dump wagon to work cauaed an acci
dent to Frank Henry Benedict last
August for which he brought suit In
the Circuit Court yesterday to recover
lo:S damages. A. It. Frame is the
defendant.
Benedict says he was dumping dirt
and rubbish on a lot between Alberta
and Going; street. Joe La Shapelle. the
foreman, ordered him to drive to a
dangerous plac against his protest,
he says. The wagon, in capsizing.

Mary Gordon recovered 1200 from
th Woodmen of the World by th ver
dict of a Jury In Judge Kavanaugh's

turned yesterday morning. This Is the

Oeorge Gordon, her husband, who, she

"We secured 9i0.000," said Mr. Teal,
for the south Jetty at the mouth of
the Columbia. Colonel Alexander In his
address to the members of Congress
declared that this was today the most
Important river work in the United
Htates being conducted by the Govern
inent. The amount appropriated, it Is
beMeved. will be sufficient to complete
tha project. Incidentally, It will per
form a wondrous service to Portland,
for it settles for all time Its avail
ability as an ocean port.
Completion In Six Years, Hope.
"The Celilo appropriation of ISOO.000
was made with a view of completing
It Insido of six years. I think that the
great feature of the bill is that It
represents what the Rivers and Har
bors Congress haa been fighting for
these many years. We ask for an an
nual budget. Appropriations should b
made every year for the continuation
of present work. In the House, when
the bill cam up for consideration, it
waa pointed out that the bill waa made
with that end in view. I think that
hereafter the I'nlted Statea Congress
will make yearly appropriations, and
thus be enabled to finish such work as
it Is engaged upon without losing valu
able time and advantages gained by
previous work.
We did not get all that we asked
for. but I think, all things considered,
we did fslrly well. The Columbia River
Is recognised in the East today as one
of the trunk rivers of the country. We
have stood high with others engaged
in this work of securing improvements,
and really ar belter treated than th
Mississippi or the Ohio River sections.
Meeting Is Success.
Tha Rivers and Harbors Congress
was a very successful affair and the
pork barrel' Is absolutely eliminated in
the treatment of projecte. The day for
special boneflta is gone. You cannot
get by" the engineers in the first
place. The treatment of river improve
ment la along the line of policies
rather than the needs of a particular
neighborhood. Oeneral Blsbee. head of
the rnltod States Corps of Engineers,
for the first time addressed the con
vention, which in a measure indicates
th feeling which exists with regard to
tbe association.
"All intermountaln and coast rat
case be for the Interstate Commerce
Commission will be argued next March.
The Oregon cases are all bound up in
these and we will get Just what th
commission thinks we ar Justly en
titled to. Th 'advance rate' cases ar
still being considered, and these, to my
mind, are the most complicated and
tbe most serious which confront th
commission.
