BOI3K. Idaho, Dec. 23. In Instructing
the grand jury, called In special session
today. Judge Fremont Wood stated that
evidence Indicated that city officials of

make Investigation.
The Capital State Bank failure and
alleged violations of law In the conduct

matters ordered Investigated. In his in

real offenders were those owning the

RED TAPE TANGLE IN, BILL
PACIFIC COAST WOULD IXD
POSTAL BANKS SLIGHT AID.
Little Rock. Ark. Fire here early Wednes
day destroyed the building of the Board, of
Trade, causing a total loss of approximately
lloo.ooo. of which tha Board of Trada sus
tained about 150,000. .
Delay oi Month at Least Might Re
sult on Attempt to IVith
. draw Funds.
OREGONIAN NEWS BUREAU. Wash
ington. Dec. 23. If the postal savings
bank bill should be enacted Into law In Its
present form, the man depositing money
with his postmaster would experience
some difficulty, or rather delay, in with
drawing his account, or checking upon It.
. Funds once deposited with the" post
master, can, under the bill, only be with
drawn In even amounts; that Is, $1 or
some multiple thereof. But this money
cannot be withdrawn directly by the de
positor. He must present an application
for refund of part or all of his money, as
he desires, and that application will be
transmitted by the postmaster to the
Postoffice ' Department In Washington,
where a record of all accounts Is to be
kept. If the department finds that the
amount In the application does not exj
ceed the amount credited to the depos
itor, a check is made out In favor of the
depositor, and drawn upon the local bank
In which the postmaster makes his de
posits, and that check is returned to the
postmaster for transmission to the de
positor. The depositor can then take his
check to the bank and have It cashed.
This system, fraught with red tape,
will prove very annoying to people on the
Pacific Coast, for the time consumed in
transmitting applications to Washington,
having them examined and checks drawn
will, in the nature of things, cause a de
lay of a month or more on each with
drawal. The effect of this feature of the
bill would be to make the postal banks
purely savings institutions, and would
tend to almost entirely prevent with
drawal of funds.
