we will all join and make the fair a country builder It will be a tremendous success. Morning Programme Indorsed. STREET WORK, NOT ABATED Contractors Work All Winter to Fulfill Contracts. Street improvement work promises to continue all Winter, the contractors be ing compelled to face cold and storms in order to keep up with the large amount of work on hand. Until the recent heavy frost pavement was laid without inter mission, but now the laying of surfaces is suspended and street work is confined to grading. As soon as the frost Is gone the work of laying- pavement will be re sumed. "This is the first season I have been here," said' City Engineer Morris yes terday, "in which the work has not been suspended long before this date. Con tractors tell me that they will continue their work .throughout the Winter." There are, contracts now pending for hard surface pavementa in Portland for about 60 miles of streets, or nearly as much as we laid during the entire year of 1910. The contracts now pending rep resent more hard surface street improve ments than were laid in the entire his tory of the city previous to 1310. Popu larity of automobiles Is believed to be responsible for much of the Increase in street work now. Applications for street Improvements are being filed with the Council continually, but it is expected that an effort will be made soon to dis courage too much street improvement until tha work already outlined Is well under way, so contractors will not be required to keep streets open for long periods, owing to the excess of work on their hands." TIRES CUT IN REVENGE Chauffeur Sued for $25 Damages by Other DriTer. The plaintiff says that he will produce several wit nesses who saw Frankling cut the tires. Franklin, while denying aocountabllity, says that he has several times suffered similar treatment and that other drivers have had like experiences.
