The matter of the sale of Kinsr Ieopold's collection of pictures and -works of art came up In the Chamber of Deputies today. In reply to a question by Deputy Vander velde. the Socialist leader. Baron Les champs. Minister of State, said that the. ! government was not able to Interfere in the direction of acquiring- the col lection. Deputy Vandervelde then intimated that he would transform the question Into an Interpellation into the "scandal of the sale of the Kind's pictures to American meat packers." It is stated that King Leopold Is now r selling the Egyptian antiquities pre sented by Ismail Pasha In 1854.- The newspapers express great Indignation at the sale, which they say will realize 2. 000. 000 and this sum they allege will be settled on a son born out of wed lock. About two months before the outbreak of war In 1S9S. Spain established a sort of free home government In Porto Rico, with Munos Rivera at its bead. He had about 40 daya of royal existence and liked It. When American military rule was succeeded by civil government under he Foraker act sooner than was wise ln the opinion of many Rivera organized "the Kederal party and conceived the brilliant scheme of refusing to vote ap- - propriatlona as a means of getting even - with the executive council and bringing Its members to terms. For this he Is ac claimed throughout Latin America to day as the greatest statesman the world has seen since Gladstone. MRS. TAFT IS RECOVERING Frpofdent's Wife Reported Much Im proved After Resting. WASHINGTON. May 18. Mrs. Taft, who suffered a nervous breakdown yes terday, was much Improved today. Af ter the call of Dr. Delaney. the attend ing physician at the White House, this morning. It was announced that the President's wife had rested comfortably and was much better. Although Mrs. Taft was much Im proved today, it was said at the White House that she would not undertake to co to Petersburg and Charlotte with President Taft tomorrow morning. Charlie Taft. the youngest son of the President, whose tonsils were removed yesterday, has returned to the White House from the hospital, and Is getting along nicely. President Taft will make an address tomorrow to the faculty and pupils of the Hamilton Institute, an Institution for negroes and Indians at Hampton, Va.. next Sunday. The President, ac companied by Mrs. Taft, will leave Washington on the yacht Dolphin, and reach Hampton Sunday morning. The party will sail from there Sunday af ternoon and get back to Washington Monday morning. WOMAN HELD FOR SWINDLE Accused of Obtaining Money Vnder False, Pretenses. SAX FRANCISCO. May IS. The arrest of Miss Mare Cummings. of a concern known as "The French China Company." was made today on numerous complaints of swindling by women claiming to have been victimized. A similar charge la made against Samuel Trieber, manager of the company, who, it Is stated. Is not In the city. The detectives Investigating the matter. i assert that the same people have oper ated In various cities. Their plan is to Insert an advertisement In the dally . papers ottering easy home work which 1 will pay well. An applicant la sold, for Ji.ia. a package of paper containing pic tures of flowers, a brush and a bottle of mucilage, the pictures are to be trans ferred to chlnaware. the company to pur chase the work if satisfactory. May 18 At the In quest today on the death of Arthur Ket trllng. a Cincinnati student at Miami 1'niverstty. In Oxford. O.. the boy's mother testified that last Friday she re ceived the following letter: "This Is to let you know that your son tipped the Black Hand off to the police, and he was a member. For that he lost his life. Close your mouth. Black . Hand." FRANCHISE CAUSES TALK 'Alberta Push Club Hold Strong and IHscnrslve Session. Councilman Vaughn's strong predilec tion for the blanket franchise of the Portland Railway, Light at Power Com pany uiifftj him to Indulge In personali ties at the expense of Judge, Isaac fwett. who defended the referendum action on the franchise at a meeting of the Alberta Push Club lart night. While Mr. Vauahn spoke ably in support of the franchise, he delivered much of hls address on the subject of Judge Swett's long locks, to the strong disapproval of the latter. The meeting of the push club waa an open one. J-Jd Swrtt spoke of the conditions of the franchise, which bo termed Iniquitous, and H. J. Parkinson showed that undtr tte franchise not more than a 15-mlnute service was allow- I able.. On this he contended the corpora tion wouia De enabled to pack Its cans at a much reduced cost of operation per head of passengers. This would lead, he believed, to watering the stock