The advanced Liberals, whose aim Is
to convert the German political sys
tem Into a government responsible to
parliament, do not anticipate much
from the present Reichstag-, because
In the days when feeling ran the high
est the party leaders would not agree
to urge ths simplest resolution of
rensnre or Inquiry. The Radicals and
Socialists count upon making their
first great campaign In (he elections
of 112. unless the House Is dissolved
sooner.
The power of the associated mon
archies forming the German empire is
intrenched In two principal ways in
the Bundesralh. which has equal leg
islative powers with the Reichstag,
and In the Conservative and Clerical
parties, whtsh have, under tha ancient
system of the Reichstag electoral dis
tricts, the means for holding the ma
jority in that body by about one-third
the votes cast.
The Bundearath. which consists of
Si members appointed by the sover
eigns of the states of Germany, except
one each from Hamburg. Bremen and
Luebeck. stands directly across the
path of a government responsible to
the elected representatives of the
people.
The Kings, Grand Dukes. Dukes and
Princes who rule the Federated Slates,
also Ministers responsible to them
alone, while willing to unite in limit
ing the freedom of Initiative and
speech en the part of the King of Prus
sia as Emperor, are one with him In
their determination to resist represen
tative government. Fourteen votes in
the Bundesratb againsj: any amendment
to the constitution will suffice for its
rejection. The Emperor, as King of
Prussia, nominates 17 of the members,
and as a consequence, there is no pos
alble chance for the adoption of an
amendment without his consent.
The Radicals and Socialists do not
doubt that by cutting oft the money
appropriations they could in the end
compel the monarch to grant a full
representative government, but they
must first command a majority In the
Reichstag, and that seemingly is only
possible through a prolonged and over
whelming agitation for a re-arrangement
of electoral districts, so that the
artisan classes In the industrial cen
ters shall have equal ballot rights with
the protected food-growing Interests,
which are opposed to a change.
There has been no change In the bound
aries of tlie Reichstag constituencies since
the Empire was formed. During the in
terval of 37 years, the populations have
increased from 41.000.0tX) to 63.OiO.UOO. The
weight of the population has shifted Trom
the country to the town districts, hence it
is possible for S4 per cent of the popula
tion to choose 66 per cent of the Parlia
ment. The Conservatives elect a mem
ber with an average of 1R.232 votes and
the Socialists with an average of 75.971
votes, so that the political free-thinker,
living In the trading and manufacturing
centers, has a ballot co-efficient one
fourth that of the loyal peasant Mon
archist. The Socialists In 1907. polled 3.259.03
votes and have 43 members in the Reich
stag; the Conservative parties, with 1,549.
741 votes, have members, and the
Clerical center, with J.Ho.098 ballots, have
VH members. Berlin, with a population
entitling it to 13 seats. Is permitted to
elect only six members, while some of the
ether large cities are represented In a
similar ratio.
ENGLISH PRESS CAUTIOUS
Few Tapers Publish Emperor Will
iam' Century Interview.
LONDON'. Nov. 23. Few of the London
morning papers comment on the alleged
Emperor William interview which was
suppressed by the Century Magazine.
Pome of them decline to publish extracts
in any shape and severely deprecate their
publtcation m the Cnlted States as being
of extremely doubtful taste.
The Daily News and one or two other
papers in editorials take the position that
the Emperor, if he gave expression to the
alleged sentiments, can only have done so
In a moment of super-excitement, and.
having since made amends, the publica
tion can have no efTect on the good rela
tions of the English and German people.
Two Suspected of Gambling.
L. A. Roberts and Harry Martin, who
live at the Gllman Hotel, were arrested
last night by Sergeant Goltx and Patrol
men Maddox, Vessey and Leavens, who
made a raid on suite 38 In this hotel for
the purpose of stopping a gambling game
reported to be conducted there. The ofli
eers found three exits from the rooms
and that all players had disappeared ex
cept Roberts and Martin who are said to
conduct the game. They found many
bottles of beer and whiskey and num
erous poker chips and cards. Both men
have been arrested frequently in this
same hotel on the same charge. Although
the police secured no evidence of gambl
ing last night, they took the two men Into
custody and charged them with vagrancy.
