tion at Chlenro bad decided to take up
the matter of alvlng rates to the Na

portant step was due to the application
of the Burlington riystem. which de
sired to put Hi rates for Wyoming and
Nebraska points, but the I'nlon Pacific
ohjected on the ground that the busi
ness would not warrant such a step.

After pesslng a day in Investigating
weights and measures in Portland. F. .8.
Holhrook, of the Department of Com
merce, and Labor, announced last night
that his sen-Ices would be st the dis
posal of any member of the Oregon leg
islature who Intended to Introduce a
state-wide Inspection bill.
Should such a bill be Introduced. Mr.
Holhrook stands rendy to co-operate in
making It an effective measure. The
Federal ag"nt saya he will be pleased
to give any Oregon legislator access to
Information on th high cost of living
obtained by him In Portland and other
cities of the state.
Mr. Holbrook passed a portion of yes
terday In the company of the scaler of
th City of Portland, and fn investigat
ing the city ordinances and state. laws
relating to weights and measures. He
did not say whether the result had con
vinced htm of the necessity of additional
legislation on the subject.
Scale System Inspected.
"There is nothing to say to the public
as yet concerning actual conditions In
Portland." said Mr. Holbrook. "I am
now trying to find out how Portland resi
dents buy their groceries. For Instance,

requires that scales shall be inspected,
I will aid the city or the state in estab
lishing an effective system of checking
scales.
"If it is required that articles (hall
he stamped with the weight of their con
tents I shall be glad to help place In
effect a method of enforcing the laws.
"In many cities tt has been necessary
tn establish an Inspection system of
scales ar.d measures, and to clothe the
Inspectois with authority to aelze and
dispose of defective machines. Dellvary
wagons are frequently stopped on the
streets and their contents weighed. Pur
chasers have a right to receive what
they pay for. the grocer should get
every ounce of the material he pur
chases and the producer should be guar
anteed remuneration for all of his ship
ment. None Is Injured by such a sys
tem. Few Swindle Expected.
"Portland Is inspected territory, and
It Is probable that the number of frauds
will be found at the minimum. Such
action as I mry determine to take will
be the result of the demand for aid com
ing from the people." ,
Inspector Holbrook declares that the
regulation of the use of scales and meas
ures, the contents of packages offered
for sale and manufactured tn the state,
are largely a subject for state and mu
nicipal control.
"I find thaf sometimes an article Is
bought and sold by the pound, and In
other Instances the same article Is sold
at a flat price for the package." he said.
"Frequently the purchaser thinks he Is
buying two pounds of an article, when
he Is really paying for the parcel, or 28
ounces. These things are a subject for
regulation.
"I do not Intend to begin throwing
scoops and scales out of store doors and
windows, nor to watch the sire of a
mutton chop thrown on the butcher's
scales. We will probably secure some
information as to how merchants weigh
their articles, and if the city wants our
aid, the department stands ready to ren
der It."
