After removing the old Madison street draw pier and employing divers and gear for several weeks to clear the channel, contractors completing the Hawthorne-avenue bridge are deposit ing huge rocks about the east and west Piers of the draw. The material Is be ing dropped Into the stream from barges. It Is banked against the con crete piers and serves as a protection to prevent scouring or the river-bed formation from washing out. The same system has been followed In protecting other piers, but In this rase care will be exercised so to place the rocks that they will pile against the piers and not roll Into the main channel. The contractors have not realised their expectations of having the draw flosied Into position this meek, and as yet no start has been made to shift the draw to falsework on barges, as the barges are not In readi ness. The hulls of the barges are to be bulkheaded and each compartment fit ted with sea cocks, when sunk In po sition, with the draw resting on false work, the bargee can be pumped out and raised to make the draw level with the bridge deck. BE.IK HAS LIGHTEST CARGO Rulky Shipment Fall Off, So She Only Haa Good Ha Hast en her last two voyages the steamer Rear, of the Harrlman coastwise fleet, haa gone from one extreme to another, for when she sailed October II It was with the largest passenger list she had carried, and yesterday she left with her smallest cargo. Lsa than 1000 tons was In the hold of the big craft, just about enough for baiUat. The steerage had a full list of pat rons, while there were about lot) pas sengers In tie cabin. The decrease In cargo la attributed to the fact that shipments of paper have been curtailed through the Inability of the Oregon City mill to run full time and get their products down because of low water In the Willamette, and the fact that ship pers are not clamoring to take advan tage of the t: rate on wheat. Paper and wheat form the hulk of the cargo at this season, but the Bear had only ion tons of the latter product and but a small proportion of her usual load. of paper. TRAFFIC DEMANDS MORE Effort Will Be Made to Hare East Side Improvement Clubs Add Signatures to West Side's , Authorised Protest. Opponents of the Broadway bridge have aroused the antagonism of many of the leading merchants of the city by their efforts to prevent the building of the structure and now by their threats to carry the State Supreme Court de cision to the Federal Supreme Court. At a meeting of representative busi ness men at the Commercial Club yes terday morning, a resolution denounc ing these methods was unanimously passed, and in a few hours' canvass yes terday afternoon the signatures of many prominent retail business firms was secured. The resolution will be circulated further today and It Is be lieved that the aupport of the measure will be almoat aa unanimous as was Its adoption. Aid of East 6ldcrs Sought. An effort will also be made to have the forthcoming meeting of the as sociated East Side Improvement clubs Indorse the action and join with the business men on the West Side In their endeavor to prevent further delay In securing the bridge. The resolution and the signatures at tached at the close of business last night were as follows: "Resolved. That It Is the sense of the retail merchants of Portland attested by their signatures herewith that fur ther obstruction to the building of the Broadway bridge or Interference with the plans of the city In relation thereto is Ill-advised and tends to separate the business Interests of the Kast and West Sides; to arouse a spirit of hos tility and antagonism between those two sections of the city which should be united and as one In all matters pertaining to the welfare of this city. Business Demands Bridge. "Further, It Is the sense of this meet ing that by reason of the present con gested conditions of traffic, particu larly as applied to the delivery of mer chandise with Its greatly Increased cost. Immediate construction of this bridge Is demanded. "Further, be it resolved that we do not believe that the construction of the Broadway bridge will In any way jeopardise or Injure the harbor or com merce of our city and that further ob struction or objection to the construc tion of tha Broadway bridge by the Port of Portland Is Ill-advised and de plored." Construction of the Broadway bridge may be carried on by the city without letting the work by contract, accord ing to an opinion given yesterday by City Attorney Grant. Mayor Simon, however, will not approve the plan, as that system had been disapproved by Ralph ModJeskI, the consulting engi neer engaged by the city to direct work on the bridge Various city officials have been con sidering the advisability of engaging an engineer to superintend the work to be done by' men hired directly by the olty. It was suggested that by this method perhaps a year might be saved. Mayor Simon took up the subject with Mr. Modjeakl, when he was In Port land, and the engineer would not give his advice until he had thought the sub ject over thoroughly. After returning to Chicago, Mr. Mod jeakl wrote the Mayor that he had come to the conclusion that It would be best for the city to let a contract for the building of the substructure of ' the bridge, but he made no reference to the manner of building the superstruc ture. "My policy in this regard," said the Mayor yesterday, "will be guided by the advice of Mr. ModJeskI. One thing Is sure: If we let the work out by con tract there can be no legal objection to It. On the other hand. If we under take to hire men directly to do the work, regardless of all the legal opin ions we may get. City Attorney Grant contends that there Is no law to force the city to let bridge work by Contract, although the charter provides that street and sewer work must be let to the lowest re sponsible bidder. He cites court deci sions to show that under similar cir cumstances cities have been permitted to hire men for certain kinds of work without letting It out by contract. If the city decides to carry on build ing of the bridge Itself. Mr. Grant avers, the work must be under the di rection of the Executive Board and the material must be bought by soliciting bids from dealers. bridge: case decisiox due Judge Cleland Will Report Verdict In Port'a Salt Against Olty.
