means, which met yesterday morning.
An Invitation mas read from the league
urging that delegates be sent and Council
man Vaughn moved that an appropriation
of M he made to send one member of
the charter commission. Councilman Cot
tel seconded the motion, which carried.
Councilman Rushlight, who waa In the
.chair, will send In a minority report, con
tending that two should be sent, or none
whatever.
"If the Council authorizes any to go
thera should be two." said Mr. Rush
light. "They should be men, one of whom
favors the Des Moines plan and the other
who favors the present Mayor and Coun
cil system In vogue In Portland. If we
cannot sand two we should not send any."
"I think that any member the charter
commtss'.on might select, will be broad
minded enough to present all of his find
ings Impartially." commented Mr. Vaughn.
It waa suggested that. If two of the
members of the charter commission are
ser.t. that Dr. C. H. Chapman and City
Attorney Kavanaugh be the ones. Dr.
Chapman strongly favors the Is Moines
plan, and It waa ha who made tie report
for the committee named to investigate
the commission form of government, ilr.
Kavanaugh favors the present form of
government, and Is chairman of the com
mittee that waa named to Investigate that
system. By sending these two, It was
said, both aides of the case would be
represented.
"I am not at ail In favor or sending iny
one." said Councilman Concannon, "for I
believe the information they would gain
can be bad without the necessary expense
of sending one or two delegates."
"I believe the Council should send some
one." said Councilman Vaughn, "for It
will be a gathering of men with the best
ideas on municipal administration, and by
rending a deleate there we would get
far more and better Information than we
can get by correspondence. Tou can talk
face to face with a man and learn a
whole lot, but seldom can you ever learn
by bearing him speak from the platform,
or by reading a pamphlet."

COUNCIL REFUSES CLERK

Board Will Seek Appropriation of
$120,000, Nearly Doable Amount
Given This ' Year.
Emil T. Mische,. City Parkkeeper, is
having a strenuous time to get a clerk
to assist him In his work. The Park
Board has asked the Council twice to
appropriate a salary for a clerk and
to authorize the Board to employ one,
but the Council will not do it. At
the meeting of the- Park Board yes
terday morning, upon motion of Isa
dore Lang, the members voted io .lorain
ask this of the Council. Simultane
ously, In the ways and means commit
tee of the Council, which was meeting
on the floor of the City Hall,- below
the Park Board, Mr. Mische got a
rebuke from Councilman Cottel, and
the committee refused to consider the
application for a clerk.
There waa a communication from the
City Park policemen, petitioning for
an Increase in their pay from (75 to
$100 a month, and with It came a letter
from Mr. Mische, recommending that
the matter be held In abeyanc-u until
a proposed scale of pay is drawn up.
"I do not think these officers re
ceive as much pay as they should,"
said Councilman Cottel. "As far as
I am concerned. I would prefer to
vote to give them their request, than
to vote to give Mr. Mische a clerk.
Let him do a little more work himself.

The committee postponed action, ex
cept to refer the entire matter to the
Park Board, with the suggestion that it
Is difficult for a man to live and support
his family on (75 a month at this time.
Later In the session the Board dis
cussed, improvements, and it was agreed
to ask the City Council to levy the full
half-mill for next year, which will give
the Board about (120.000. almost twice
as much as it had this year. Mr. Mische
again recommended the immediate pur
chase of the Mount Tabor tract, but
members of the Board do not favor this,
as it would require about (500,000 outlay.
Dr." J. R. Wilson was named as a com
mittee of one to prepare and submit
needed amendments to the park work
for the guidance of the charter commission.
