I think that the great feature of the bill is that It represents what the Rivers and Har bors Congress haa been fighting for these many years. We ask for an an nual budget. Appropriations should b made every year for the continuation of present work. In the House, when the bill cam up for consideration, it waa pointed out that the bill waa made with that end in view. I think that hereafter the I'nlted Statea Congress will make yearly appropriations, and thus be enabled to finish such work as it Is engaged upon without losing valu able time and advantages gained by previous work. We did not get all that we asked for. but I think, all things considered, we did fslrly well. The Columbia River Is recognised in the East today as one of the trunk rivers of the country. We have stood high with others engaged in this work of securing improvements, and really ar belter treated than th Mississippi or the Ohio River sections. Meeting Is Success. Tha Rivers and Harbors Congress was a very successful affair and the pork barrel' Is absolutely eliminated in the treatment of projecte. The day for special boneflta is gone.
