RldLs for tlie repair work on the reve nue cutter Manning1 will be opened at 11 o'clock this morning' on board the vessel. Captain W. S. Besselere, naval con structor,, has prepared the specifications for the overhauling of the steamship and all day yesterday various contractors were received on board the ship and shown the nature of the repairs. "While the Government reserves the ripht to reject any and all bids. It is practically nfa to assume that one of the Portland firms will secure the job. Work on the Manning will consist of prm e engino wor k . al t erat ion s in the ahin plans and some carpenter work, amounting in all to about $SOOO. It will require about three weeks' time to com plete. The Manning Is on her first visit to Portland. Capta in C'ardon, commander, recently joined the vessel. The Manning has been making Astoria her headquar ters and when a genernl overhauling was In order. Captain Carden brought the craft to Portland. "Portland is the logical base of supplies for the Manning and I see no reason why the vessel should go to Puget Sound or an Krancisco when work should be per formed. I am v'ry much pleased with Portland and the Coast. I was appointed to the service from California and still retain my residence in that state." In addition to the regular work of enforcing the navigation laws the revc 'nut cutters have given the task of blow : ing up derelicts and aiding vessels in 1 distress. The added duties make the work a little more strenuous than for merly. Captain Carden works on the theory of acting first and reporting afterwards. In case of a report of a thip in distress at sea he proceeds immediately to the scene and files his report with the depart ment on his return. The Manning Is at anchor between the Morrison and Steel bridges. She will be open for visitors oil Saturday and Sunday afternoons. 11 IX IS TO BE EXTENDED Open Ttiver Company Will Send Steamers to Priest Rapids. Captain Prank J. Smith, general agent nd traffic manager of the Open River Transportation Company, returned yester day from a trip to Kennewick and Priest Rapids on the Vpper Columbia. Officers of the Open River Company contemplate running steamers as far up as Priest Rapids, a point 7S miles above Kennewicic. Captain Smith made a trip over the territory and reports freight conditions to be .most favorable. The outlook for business is good and it is probable that the company will act on the recommendation of Captain Smith and pond boats to Priest Rapids. Retween Kennewick and Celilo the out look Is encouraging and from present Indications the boats of the Open River Company will have all the business they can handle. It is the intention to place two stca mors in commission by the last of the present month operating as far up the- Snake as TewIston and to Priest Rapids on the Vpper Columbia. BAR LICENSES ARE RENEWED State Pilot Commission Also Votes to Prepare for Emergency. ASTORIA. Or., Feb. 8. ( Special.) The regular monthly meeting of tho State Hoard of Pilot Commissioners was held this afternoon, with Chairman Ilager mnnn and Commissioner Taylor present. Commissioner Fred Pendleton having been called East by the death of his father. The bar branches held by Ctaptatns .A. K. Cann, M. Nolan and D. J. MT Vicar were renewed, as was the river branch held by Captain H. T. Oroves. A river branch was granted to Captain I T. K. Astrup, master of the steamer Newport. The Commission also decided to pur chase certain gear that is required to keep the state pilot schooner San Jose in condition ready to go into commis sion in cast her services are needed out side the bar. AM or i a Marl no Notes. ASTORIA. Or.. Feb. 8. ( Special. The Uritlsh. steamship River Clyde arrived from San Francisco this morning and Is under charter to F. Waterhouse & Co., to load lumber for Manila for the Gov ernment. She was brought up by Captain Otorge Wood, the independent bar pilot. The lighthouse tender Columbine left this morning for Puget Sound with sup plies for the different stations in that section of tho district. The lighthouse lender Munzajiita went outside today and located an obstruction buoy at the end of the jetty to mark the rock where the superstructure has been varried away by the gales. Captain Smith Discovered Silk, Captain Smith, master f the steamship Konrik Ibsen, of the Portland & Asiatic Steamship I ..inc. was responsible for the turning over to the customs officials of the n t rab ra nd got ids secreted in bis cabin on board