Germany Gets Bust. -When I was down there I was told ihat Germany had already made ail kinds of Inquiries as to coet of tonnage so aa to get ready for putting on steamers to handle the business. These officials wanted Colonel Goethals to tell them what tha charge would be so that they could figure upon building new boats. If Germany Is awake to the change whlrh Is going to happen only two Summers away. It la time for tha Coast to get ready to take advantage of every poeetbla avenue for the In crease of trade. There are it ml lee of tha canal, and It miles are complete. The remaining IT miles, unfinished. Is well along so that It can be handled expeditiously. "Supposing tha canal waa In Port land and I believe that la the best way to give a mental picture of fna work. Take Portland for the Pacific side of 1 tha canal and Foreet Grove tha Colon 1 or Atlantto side. From tha river front a aea-level canal has been dug to Council Crest, assuming Council Crest Is Tie feet high. Tha first huge project was to get through a series of Mils or mountains nine miles across. To do this three rises or locks have been constructed, each IS feot high When you have reached tha 84 feet of height tha cut necesaary to pierce Council Crest is started. Thla huge cut la nine miles long. 1000 feat wide at tha top and (00 feet wide at tha bottom. It contains 161.000.000 cublo yards of dirt and stone. Of this 1SI. 00.000 have been removed. By this means of Illustration you will ateam as far as r-eaverton through tha Council Crest or Culebra cut. Then cornea tha lakemade Chagrea River. Now to steam Into Forest Grove you float down a sea-level canal of sis miles, and the steamer blows Its whistle fir Panama, ready for the Journey to New York, which you make In four or five days. Tha fastest time I have heard of Is 14 d.va. aa given by any of your mer chants. Your fast freight hereafter will be by way of the Panama Canal and you can readily Imagine what that means to the Coast when you consider the low freight-rate. The Beaver car ries 1-00 tons of freight and at 11 per ton ws would receive II..S0O for our work. "Another feature of the canal is that the Spaniards and other workmen who hav been employed by the Government ire settling on the canal gone by ths thousands. A year ago there were too workmen. Today there are 11.000 and the reduction of the fores will con tinue until two yeara from today when only the working fores for tha opera tion of the canal will be on the pay roll.
