of France and the members of his suite,
who arrived here yesterday to visit the
Kmperor of Russia, were the guests of
his majesty at luncheon today on board
the imperial yacht Siandart. The Em
peror greeted the President with great
cordiality. The simplicity and frankness
of M.. Fall teres evidently have made a
doep Impression on the Emperor.
M. Pinchron, the French Foreign Min
ister, and Mr. Iswolsky, the Russian
Minister of Foreign Affairs, had a long
conference this afternoon. The prin
cipal subject discussed was the general
European situation, particularly the po
sition of Germany.
The irritation of Germany and the re
cent developments in European politics
have caused anxiety In Western Europe.
With regard to Morocco and Persia, it is
understood that each, nation is to be
allowed to carry out its own policy.

dinner on board the French battleship
Verite, at the conclusion of which he
sailed for Christianla.
HIGH GRADERS LOSE SUIT
Court Denounces Them in Awarding
Ore to Mineowner.
DENVER. July 28. In the United States
iMBtrlct Court here today Judge R. E.
I-twin directed a verddct in favor of the
Goldfleld-Mohawk Mining Company In Jta
suit to determine the ownership of a larg-e
shipment of ore from the Mohawk mine,
and delivered a scathing denunciation
of "hlsh (Traders." who are said to have
been operating In the Nevada camp.
"God forbid that the time will ever
come,'" saJd Judge Lewis, "when there
will not be sufficient heroic honesty to
stamp out dishonesty, and especially such
disgraceful dishonesty as the testimony in
this ease has proved to have existed."
George Richardson end Frank Cochrane
of Goldfteld, Nev., were the defendants
and the ore was worth $16,000.
FOILS LAWYERS FOR REUF
Lawlor Lets Them Take Burnt
Charges to Another Judge.
SAX FRANCISCO, July 28 -Judge Wil
liam Lawlor todAy refused to grant the
application of attorneys for Abraham
Ruef for an order compelling 'William J.
Burns, the prosecution's detective, and J.
G. Lawler and R. C. Schlndler, two of
his assistants, to show cause why they
should not be punished for contempt of
court. Instead of issuing the order. Judge
Lawlor permitted Ruef's attorneys to
withdraw it on the understanding that
It will be presented to Judge Sturtevant,
presiding judge of the Superior Court,
who will pass upon its merits, and. if he
sees fit to Brant the application, will set
the action going in some other depart
ment of the Superior Court.
By his action today Judge Lawlor pre
vents the applicants from asking the Su
preme Court for a writ of mandate com
pelling him to take some .action in the
matter.
The proceedings for the disqualification
of Judge Lawlor as the trial judge in the
trial of Abraham Ruef on the charge
of bribing ex-Supervisors of San Fran
cisco are still - pending.
The trial of Ruef will begin Thursday.

CONSTANTINOPLE, July 28. Now
that the first rejoicings over thecon
stltution granted to Turkey by the Sul
tan last week are at an end, the people
are beginning to discuss the future. Al
ready they are clamoring against the
high officers who were responsible for
the abuses and injustices of the old re
gime. Public opinion is demanding a
clean sweep, especially of the palace of
ficials. The situation is calm.
The Sultan broke into tears at the con
ference Thursday at which it was de
cided to grant a constitution. Only once
has the Sultan been Induced to show
himself to the large gatherings of demon
strators in front of the palace. On this
occasion his majesty appeared at an
open window and thanked the people.
In conclusion he said:
"Insomuch as I have labored since my
accession to the throne for the salva
tion and prosperity of the Fatherland,
God is now my witness that my great
est object is the salvation and pros
perity of my subjects, who are to me
as my own children.

HAMBURG, July 28. Representatives
of the great steamship companies inter
ested in South American passenger traf
fic that have been in session for several
days past are looking to the formation
of a community of interest management
similar to that which holds in the North
Atlantic trade. It is contemplated to
make short contracts as an experiment.
The 24 delegates to the conference repre
sent German, English, French, Dutch
and Spanish lines of steamers. The
companies engaged in the Cuban and
Mexican trade will try to effect a simi
lar agreement.
Russian Railroad Robbed.
TIRASPOL, Russia, July 28. A band
of unknown men today attacked the
offices of the cashier at the local rail
road station and got away with $40,000.

business during the month of July is
reported by the United States Steel
Corporation. The directors today de
clared dividends and gave out a state
ment showing that the corporation's
net earnings for the second quarter of
the year exceeded those of the first
quarter by 8167.730. The following
statement as to increased bookings
during July was given out:
"The average daily bookings for the
first 24 days of July are in excess of
26,000 tons per day, equivalent to 72
per cent of the full capacity. This
tonnage Is well distributed, being com
posed of A-l grades of finished steel,
with the single exception of rails, of
which up to July 24 there had been no
material Increase in sales."
