The grain markst today was somewhat more
active thaa yesterday, although buying was
mostly In smsll lots and attributed to mill
ers, who are said to be selling considerabls
flour In China at prices below those openly
quoted, being able to do this as a result
of ths recent slump In wheat. A cut of 1
cents In the published export flour prices
would not surprise ths trade here. Local
flour trale Is stesdy with llttl; buying
shrsd. Blueatem sold down to 37 cents.
Oats dropped to S27.S0. . new low level
for ths crop. Demand fr brewing barley
kept that grain stesdy at 121.60.
The supply of Concord grapes has Just
about disappeared. Dealers do not expect
to get In many more this 'n. Mean
while California grapes are In limited stip

of which la of inferior quality and offered

CHICAGO, Oct. 20. In the wheat pit sell
ing wss overdone early and an elevator
concern Picked up the bulk of .the offer
ings at the ensuing decline. Continued buy
ing of the same kind started a train of
purchases by shorts, and the movement
seemed to gsther force with each advance.
Primary receipts were reported as only a
little more than half those of a year ago.
What bearish news there was came In the
first half hour of trading and consisted
chiefly of indications of large world ship
ments. The rise after that time was prac
tlcslly constant. December ranged from
c to l4c. and closed lc up at 94ic
There was a little business done here in
new corn for export. December fluctuated
between 4';c and 47 He. closing strong
at 47vc. a rise of Ho over last nlftht. Cash

In oats, shorts kept values on an ascend
ing scale. December sold from 30V4 vj 31 c,

OLTMFIA, Oct 20. (Special) For
the purpose of visiting; every state In
stitution In -Washington tha members
of the Board of Control will soon start
on a trip. Hardly a section has not
a state institution and the Legisla
ture has placed upon the board the
duty of coino; over the proposed bud
get and maklntr recommendations.
All new bulldin-fs are constructed
under the supervision of the board,
bat the board has nothing: to say about
the expenditure of any other money,
althoue-h It examines the books and
confers with the reg-ents) on proposed
Improvements and expenses.
The trip will take at least two
weeks.
The board will examine the new Ar
mory being built at Belline-ham and
will also visit the rock-crushin-r plant
at Deception Pass, which has once

NEW TORK, Oct. 20. The dealings on
the renewed upturn in prices today wer'J
congested even more than usual in United
States Steel. The action of - that stock begot
the suspicion that the new movement rep
resented a change in th auspices under
which the market operations were conducted.
The rise In United States Steel placed it
well above the previous level touched on the
present movement, snd, In tact, above any
price touched since June. Then It reached
79 . but fell precipitately to the lowest of
the year, 61T4, less than a month later. The
potent factors in the Immedlate'ntovement
which carried United States Bteel today to
,9. undonbtedly were the crop conditions
disclosed by the October Government report
and the report, referred to by the Iron Age
today, that "prominent railroad officials
have advised steel manufacturers that a
much more liberal policy In placing orders
for equipment Is to be expected after the
election next month."
The 5 per cent discount rate established
by the Bank of England today may cause
easier financial conditions. The conviction
is general that the stock market advance
this month In New Tork has been financed
by fcorrowlnrs from the London market. The
conviction Is equally clear that the new
step taken by the Bank of England Is de
signed to check these borrowings and to
conserve London money supplies for intend
ed capital flotations in the market and. for
active trade needs in Great Britain.
International exchanges all turned In fa
vor of lndon in response to action of the
Bank of England. The private discount

In New Tork was unaffected. Pronounced
dullness In the discounting of commercial
paper Is a feature of the money market.
Bond were irregular. Total sales, par

ager. Madden Funeral Held at Ontario.
ONTARIO, Or., Oct. 20. (Special.)
The funeral of J. E. Madden who
dropped dead at the depot in Spokane
last Saturday was held here Wednesday.
Mr. Madden was a pioneer of Malheur
County. The banks and business
houses closed for two hours out of
respect to the family. The funeral
was one of the largest in the history
of Ontario. Madden had accumulated
considerable property here and prior
to visiting Spokane retired from business.
