CAMPAIGN OPENS TODAY f fort to Srcore Promlws for Pur chase of IHM'O Worth of' Bonds Will Start Thla Morning. Crosswajr Means Mnch. Wt 814s bualnass InternU are thr.at.na4 through dalar In t o0n" atructlnn of tha new Broadway bridge." ays Dr. And raw C. Smith, a mambar of tha cttlsena' committee namad to eollclt subscriptions for the block of I254.000 worth of municipal bonds, which must be sold before work on tha atructure can Tha committee, consisting of Dr. Smith, E. Henry Wemme. John Bck. E- -Aism. J. H. ilaak and R- E. Menefee. will beirln Ita visits to buatneaa men and Investors this raornlna In an effort to se cure promlaea for the purchase of H'. 000 worth of bonds. A block of 1110.00 worth has already been eold by Mayor Simon and oth.ra. "We don't anticipate any trouble In dls noslna of all tha remaining bonda," aald Dr. Smith last nlaht. -Many people are asr to take them up aa an Investment. w already have sereral offers for large blocks and In order to accommodate thosa who want to take up small lots we are trylnr to arrange to split tha IS0 bonda. which are the smallest that hare bn authorised, so that they can be taken up by peraona wanting to Invest only 1100. Vi can do thla by having tha IJOfl or 11000 bonds held In trust by aome person or a bank agreeable to the purchasers." Fair Return Assured. Sine money at the present time Is banging more thsn 4 per cent for bond investments It Is rlk.ly that the Broad way Issue will be offered at a discount sufficient to Inaura a fair return of In terest. The final disposition of the en tire block will be mude at tha meeting of the ways snd mrana committee of the Council next Monday. Members of tha cltlsen committee be lieve that the people are thoroughly allva to the nereaslty of building the bridge and aay they are sure that noth ing will b. allowed to stand In the way of securing an early start on actual work. -If the bridge is not constructed In reasonable time." ssys Dr. Smith, "much at tha business north and east of the river will be diverted from tha West Side the present natural trade center to points east or the river, i na recent building activity In commercial centera en the East Side even now glvea In durations that that portion of town has more trade than It can accommoaate. Evan with the new bridge there will al- 'waya be plenty of room and opportunity over there for business. "We have heard objection to the new structure on the ground that It will hurt business on those streets near the river front on the West Side, and much of the opposition has coma from that source. Talk All Nonsense. "Now this Is all nonsense. I think that the greater part of that notion haa been , overcome. It waa based on false doc ' trine In the first place. I can't aee how anyone will be Injured, while all sec tions will be benefited. It would be just aa foolish to aay that because a rail road la likely to take aome of the bust ness from ateam navigation that com merre la to be destroyed. "When tha bridge is completed wo ex peel that It will form a loop with the Madison-street bridge and create a busi ness area similar to that Included In the famous elevated loop In Chicago. We should hurry tha work along as tha need of the bridge la apparent to everyone." The crying need for the Improvement la well Illustrated, aay committeemen, by a comparison In the Increase of Port land's population with tha oorreepondlng rrogre, or lack of progress. In provid ing for transportation from either side of the river to the other. While the population has more than doubled In the past ten years the number of bridges re mains the same. The Madison-street and new O. R. N. structure are being built to replace old ones and remain at practically the same points on the river. They do not afford the people of St. J"hns and the Peninsula a better means of reaching Portland. The Broadway bridge will land them In the heart of the business district almost as aoon after leaving their homes aa they are now en abled to reach the eastern terminal of any of tha old bridges. Buslnesa to Re Aided. "The new bridge will Improve busl na." saya Dr. Smith and win enhance the credit of tha city, thus making the bonds of added value. The Investment will be better than banking and Juat aa safe. l am sure that the whole Job can be completed at a figure well within the ll.Oflo.ooo maximum provided by the bond laetie." The new Broadway bridge will be equipped with a bascule span, the type specified by tha Government on all navi gable tide waters. This will have an opening at the middle of the drawn span allowing the two sections to raise on blnars and fold back perpendicular to the main brl.ige. giving a Zao-foot opening In mld-channrl. Thla kind of draw operates more rap idly and wtth greater satisfaction thsn any of tho now in use or proposed over the Willamette. PERSO,MALMENTION. M Jordan, of Grants Pass, is at the Ramapo. C W. DRAW WILL BE BUILT NEXT Hawthorne-Avenue Bridge May Not Be Ready Before October 1 5. With the erect on of the towers and draw span, and the laying of the flooring, the new Hawthorne-Avenue bridge will be completed and ready for traffic. Five spans, four on the east aide and one on the west, are already In place and completed with the ex ception of the riveting of the fourth, which la