Josselyn, for violating City Ordinance No. 160i. The railway com pany was represented by Frederick V. Holman and the city by City Attorney J. P. Kavanaugh. ' Mr. Josselyn was arrested upon two complaints sworn to by Mr. Kavanaugh, charging the company with having vio lated the city ordinance passed In 1906. regulating tl . distances that wires carrying high voltages of electricity should be. placed on the cross-arms and the maimer in which the transmitters should be. placed. Attorneys on both sides submitted a great number of -authorities and Judge Wolverton evidenced considerable interest In the case and re peatedly Interrupted the arguments to ask questions. Mr. Kavanaugh contend ed that until the plaintiff had exhausted Its rights before the state courts, the question could not be considered by the Federal courts. The main contention of Attorney Hol man was based upon the wording of the ordinance, in that It was called a mis demeanor, and that it prescribed a fine not to exceed J500 and a Jail sentence. This he contended was a violation of the fourteenth amendment to the Constitu tion of the United States. After hearing the arguments. Com mercial Club to hold the regular serai, annual convention of the Oregon Pure Bred Livestock 'Association. J. W. Bailey, president, wll) be In the chair and N. C. Marls,. secretary, will be on hand to keep the records of the meeting. The associa tion has about 60 members at present and it is expected this will be Increased to a larg extent at the convention. Stockmen who are not members have been Invited and from their ranks, re cruits are expected for the association. ' Sessions will be held In connection with the North" Pacific Fair Association, at which dates for the fair will be set and the circuit arranged. This is one of the most Important matters to come up for discussion. The revision of premium lifts and a new classification will also be taken up. looking toward changes at different fairs in future, in these particulars. Some matters of legislation are. ex pected to be taken up for discussion end it is thought those in attendance will make recommendations along this line that will be submitted to the Legislature. After this morning's session, an ad journment will be had for lunch, after which the stockmen will gather again at 2 P. M.