and this unnecessary --water" would have to be paid for by Portland residents when the plant was taken over, as he believed It would be, in 3 years. Although Mr. Parkinson wished to sub mit a motion to the large audience pres ent of Alberta residents censuring the Council for passing the franchise, the chairman. It Is said, declined to allow the matter to go ' before the audience. It was. he said, a matter for the members of the club alone and as there were but 13 members present and seven of these were In favor of -the franche, tiie mo tion before the mass meeting was lost. Cries of partisanship. It la said, as well as many unfavorable remarks, were directed against the presiding officer. DAMAGE CASE SUSTAINED Supreme Court Cpholds Claims for Ioss of Calvin's Life. The Supreme Court today rendered an opinion affirming the decision of the Multnomah County Circuit Court In the damage suit of Ellen Calvin vs. Brown A McCabe. of Portland. Michael Calvin was killed while engaged In loading a vessel, and In the action for damagt-s the stevedore com pany pleaded the doctrine of the negli gence of a fellow-servant. The plaintiff was given a verdict In the lower court, however, and In affirming thla verdict the Supreme Court holds that Matthew Tracy, the superintendent. In giving the order which Is alleged to hae caused the fatal accident, was acting for. and as. the master. .... and the concurring negligence. SEATTLE. Wash.. May W The first damage suit to result from the accident at the State Armory here on the night of May 4. when to persons war Injured when the balcony railing gave way. was Instituted today, the amount asked for being Sol .OX). The suit was filed by B. W. Murray, father of John V. Murray, who waa seriously Injured In the accident. It la alleged that the youth la Inca pacitated for Ufa as a result of an opera tion made necessary by the accident. The action is brought against Matthew Dow Afc Co., the contractors who erected the armory building. B. W. Murray la also a prominent contractor. May 18 The stage of the sensational murder trial which has be come so familiar the vaudeville stage was reached In the Hains-Annls tragedy today when announcement waa made that Mrs. W. E. Annls. wife of the man for whose death Peter C. Halna, Jr.. begun serving a Sing Sing sentence this morn ing, has signed a contract with a booking agency to play piano accompaniments In a sketch. Mrs. Annls Is quoted as saying that since she has been thrown on her own resources It was necessary for her to adopt some means of livelihood. GRAFTER GETS NEW TRIAL Ferd Warner, Who Was Caught With Marked Bills, Escapes Prison. JEFFERSON CITY. Mo, May 18. The two-year penitentiary sentence of Ferd Warner, a former member of the St. Louis House of Delegates, fixed by the Jury which convloted him of brib ery, was reversed and the case re manded by the Mlssourf Supreme Court today. Warner and Fred Prlesmeyer, also a member of the City Council, were arrested in the House of I tele gates Chamber, October 18. loi. after a transaction with marked bllla fur nished by Henry Ascher. who waa seeking the passage of a bill. A Jury In tha United States District Court at Carson City refused today to return a verdict of guilty" against George C. Walte. for merly Wells-Fargo agent thrre. charged with forgery, for having sent a bar of bullion to tne I'nlted States mint at San Francisco under an assumed name, re ceiving a check for the same and Indors ing It with the ssKumed name which ha had given to the mint authorities. The case was without precedent, as tha bullion wss the property of Wslte, and the Government simply ought to convict him on the forgery charge for making use of tha assumed name and affixing It to a Government receipt. The Federal au thorities charged that, as the assumed name waa not rightfully Watte s, ha com mitted forgery when he affixed It to the check sent him In exchange for the bul lion. Attorneys for the defendant contended. that he had adopted that name for tha occasion, and was entitled to sign It to the Government voucher. The Jury, re fusing to believe he was guilty of for ger-. nrl decided to return a verdict of no, guilty, and then concluded to dis agree. ELECTRICIAN GETS SHOCK John Bunten Receives High Voltage Through Body, but Will IJe. John Bunten. an et-tr!c!an. who live at Zc Matn street, had a narrow escape from death by contact with a Hah volt age wire at the Jefferson-street depot yesterday noon. Bunten waa knocked to the ground, where he remained uncon scious without being discovered for about half an hour. When Ite regained his sense he waa too weak to rise and called lor assistance.