now In progress. The false work, alongside the fourth span on the East Side, has been made ready for the erection of the draw span. Thla work will begin today or tomor row. When the draw span haa been pieced together, large barge will be sunk under It, and the water pumped from them, so that they will bear the weight. The draw will then be floated Into place between the towera. "On account of the low water." said Drake C. O'Reilly, last night, "false work on the bargea will have to be constructed 50 feet high. We do not anticipate much trouble In getting the draw apan In place, but as It has not been put together yet we cannot telL i do not expect the bridge will be fin Ished before October IB. though there is a possibility that It will be complet ed earlier." The first few piece of the tower on the Weat S,de are now in place. DAILY METEOROLOGICAL REPORT. PORTLAND. Aug. 21. Maximum temper ature, es .decrees; minimum. AO degrees. Rivar reading, a A. BIG TRAMPS GO THROUGH British Glen Lcc, Norwegian, Alden a art Tugs Henderson, and Ockla bama Meet and Pa at Epan While Hundreds Watch. Four large vessels occupied ths draw of the Burnside bridge for a time yes terday afternoon, and tha novel sight held the Interested attention of hun dreds of Sunday Idlers on the bridges. Two of the vessels were glgantlo tramp steamers of over 2000 tons, the combined force of which was capable of crushing the draw rest like an egg shell, yet they slid through the open ings gracefully and without mishap. The British steamer Olenlee had fin ished her loading at tha up-river mills and was on the way down the river stern foremost, assisted by the river steamers Henderson and Ocklaharna. As she passed through the Morrison bridge and whistled for the Burnside draw an answering whistle came from down-river, where the Norwegian steamer Alden was making her way upstream under her own power. The Glenlee's tugs held her almost motionless In the slack current while the Alden was making headway up stream, and as the Briton passed through the west side of the draw the Alden swung- In on the other side and nursued her way UDStream. The unusual maneuver attracted much attention, and the rails of not only the Burnside bridge, but also the Morrison anri Steel bridges were lined with spectators. The Glenlee was moved from the mills to the coal bunkers, where she will go to the dolphins to finish her cargo. She Is the first vessel that n tied up to the dolphins for cargo In a long time. The Alden will take a cargo of lumber at the Inman-Poulsen mil la. ROSE CITV J IAS HAPPY CROWD Calm Seas Produce Pleasant Voyage Vp Coast for 330 Passengers. Carrying S50 passengers, the Harrl an liner Rose City, from San Pedro and San Francisco, arrived at Alns- worth dock yesterday afternoon at 4:30. The steamer also brought a falr slsed cargo. Captain Mason reports that the sea waa aa smooth as the Willamette throughout the voyage. On thla trio, the Rose City brought S00 tons of cement from Ban Pedro, the first shipment of the kind han dled byi the Harrlman people. Hitherto tbe California cement used here in large Quantities has been handled ex clusively by the steam schooners, and the arrival or this shipment is taken to mean that the Harrlman line Is go ing after the bualness, with probable competition In -sight. KJglit Vessels Reach Port Sunday. All recent records for Sunday busi ness In the harbor were broken yester day when eight arrivals were reported and one departure. The latter was the California liner Bear. The arrivals In cluded five vessels on regular pas senger runs, two from San Pedro, two from Tillamook and one from Siuslaw. In addition to these, the oiltank Wash tenaw, the steam schooner Saginaw and the ateam schooner Redondo made port. Fog-Bound Steamers Arrive. One 'day late on account of being held In Tillamook Bay by fog, the steamers Golden Gate and Sue H. El more arrived up yesterday morning with their usual list of passengers from Tillamook. The fog was Intensified by dense smoke, which overhangs the Oregon coast. Marine Notes. Carrying 1800 tons of general freight . and with her first-class accommoda tions fully taken, the San Pedro liner Bear left down yesterday morning. Despite threatening weather condi tions, the excursion traffic up the rivsrs was heavy yesterday. The steamer Bailey Gatsert carried a capacity pas senger list to Cascade Locks, and the Charles R. Spencer was also well laden. Travel up the Willamette waa also heavy. a little behind her scheduled time. the gasoline schooner Wllhelmina arrived up yesterdey morning from Siuslaw bar. She was oeiayea oy rog and head winds. She carries the usual cargo and a few passengers. While the Wllhelmina is here this trip, the work of extending her house art will te com pleted and her accommodations will be materially Increased. The steamer Breakwater will leave this morning for Coos Bay with a large passenger list and general freight. Cap tain Uargenn expects to make three more trips on the present five-day schedule, after which he will He here two days and take up the weekly schedule on August 6. He expects. however, that the opening or railroad, construction at Coos Bay will occurr before long and that business will be heavy from that time on. Movements of Vessels, nnti.i ktv Aug. 1.
