One of the duties of the American
Tsational Red Cross Imposed by its
charter is "to continue and carry on a
system of National relief in time of
peace, and apply the same in mitigating
the sufTerlngrs caused by pestilence, and
to devise and carry on measures for
preventing the same."
"The greatest pestilence that exists
today in this and all other countries is
tuberculosis, and to devise measures for
preventing it reqiiires the united forces
of government. National and private;"
'said a memebr of the organization yes
terday. "Those, therefore, who are
really, interested in this great struggle
Rhould do their part, and do ib cheer
fully. That part, in the local situation,
consists in buying generously of the
Red Cross Christmas stamps; In plao-
ing at least one on 'each letter and
package from now until Christinas, and
in interesting one's friends' and' rela
tives throughout the state in the stamp.
The Christmas stamp workers in Port
land have found that a personal letter
to a friend in some other town. in. Ore
gon often results in an immediate' order
for Red Cross stamps from that partic
ular place."
The campaign will not be abated dur

offices by the Oregon & Washington at
Seattle on January 1, J. R. Nagel, for
several years traveling passenger agent
for the O. R. & N., with offices in that
city, will become chief clerk of the pas
senger department of the Oregron &
Washington, under W. D. Skinner, who
has been appointed general freight and
passeneger agent for the Puget Sound
extension of the Harriman system.
Creation of the office of traffic man
ager for the Oregon "& Washington
and the O. R. & N.. and the appointment
of R. B. Miller, general freight agent
of the Harriman lines in this territory,
to that position, coupled with the other
promotions in the traffic department of
the system, will be followed by other
changes among the various assisfants
in these offices.