the vessel when the craft was searched on arrival at Portland from the Orient. Captain Smith states that he discovered the silk and waists in his room and reported the matter to the Inspector in charge of the ship. The st uff was confiscated and an admission secured from the Chinese steward. Claerclon Fixed Tor Portland. To load general cargo at Newcastle-on-Tyne for Portland the British shin Maverdon bns been chartered by "Rat f otir-iuthrie & Co. The vessel will go on berth this month and will be due off the mouth of the river In August. The Oavrrdon is commanded by Captain Iavfd Thomson and Is one of the larg est three-masted, full-rigged ships afloat. She loaded grain at Portland two years ago for the United Kingdom. steamer t rounds at Tacoma. TACOMA. Feb. S. The Frit tali steamer Celtic, engaged- in the tishing trade, ran it ground in the fog near Oldtown thie morning and efforts of tugs to pull her off were unavailing. It is expected she will be floated at high tide tomorrow. Steamer River Clyde Arrives Vp. Cutler charter to the Frank "Water 3iouse Company to transport a cargo of lumber to Manila, the British steamship River Clyde arrived up last night. The cargo will be furnishtd. by J. Ernest Laid law and she will load at North Pa cific, Eastern & "Western and the Port land mills. The River Clyde will figure with the February exports of lumber and will swell the figures by a little over 2,OGOf00o feet. Marine Notes. The gasoline sloop Condor will sail from Couch-street dock for the Siuslaw this afternoon. The steamship Breakwater sailed for San Francisco, via. Coos Bay last night at 8 o'clock. Captain "W. R. Thomas, of Seattle, is spending several days in Portland visit ing friends. The steamship Sue H. Elmore sailed last night for Tillamook Bay with pas sengers and freight. . NOT MUCH SURPRISE FELT Trains Will Run to Madras by Fall, but Further Construction Will Await Completion of Bridge Across Columbia River. That the Oregon Trunk Iine has def initely determined to build through to Klamath Falls is the word brought back from the East by Judge C. H. Carey, legal representative of the road. The announcement will by no means' be a surprise in railway circles nor even in Central and Southern Oregon, for all indications recently have pointed to the extension of the road to the southern boundary of the state. Oregon Trunk Line surveyors have been work ing in the Klamath Indian Reservation for some time. While the Oregon Trunk Line officials expect to have trains running into Madras by next Fall, Judge Carey said yesterday that he does not look for the completion of the line through to- Klamath Falls this year. An attempt I will probably not be made to open thy i road that far prior to the completion of the bridge connection with the North I Banlt road across the Columbia River at Celilo. Judge Carey estimates the time required to complete the bridge as about 15 months. Track-laying from-the mouth of the Deschutes River up the canyon Is to be gin within a short time. The steamer Norma, recently purchased by the rail road company, will be used in towing barges across the Columbia between a point on the North Bank and the mouth of the Deschutes River. Rails, ties and bridge materials will be laid down at the mouth of the Deschutes in this way. , SUBSTITUTION" XOT FOUND Intransit Privileges Not Abused, so Far as Chamber Knows. The committee recently was asked for information by the Interstate com merce Commission' as the result of the discovery of wholesale substitution of Ok L-ommoditles at transit points in the East and South. The Commission into mated that hearings would be held in the WcBt if the situation warranted it. The transportation committee of the Chamber of Commerce conferred with shippers and railway officials, but found no evidence of substitutions in this territory. San Francisco, and, it is un derstood, Sacramento and Los Angeles, have made similar reports to the Com mission. Seattle, however, through "VV. I-T. Mears, manager of the transpor tation bureau of the Chamber of Com merce of that city, has written to the Commission, urging, hearings on the subject in Seattle. In this territory the principal in transit rate applies to milling of grain. Grain shipped from the wheat-growing districts to Portland may be halted at The Dalles, Pendleton or some other specified mining point and converted into flour and feed and then continue to Its destination at a rate slightly increased over the through rate.
