given as follows:
3. Water will be furnished from the ;
Umatilla project. Oregon, under the pro- j
visions of the Reclamation Act, in the j
Irrigation season of lftio, for the irrigable ;
areas shown on farm unit plats of town- j
ships 4 and 3 north, range 28 east, Wil
lamette meridian, approved by the Sec- ;
retary of the Interior December 17. Iftoft, j
and on file in the local land office at I
La Grande, Oregon.
3. Homestead entries accompanied by
applications for water rights, and the
first installment of the charges for build

ever under any settlement or occupation

the provisions of the Reclamation A ct or

any land shown on said plats and here
tofore subject to withdrawal under the
first form, and al I such settlement or
occupation, filing or entry is hereby for
bidden. 5. The limit of area per entry, repre
senting the acreage which in the opinion
of the Secretary of the Interior, may be
reasonably required for the support of a
family on the lands entered subject to
the provisions of the Reclamation Act.

In private ownership shall be 16 acres
of Irrigable land for each land owner.
7. The charges which shall be made per
acre of irrigable land in the said entries
and for lauds heretofore entered or in
private ownership, which can be Irri
gated by the waters from the lsatd irri
gation project, are in two parts, as fol
low s;
a. Tne "building of the irrigation ays-
tern. $60 per acre of irrigable land, pay
able in not more than ten annual in
stallments, each payment not less than
$8.00. or some multipre thereof, per acre,
except that in the case of lands hereafter
entered the first installment of the build
ing charge shall be HS.00 per acre and
subsequent Inst ailments $0.O0 per acre.
Full payment may be made at any time
of any balance of the building charge
remaining due, after certification by the
Commissioner of the General Land Office
that full and satisfactory compliance has
been shown with all the requirements of
the law as to residence, cultivation and
reclamation.
t b For operation and maintenance for

nually thereafter until further notice,
$ l.XO per acre of irrigable land, whether
water is used thereon or not. As soon
s the data are available the operation
and maintenance charge will be fixed In
proportion to the amount of water used,
with a minimum charge per acre of irri

8. All entries made hereafter for any
of the lamia described, whether for lands
not heretofore entered, or for lands cov
ered by prior entries which have been
canceled by relinquishment or other wis,
e ha 11 b accompanied by applications for
water rights In due form and by the first
installment of the charges for building,
operation and maintenance, not less than
?19.3n per acre for irrigable land. The
second installment of the building charge,
not l-ss than $6.00 per acre, and the ap
propriate charge for operation and main
tenance, Bhall become due on December 1
of the following- year. Subsequent ir-
stallments of the building charge shall
become due on December 1 of each year
thereafter until fully paid.

10. The first installment of the charges
for all irrigable areas shown on these
plats, whether or not water right appli
cation Is made therefor or water is used
thereon, shall be due and payable as
herein provided.
I I. The public notice of December 27.
1917. and November 12, 1908, contain
provisions to the effect that for all ap
plications for water rights filed after June
15 In any year, one installment of the
charges for building, operation and main
tenance must be paid at the time of
f lllnir. but the portion for operation and
maintenance shall be credited on arcnunt
of the installment of said charges for the
subsequent year. Such provision occur
ring In any public notice heretofore issued
for the Umatilla project Is hereby re
voked. 12. The regulation is hereby established
that no water will be furnished in any
year until the portions for operation and
maintenance of all installments then due
shall have been paid. Accordingly no
water will be furnished for the irrigation
season of 1911 for any lands, unless
the portion for operation and mainte
nance of the Install men t due on or be
fore December 1, Iftio, has been paid,
and In. like manner no water will be fur
nished In any subsequent irrigation season
unless payment has been made of the
portions of the installments for operation
and maintenance then due and unpaid.
13. 'I ho public notices issued November
12, 10ns. for the Umatilla project contain
provisions to the effect that no water will
be furnished In any year unless the por
tion of the annual installment for opera
tion and maintenance then due shall have
been paid on or before April 1. Such
provisions are hereby amended to read as
follows:
"The regulation is hereby established
that no water will be furnished in any
year until all operation and maintenance
charges due shall have been paid."
14. Failure to pay any two installments
of the charges when due, whether on en
tries matte subject to the Reclamation
Act or on water right applications for
other lands, shall render such entries and
the corresponding water right applications-,
or the water right applications for other
lands, subject to cancellation with the
forfeiture of all rights under the Reclama
tion Act, as well as of any moneys already
paid.
15. All charges must be paid at the
local land office at La Grande, Oregon.
16. The charges may, for the conveni
ence of applicants, be paid to the special
fiscal agent of the United States Reclama
tion Service assigned to the Umatilla
projert, for transmission to the register
and receiver of the local land office on
or before the date specified for payment
at the local land office, but in case this
privilege is availed of. the necessary
charges for transportation of the cash,
as determined by the special fiscal agent,
must accompany the payment of the water

by a special election in said town as re

immediately thereafter, for t he furnish
ing of all materials and labor for the
construction and completion of a city
water works system, to b: owned and con
trolled by the Town of Cathlamet in ac
cordance with the plans and specifications
filed with the City Clerk. The work will
be let to the lowest and best bidder there
for, and the contract to be entered into
will provide that payment shall be made
for the work only by warrants upon the
"Cathlamet Water Supply Fund," as cre
ated and established by ordinance No. 5ft.
and the contractor shall have no claim
against the Town of Cathlamet except as
therein provided. Said ordinance provides
that said warrants shall bear interest at
the rate of 6 per cent per annum from
the date of issue, payable semi-annually
on the first day of Jan. and July of each
year. Each bid must be accompanied by
a certified check, payable to tiie order
of the Mayor of Cathlamet, for a sum
equal to 10 per cent of the amount bid,
and no bid will be considered unless ac
companied by such check. The esti
mated cost of said system to be approxi
mately $8000. The successful bidder will
be required to enter into a contract and
f i-rnish satisfactory bond for the amount
required by the town and laws of the
State of Washington, within ten days aftei
being notified of the award of the con
tract to him. failing so to do. toe said
check and the amount thereof shall be
