Tha concessions Include toe rights of way needed for tna Broadway bridge. The appointment of the committee fol lowed the reading of a letter from J. P. O'Brien, manager of the Harrtman roads, who salJ he was not prepared to comply with the request of Mayor Simon to same prices for the conces sions, as they Involved various rail road organisations, and he asked that the city make a separate offer for each concession desired.- The request of the ways and means committee of the Council that 300.000 be appropriated from the general fund fr the construction of tle aubstruc ture of the Broadway bridge, pending the necessary salo of bonds, was laid on the tabic for two weeks, which will carry the subject beyond the open ing of bids for the sale of f JOO.000 of bonds for that purpose. Appraisers Ar Chosen. The committee appointed to fix the values of the railroad property desired by the city is composed of Lwls Rus sell D. S. Sterns and IC. V. Fries, all real estate dealers. Their compensa tion was limited to $100 each. Coun cilman Beldtng made Lh motion desig nating these members of the commit tee, but previously the Mayor had ap proved their selection. Mayor Simon opposed fixing a fee for the work of the committee, saying that as inter ested cltltens he believed they would serve without compensation, but tha majority of the members of tha Coun cil favored payment. Councilman Kubll opposed the ap pointment of the committee. "I don't see any reason for the ap pointment of this committee." aald he, "It will only delay matters, and I think we should go ahead and con demn the property we want." "Tour Honor. I think tha railroad companies have been more fair with the people than the people have with them." said Drlscoil. "I think they hare been doing right all along." Pefeal Is Formality. In a letter to the Mayor. In connec tion with the concessions desired from the railroads. Manager O'Brien aald that the applications pending before the Council for certain franchises de sired by the 'railroad to connect Its lines with thft new steel bridge now bolnr constructed across the Wil lamette River should be withdrawn, to permit the company to make applica tions under Its new name, the Oregon Washington Railroad Navigation Co. Accordingly the franchises were put to a vote and defeated, to have them out of the way. At a meeting of the ways and means committee of the Council it was de elded that the city could not legally let the contract for the construction of the substructure of the new Broad way bridge until money had been pro vided for that purpose. The commit tee recommended the appropriation of f (00.000 from the general fund for that purpose, that the contract, bids for which are now received, might be let at once. The action of the Council In delaying the appropriation for two weeka may make the appropriation from the general fund unnecessary, as bids for tha bond sale to be made for that purpose. It Is believed, will be de cided before the Council holds another meeting. EVIDENCE LEAVES DOUBT Chiropodist Accused of Robbing Fainting Man Discharged. Aocused of robbing a fainting man under pretence of assisting him. J. Undsay, a chiropodist, escaped punish ment in Municipal Court yesterday, partially on account of a plausible version which he gave of the affair, and partially because his wife and four children were in court to plead for him. Although tha victim's gloves, ring and money were said to have been found in Undsay 'a pocket, he accounted for the presence of each, leaving the court la doubt which was turned to his ad vantage. (n of the largest petitions affecting sewer construction In Portland was filed st the City Ilnll yesterday when a long list, representing nearly lots, was presented from the Hnlcomb Realty Com pany and others, asking the City Engi neer to specify cement sewer pipe lor the Vernon district sewer. The same material Is now being used In the con struction of the Riverside dlstrirt sewer, lving directly to the westward of the Vernon territory. More than half the work in the latter district Is now completed, although the first delivery of pipe was made Novem ber It. and It was believed five to six months would be required to complete the contract. The Council yesterday also granted the petition for cement pipe sewers at Beaumont, where new and complete dralnase will be given for 111 acres. There are 1100 members of the Scottish Rite in Oregon and a large number of visitors are expected. There will also be a large class of candidates to take the degrees of the Scottish Rite. The re union will continue until Saturday night, when the S2d degree will be conferred upon the candidates, mak ing them Masters of the Royal Secret Visitors and candidates will be re ceived at o'clock today. The fourth to the eighth degrees will be con ferred, beginning at 10 o'clock, and In the afternoon from the ninth to the lth degrees M1 be conferred. At 8 o'clock tonight Alnsworth Chapter- of the Rose Croix No. 1 will assemble and the lith degree will be conferred. The lth. 17th and ISth degrees will be conferred tomorrow at 9 o'clock, and at 10:30 Multnomah Prefatory of Knights of Kadosh No. 1 will have a special convocation and the 19th to 28th degrees will be conferred.
