lnrton. Aug 27.-Ono of the first appolnt
Tnentg to be made by President Roosevelt,
after Congress reassemble! In December,
will be a new pritmaster for Portland, to
ucceed John W. Mlnto. whos term ex
pires December 8. It is Quite probable
that the name of the new man will be
sent In the first day of the session. In
order that the Senate may act In con
firmation In time to permit the new man
to take charge the day Mlnto's term ex
pires. The selection of Mr. Mintos successor
will be Intrusted solely to Senator
Bourne. Neither Senator Fulton nor Con
gressman Ellis will be consulted, because
Portland is Mr. Bourne's home town, and
the Department allows every Republican
Senator to name hla home postmaster.
The only limitation placed upon Senator
Bourne will be that he must name a man
not personallv obnoxious to his colleague.
Senator Fulton. The Department does
not Impose such a condition, but the Sen
ate does, and the Senate will not stand
for the confirmation of a postmaster per
sonally obnoxious to any other Senator.
That rule extends even to Democratic
Senators.
Senator Bourne Is Silent.
Bo far Senator Bourne has given no in
timation of his preference, though it is a
safe guess that he will not recommend
the reappointment of Mr. Minto. The
' Senator will choose some leader com
mitted to the principles of the primary
law and Statement So. 1. That Minto
is a candidate for reappointment is
known, but it is also known that he has
received no encouragement from the ap
pointing power, notwithstanding his ad
ministration has been quite satisfactory
to the Postofflce Department.
If Portland was a fourth-class office
Mr. Minto would be eafe, for an Iron-bound-rule
has been adopted by the Ad
ministration for the protection of fourth
class postmasters who make good, and
postmasters of this grade are no longer
removed for political reasons. But the
Department has not the authority to ex
tend this protection to Presidential post
masters, hence Mr. Minto'a fate virtually
rests In the hands of the Junior Senator,
and the Department is powerless to save
Mm, even if It were so Inclined.
Delay In Change.
Congress will reassemble on December
7. If the new postmaster Is nominated on
that date, and Senator Fulton is not

confirmed the same day, and under In- I
etrnctions by wire -can 'assume charge 1
the day following, provided Senator
Bourne believes there Is need for prompt
action. If, on the other hand. Senator
Bourne is not ready to make his recom
mendation when Congress meets Minto
will be allowed to remain In office until
such time as his guccessor Is nominated
and confirmed. His present commission
Is good until that time.
Money for Street Work.
CLATSKAXIE, Or.. Aug. 27. (Spe
cial.) At a meeting of the City Council
last night It was ordered that an elec
tion be called Saturday, September 6. for
the purpose of voting on the question
of bonding the city for $50no to be used
for street repair work. The . question
before the people Is whether Nehalem
avenue, the main thoroughfare in the
city, shall be replanked a distance of
about one mile or whether crushed rock
shall be used.
Railroad Surveyors Busy.
CENTRA LI A, Wash.. Aug. 25. (Spe
cial.) A party of surveyors, under the
charge of one of the Union Pacific engi
neers. Is at work near this city. The
surveyors are running a line through
the city from the northwest to the south
east. From all indications it seems to
be a resurvey of the old Gray's Harbor
right-of-way. connecting that line with
the main line survey.

WEATHER CONDITIONS.
A small disturbance has) crossed the north
ern portion of the North Pacific states dur
ing the last 24 hours and it Is now central
over Western Montana. It baa caused light
reln In Western Oregon and Western Wash
ington, which was heaviest In the Sound
country, where It amounted to nearly a half
of an Inch. The temperature has fallen de
cidedly over the rain area and also In East
ern Oregon and Southeastern Washington,
where cloudiness occurred without as yet
any rain falling.
The Indications are for showers Friday In
Northern Oregon. Washington and Idaho. It
will be cooler in Southern Idaho and warmer
In the Interior of Western Oregon and West
ern Washington.
