the charge of alienating Mrs. Huddle's
affections. Huddle has now withdrawn
the suit and Is attempting to appease the
wrath of his Injured -brother" lest he
likewise bring a damage suit, with, he
fears, more substantial grounds than
those which existed for Huddle's suit
Rev. D. M. Cathey. of the Free Meth
odist Church, said last night that Hud
dle came to him and asked him to sign
before witnesses.' a statement that he
had been misinformed.
"He made this statement before W. N
Coffee, district elder of the tVee Meth
odist Church, and myself," continued Mr
Cathey. "because he was afraid he would
be mobbed by the residents of Oresham
If he attempted to go through the town
on his way from his home in Damascus
to Mr. Pitts-. He was also afraid of
bodily Injury at the hands of Mr. Pitts."
Mr. and Mrs. Huddle have four chil
dren as the result of their marriago
which occurred January 6, 18S2. Since
May last year Rev. Mr. Pitts has been
conducting services at Damascus, in
Clackamas County, representing himself
to be a Free Methodist evangelist, while
Mra. Huddle has been a member of the
church for years.
According to the complaint -which Hud
dle filed. It was last Summer that Pitts
was accustomed to remain at the Hud
dles home, while conducting his services
and his acquaintance with Mrs. Huddle
continued, according to Huddle's allega
tions In his complaint, until the middle
of last January.

An all -day session of the City CouncU
: is scheduled to begin at 10 o'clock this
morning. As special business the appli
cation of the officials of the Portland
- Krv .HKht Power Company for
a blanket franchise, covering about 40
new lines, extensions and sidetracks to

, fact that Mayor Lane and the franchise
committee of the Kxecutlve Board are
righting for the insertion of clauses they
, say are necessary for the public good It
1 anticipated that the session will 'be
animated. A few of the members of the
, t ounc 1 also favor these rather drastic
provisions, and the fight will be between
them and the opposing faction.
The clauses demanded by Mavor Lane
. are those giving the City Council the
power to regulate fares, to regulate the
number of cars to be operated per hour
. the common-user and free sprinkling of
streets along the new lines. These pro
visions were eliminated by the Council
after a hard fight between the minority
and majority factions two months ago
and the proposed franchises were sent to
the Executive Board for valuation, ac
cording to the charter.
At that time Mftyor Lane called the at
tention of the Council to the faot thatlf the
members Intended to amend any feature
of the grants. It was useless to call for
a valuation. Nevertheless, the franchises
were sent In. and at the next meeting of
the Board. Thomas G. Greene, chairman
of the committee on franchises, reported
that the committee refused to fix any
valuation. The report was adopted and
was referred to the CouncU at its last
meeting.
When the matter comes up in the Coun
cil today. Councilman Rushlight, presi
dent of the body, will lead the minority
faction In Its fight to Insert the provi
sions demanded by the Mayor. Council
man Annand Is one of the leaders of the
opposing side. In the beginning, when
the franchises were nrst applied for. City
Attorney Kavanaugh was instructed to
draft the document for consideration
containing the clauses referred to. but
t a subsequent meeting, his draft was
replaced by another, with these elim
inated. Over the protest of the minor-
tty. the substitute was selected, and It la
the one that will be considered today.
State Senator Dan Kellaher, formerly
Councilmant-Large. has announced
that he will Invoke the referendum on
this blanket franchise, unless the coun
cil Inserts all of the provisions named by
Mayor Lane as necessary for the protec
tion of the public.

Purchasing a 38-callber Colt revolver,
a belt and bo rounds of ammunition,
Rocco Calatorri, the Italian section fore
man who caused the arrest of Rocco Caf
faro, blackmailer and supposed agent of
the Blackhand Society, appeared at the
Police Station yesterday and declared
that if he could not be given special
permission to carry the weapon he would
immediately leave the city. The chief
declined to give him a permit to carry
the weapon, saying he had no authority
to do so. But Calatorri was assured that
every precaution will be taken by the
police to prevent his being harmed by
any vengeful associates Caffaro may
have.
The section foreman told the officers
he had been urged to. leave the city, his
friends telling him that he might be
killed any moment. The Blackhand never
misses a man singled out as a victim
he said; and inasmuch as he had defied
the society, he would surely be killed
He finally consented, however, to remain

Caffaro threatened to cut his throat un
less he paid 40 for the support of a
murderer now under arrest at St. Paul.

the City Jail yesterday to talk with the
prisoner and ascertain if anything could
be learned. The result was laughable
both times. When the Interpreters ap
proached Caffaro' s cell the prisoner
turned loose a tirade of Italian epithets
which sent them hurrying from the jail.
"We want nothing to do with the
case." they said. No amount of ques
tioning could induce them to tell what
Caffaro said.
A. Ferrera was appointed by Judge Van
Zante to represent the prisoner In court
today, when he will be given a hearing
on the charge of threatening to kill. The
charge is not necessarily a serious one,
and Caffaro, even if convicted, will not
get more than a few months' service In
a local Jail. Knowing this, the Italians,
excepting Calatorri, are particularly care
ful about keeping clear of the case. .
POWER PLANT IS PLANNED
Idaho Company to Expend $2,000,
000 at Cabinet Gorge.
SPOKANE. March 15. Seventy-five
thousand horsepower is to be de
veloped at Cabinet Gorge on Clarks
Fork in Idaho by the Northern Idaho
& Montana Electric Company. The
plans call for an outlay of approxi
mately $2,000,000.
The water is 120 feet deep at the
point where the power is to be de
veloped. The plant is to furnish light
and power to towns throughout North
ern Idaho and Northwestern Montana.
