Conference In London Today.

Conference.
LONUON. Oct. 9 The Near Eastern
iltuntion Is today In a position of sus
pended animation, pending the confer
ence between M. Iswolsky. the Russian
Minister of Foreign Affairs, and Sir
K.iward Gray, the British Foreign Sec
retary. The Russian Minister arrived
here from Paris this afternoon and will
discuss with Sir Kdward tomorrow the
question of a conference of the powers.
Great Britain Is still of the opinion
that It would be better for Turkey If
the matter were settled without a
meeting of the powers and she has
not yet agreed to a conference, even
In principle. The government Is open
to conviction, but only on the ground
that the discussion Is limited to what
the Foreign Office terms the "present
breaches of the Berlin treaty."
" Direct Issue 'With Austria.
The Austro-Uungarlan suggestion,
which bas been officially communicat
ed to Great Britain, that the confer
ence should be confined to the Bul
garian declaration of Independence Is
held by the Foreign Office to be
wholly untenable. The Foreign Office
contends that. If the powers decide In
favor of a conference, they cannot

treaty. Great Britain Is not one of
the powers favored with the Austria
Hungary proposal that the new status
of Bulgaria should be recognised, with
which Baron von Aehrenthal has de
clared he approached some of the
powers. Should this be received, the

Limit Scop? of Conference.
The Foreign Office has been In
formed by Sir Francis Bertie, the Brit
ish Ambassudor at larls, as to what
M. Iswol.-ky will suggest, but this
naturally has not been disclosed. Sir
Kdward s reply to any proposal that
the conference snould deal with mat
ters outside the actions of Austrla
Hung.iry and Bulgaria will be that In
the Interest of Turkey the scope of the
conference, should be strictly limited.
I'p to the present time, no official
Intimation has been received that Tur
key Is coming around to the British
view that the question should be set
tled without a conference.
The general opinion in London Is
that M. Iswolsky will propose raising
the question of the Dardanelles at the
conference. In thlfc regard a diplomat
closely In touch with the subject
pointed out todiy that Great Britain
could not desire to alter a settlement
that had w.rkcd so Well: at the same
time she was not likely to refuse to
consider such a proposal. If the change
were an equitable one and tho Black
Sea thrown open to all nations.
It Is believed that the presence of a
British fleet In the Aegean Sea will
strengthen the Turkish government
and Influence the Turkish people
against agitating for offensive measures.
PROTEST AGAINST ANNEXATION
Turkey Doubts Wisdom of Confer
ence on Latest Aggression.
CONSTANTIXOPI.E. Oct. 9. The pro
test of the Porte concerning the annex
ation by Austria-Hungary of the occu
pied province at Buatiia apd, "nlina J.r"
was dispatched to the powers today. It
is practically Identical with the protest
against the Bulgarian declaration of In
dependence. Doubt regarding the success of the pro
posed International conference persists In
Constantinople. It Is declared here that
Austria-Hungary is willing to partici
pate to the extent of discussing Bul
garian Interests, but she Insists that all
debate on the occupation of Bosnia and
HTiegovlna be excluded.
Great Britain's bint to the Ottoman
government that a meeting might only
add to the complications and result In
further detriment to Turkey may In
duced the Porte to abandon Its demand
therefor. Many Intelligent Turks say it
would.be wise to avoid such a meeting,
accept the accomplished facts and de
mand compensation from the powers in
the shape of execution of articles of the
Berlin Treaty favorable to Turkey as
well as monetary compensation for loss
of the Oriental Railroad in Eastern Rou
xnelia. It is rumored that the Turkish fleet has
been ordered to mobilize and proceed to
Varna, a . Bulgarian port on the Black

The reiterated report that Turkey has
ordered the mobilization of the army Is
unfounded. The government, however,
has Instructed the Turkish commanders
on the Bulgarian frontier to be vigilant
to repel any aggression. The foreign of

Strong Force Starts for Lemnos at

The battleship Prince of Wales, flagship
of Prince Louis of Battenberg: the bat
tleship Glory, the cruiser Diana and
cruiser Suffolk and the torpedo-boat de
stroyers Angler and Banshee .sailed to
day for the Aegean Sea. The squadron
will be followed later by the battleship
Canopus and the cruiser Minerva.
LONDON". Oct. 9. The Foreign Office
and the Admiralty have confirmed the

Turks Fall to Recognize Xew Stand

CONSTANTINOPLE, Oct. 9. One of
the boats of a Bulgarian company which
runs a steamship line between Constan
tinople and Varna narrowly escaped se
rious trouble today as a result of flying
the new Bulgarian royal flag, which Is
unknown among the nations of the world.
The steamer attempted to enter the
Bosphorus and the observers In the forts,
not knowing her nationality, fired two
blank shots across her bows. There
upon the steamer turned around and
departed.
