Various measures of proposed legis
lation will be considered at a. meeting
of th Multnomah County legislative
delegation which will be held tonight
in tho convention hali at the Portland
Commercial Club. It Is the intention
of the delegation to restrict its con
sideration to purely local bills affect
ing Multnomah County. When this
has neon done, other measures will
be discussed if there is time. There
are. perhaps, a dozen proposed bills
of particular concern to Multnomah
County that will be submitted.
Members of the legislative commit
tee of the Portland Chamber of Com
merce will appear before the delega
tion to urge the amending: of the pi
lotage law to conform to the Port
of Portland towage law. The same
organization will ask for a law re
pealing that provision of the insur
ance law which requires foreign com
panies to deposit f.'.O.ono before being
allowed to engage in business in the
state. In the same connection the
Chamber will propose another law
creating the office of State Insurance
Commissioner.
Want Two More Judges.
A bill creating two additional Cir
cuit Court Judges will be recommend
ed to the delegation by members of
the Multnomah County Bar Associa
tion. The Oregon Humane Society,
through its officers, will ask for the
indorsement by the delegation of a bill
providing for an appropriation of
13000 annually for two years for this
society.
'"This organization has been in ex
istence for 3U years." said Otto J.
Kraenier. its secretary. yesterday,
"and has never received any state aid.
In carrying on the work of the society
we have depended entirely on contri
butions and bequests. We now have a
fund of 14000 but by the terms of the
bequests we are permitted to use only
the Interest accruing from that money.
This has not enabled us to accomplish
much.
"There is urgent need for a salaried
officer to uasunif charge of the work
In the state. The Installation of a
l.irgn number of public drinking foun
tains for man and beast in the city
during the last few years has been
possible only through private contri
butions and the energy of the society.
That the organization Is alive and ac
tive may be Judged from the fact that
between fo and fiO cases of reported
cruelty to animnls are investigated
every month."
Fields Has five Measures.
County Clerk Fields will submit to
the delegation five measures he considers
should be enacted Into laws. One o
these bills proposes creating the office
of State Auditor, at a salary of J&fO per
annum. Such an officer, Mr. Fields be
lieves is essential if a uniform system of
record-keeping shall be Introduced in the
d fferent counties of the state. Under the
present system. Mr. Fields says, the
same department of the county govern
ment is not conducted alike In any two
counties In the state. He argues that
the adoption and regulation of a uni
form system in all of the counties would
do a great deal towards simplifying and
expediting the transaction of county
business generally.
Another bill that will be suggested bt
Mr. Fields proposes an amendment to
the registration law. providing that elec
tors may be registered in the body of
the county by duly authorized deputies
from the County Clerk's office. The
same bill was passed at the 1!7 session,
but waa afterwards vetoed by Governor
Chamberlain, who contended that the
adoption of such an amendment m'ssht
open the way to Irregular registration
and possible colonization of voters. Mr.
Fields thinks such a danger Is not popfi
ble In the amendment, which he armies
would greatly expedite the matter of
registering the electors In every county.
Another hill prepared by the County
Clerk provides for inspectors of election
In all precincts casting 3 votes or more.
This officer will be appointed by t!i8
County Court and shall have charge of
the board of judges and clerks of ejec
tion in his precinct. The endless amount
of confusion that has resulted In numer
ous precincts In this county at elections
It urged as1 a strong argument why smc
capable officer should be provided for
the large precincts, that the vo'.ini may
bo carried on entirely regularly.
Amend Marriage Laws.
If another bill drafted by Mr. Fields

be complete.
.Mr. Fields will also ask that the law
recording plats be amended. He would
iiave the statute amended so as more
stringently to regulate the naming and
.icating of plats.

Mrs. Kate McDonald, of Boring, twice
widowed, has tiled petitions In the Pro
bate Court to be appointed administra
trix of the estate of John McDonald, who
died December 6, 1!S. and to be named
as executrix of the estate f John Haley,
her former husband, who died January 12,
1501.
The property of McDonald Is valued at
JlCfln and Mrs. McDorald Is the only
heir. Haley left property worth J5000 and
made a will, which was never probated
until Faturduy. His widow was given a
life Interest in his property and after
her death It is to go share and. share
alike to his six children.

With a payroll of $75,000 a month,
and a list of more than 900 employes,
the city frovernment Is wrestling with
tax estimates for the coming year.
Inspection of the salary rolls in the
City Hall reveals a surprisingly large
number cf employes. In private busi
ness, many of them would undoubtedly
be lopped off. but such is the system
of public affairs that this cannot be
done.
In the City Hall are seven regular
janitors at $80 a month and two ex
tras, whereas other buildings of equal
size employ a lesser force. The Audi
tor has 13 deputies and seven clerks;
the City Attorney, three deputies and
two clerks; the Plumbing Inspector
three deputies; the Pound Master, four
deputies: the City Engineer, 87 em
ployes and more than a score of in
spectors; the Building Inspector, thtee
deputies and one clerk; the Health
Department. 13 employes; the crema
tory 11 and several extra laborers;
the Street Cleaning Department, 12
regular employes and some 90 day la
borers; the Klre Department, 254; the
Police Department, 152; Water Depart
ment. 78, plus about 100 lnen and
other extra hands.
This army of city employes, as paid
In November, numbered 925 p3rsons,
practically all of them "protected" in
their jobs by civil service, which
makes It impossible for the i:ity de
partments to engage or discharge men
as a private employer does, witi a
view to fitness and competency.
