Ross grants a request Just made of him by the reaerai iteclamatlon authorities, no ri vate person or corporation may file water right on the Yakima River nor any of its tributaries for seven years,, install power plants or use the water in any way, not even of springs and small creeks, without permission of the Federal authorities. This is one result of the bill engineered tnrougn tne Legislature in 1905 by T. A. Noble, of the Reclamation Service. The law gives the Reclamation Sen-ice first call on state water and, incidentally. gives that service a hold on state-granted lands, in that it provides that, on re quest of the service, when an irrigation project is planned for a section, state lands within that district must be with drawn from the market until the works are completed and then may only be sold subject to Government irrigation laws Ihe Government has for nearly two years' blocked all private development in tnis section by having filed claims wide the law. and now Is asking an extension until 1916, and is offering no assurances that any irrigation project will actually be carried out, even If the extension granted. and each menr bring a friend.
