Stringent Ordinance Requires Pur
. cluiser to Give Certificate
of Clia rat-ter.
Any person wishing: to purchase fire
arms must first secure from the Chief
of Police a certificate of good charac
ter, if the City Council passes an ordi
nanre that Is being: drafted and which
is to become part of one Councilman
Cottel caused to be drawn up. It Is
the most stringent law ever proposed
in Portland, and it is believed that it
will sooner or later be enacted and put
Jnto force.
One of the most stringent features
of the ordinance will be a clause which
will require that no dealer in firearms
shall sell or give a weapon to anyone
not havlna; a permit from the Chief of
Police, and making it a misdemeanor,
punishable by a heavy fine and impris
onment for a dealer to sell or give to any
person a weapon without such permit.
The Cottel ordinance and the proposed
new sections are being: redrafted by
Assistant City Attorney Tomllnson. and
will probably be introduced before the
City Council tomorrow.
The alarming- Increase in crime, such

criminals use firearms, has created a
strong sentiment In favor of a drastic
law that will curb the indiscriminate
sale of weapons, and thus, it is hoped,
put a stop to wholesale depredations.
The original draft of the Cottel ordi
nance, to which a new section will be
added, Is as follows:
Section 1. It shall ba unlawful for", any
merrhant or aecond-hand dealer, or any
clerk, agent or employe of any merchant
or aecond-hand dealer to sell. gis away
or dispose of any revoI-er or pistol to anv
person at retail, without entering In a book
to be kept for the purpose. In the English
language, written in ink. at the time of
such sale or disposition, the name of the
manufacturer, the number and calitvr of
such revolver or pistol, the name and ad
dress of the person to whom sold, given
away or disposed of and the date of such
sal, gift or disposition, and requiring the
person to whom such revolver or pistol is
sold, given away, or disposed of, to sign
his or her name in such book opposite the
record of such transaction, or to fail, neg
lect or refuse to allow th-a Chief of Police
of the City of Portland or any police of
ficer, to Inspect said book at any reasonable
time, or to fail or neglect or refuse to send
to the Chief of Police, before the hour of
nine 9 o'clock in the morning of any day,
a com p let transcript of the entries in said
book for the previous day.
Section 2. Penalty: Any person violating
the provisions of this ordinance shall, upon
conviction thereof, be fined In any sum not
exceeding one hundred dollars ($100) or Im
prisoned for a term not exceeding thirty
3 days, or be both so fined and Im
prisoned. "

IMPROVEMENT OF EAST STARK
IS ASSURED.
Money From General Fund to Pay
for Section in Front of Ex
empted Cemeteries.
The ways and means committee of
the City Council yesterday afternoon
recommended the appropriation of 9500
from the general fund to pay for the
Improvement of East Stark street, from
East Twentieth to East Twenty-seventh
streets. This is believed to be the
best means of solving the difficult
problem of Improving that section of
the Base Line road which lies alongside
of Lone Fir and the Catholic ceme
teries. Under the law cemeteries are
exempt from assessment for street im
provements. City Attorney Kavanaugh
ruled. In an official opinion, that the
Council can make an appropriation
from the general fund to cover the cost
of that portion of the work.
A delegation of residents living along
the Base Line, otherwise East Stark
street, was present to urge prompt ac
tion by the committee. It was declared
to be absolutely necessary to the health
of the community that the improvement
be made, as there are places where
stagnant pools of water form and are
breeding-places of disease.
Councilman Rushlight stated that he
believed a district assessment would
be the better means of solving; the
Question, but Councilman Kellaher and
the residents along the street protested
against any further delay in starting
the proceedings and won their point.
They have been endeavoring for years
to secure an Improved street, but have
met with many objections, which al
ways resulted In stopping the project.
