ltptraining Order Only Way Louvre
and Other Cafes Can Escape City
Counsel on Liqnor Law.
I'nlfs eight restaurant-keepers jtet
together today and obtain a restrain
ing crder. City Attorney Kavanaugrh
will lurninh the Police Department
with complaints against the eight restaurant-keepers
who are soiling liquor
to women, with and without meals. The
quesrlsn of whntner these .eight restaurant-keepers
were violating the law
came up yest?;'day. and information
again them wus furnished the City
Attorney by Cit,- Auditor Barbur.
The audden move against certain res
taurants grows out of the warring fac
tions in the City Council, who were
opposed to the Cellars ordinance and
are seeking to push the matter against
the eiirht men as a matter of revenge.
The tni.tter of issuing licenses for 1909
will iome up before the liquor license
committee next Monday, and there Is
reason to believa there is a lively row
on tap.
If these complaints are served on the
owners, eight very popular eating and
drinking places will figure In court.
Among them arc the Hofbrau. the
Quelle. Louvre and Turn Hall. At the
pres-nt time these places are operating
under the bar license granted by the
city, and for which they pay JS0O a
year. Under the Cellars ordinance the
restaurants are also obliged to take out
a restaurant license, which adds an
additional JS-0. IJecause some of the
leading hotels have complied with this
uw ordinance, j'or the reason tha,', in
addition to their regular bar, they have
also a service bar. there has been some
doubt whether the eight restaurants
that had not the restaurant license be
cause they only used one bar. could be
reached through the Cellars ordinance.
It i only a renewal of the fight that
has been goin on against, selling
liquor to women. The saloon men claim
that u liquor is rold to women in res
taurants, they have a right to do so in
barrooms.
PUPILS HEAR OF HIGHWAYS
Judge AVcbster Talks to High School
Students on Good Iloads.
Judge Lionel R. Webster talked to
the Eukrineon Society of the East Side
High School In the assembly hall yes
terday on the subject of "Good Roads,"
and what It is proposed to do in Ore
gon in the construction and develop
ment of macadamized roads. He took
tip the subject by declaring that the
working out of a system of good roads
In Oregon would be the best possible
advertisement for the state that could
be undertaken. Judge Webster told the
society what was proposed In the way
of legislation for good roads, there
being three measures now proposed.
These were: One that would divide
the cost of construction between the
state, the county and the neighbor
hood, or farm property directly bene
fited: another, to enable every county
ln the state to issue bonds to the
amount of $500,900 for road construc
tion, and another to permit the general
employment of convicts in the prepara
tion of material for road construction.
He said that the present system of
leasing out convict labor from the
penitentiary was wrong, because it
brought convict . labor Into competi
tion with free labor.
Judge Webster then explained how he
would employ the convicts in groups of
SO and SO in camps in different por
tions of the stale, and operate rock- '
crushers. In closing his talk, which
was tilled with " information, Judge
Webster expressed surprise at the op
position to the good roads movement
in this state from the very class who
will derive the most benefit from first
class roads, but he said good results
are hoped for.
Judge Webster received the thanks
of the students for his fine address.
The other numbers on the programme
were a talk on "The Life of William
H. Taft." by Harry Abbott; solo by
Earl Robinson, and a paper by Ed
ward Garcia. The attendance was so
large that the assembly hall was used.
