Improvement in Foreign Money Mar kets the Cause German Bank Kate Will' Xot Be Advanced. XEW YORK. Oct.- 25. The speculation In stocks today continued to find practically all Its Incentive In the conditions In. foreign moaey markets, although those Influences were reversed from the effects shown leet week. This was due to the relaxation In the foreign money markets. - It was known by the time for opening the New York stock market that the German bank authorities bad decided that It was unnecessary to advance the minimum discount rate and the report of the condition of the bank offered explanation for the decision in the strengthened position disclosed. Not only was the bank showing of good effect In Ber lin, but that center also had a report that the Bank of France had determined on meas ures to aid in 'relieving the International money" markets.- The Bank of France is possessed of such authority over its holdings of gold as to make the parting with it largely a- matter In the discretion of Its governors, and up to- today no suggestion ham been made of a likelihood of that Institution coming for ward to eupply any part of the demand for gold. The Saturday bank statement had its in fluence In reassuring sentiment over the money outlook. There was some revision also of the estimates of the volume of the shipment of American securities coming home from London and which on arrival here would call for banking operation that would make further demands on the money -market. iJome of these contemplated shipments. It was re ported, would be averted by the easing of the money tension. The -lower price of copper In London was without effect 'on copper securities in . New York, which were leading features of strength In the day's recovery. Large buying orders for stocks were executed here for London account, and this influence dominated the tone of the early market. The United States Stoel quarterly report, to be published tomor row, came In for some hopeful discussion. Covering operations by bears played an Im portant part In the price recovery.
