John MarVirar Tells of System of
Municipal Government In EN

John MacVicar. S'.iprlntendent of
Streets and Public Improvement of Des
Motne. la., delivered a short address
yesterday at noon at the Portland Com
mercial Club, on methods employed by
the City of Des Moines In the adminis
tration of municipal affairs. Mr. MoVicar
Ts thoroughly qualified to speak on such
subjects, having been formerly Mayor of
Pes Moines and also secretary of the
League of American Municipalities.
The speaker characterized the three
elements necessary to success In munici
pal management as exceptional leader
ship, a public opinion back of that lead
ership and expert service. The impor
tance of the latter was especially empha
sised. Mr. McVicar declaring that only
experts should be employed in the city
departments. The business man In the
city administration he believed to bs a
failure, and not much above the city poli
tician. "The method In use in Des Moines."
said Mr. McVicar, "Is a combination of
several systems. Some features of the
State Board of Control, which consists
of three members and has charge of all
state Institutions, have been adopted. The
Galveston Commission system has also
been applied In some departments. Ttie
initiative and referendum and the recall
have also been used In part.
"The City Council consists of Ave
members, of which the Mayor Is one.
These men control the city and elect all
the officers. They devote their entire
time to the city. Each of the five mem
bers of the Council Is head of one of the
five branches of the city government. The
Mayor is superintendent of the Depart
ment of Public Welfare. The other four
departments, which are presided over by
the four Councilmen. are: Department of
Accounting and Finance: Police. Fire and
Health Department: Department of Parks
and Public Property, and Department of
8treets and Public Improvements. The
clly employes are under civil service."

People Make Inquiry as to Identity
of Judgre Entries to Eclipse
Last Tear's. .
As much interest centers around the
judge of a horse show as in the entries
themselves, and the identity of the
man who will officiate at Portland's
second annual show is much sought af
ter by devotees to the sport. Society
Is also eagerly seeking information on
this point as many members of Port
land's smart set are preparing to show
new turnouts and pairs. The recent
announcement that the cup collection
is extraordinarily handsome is enthus
ing the prospective exhibitors, and the
determination to keep the majority of
these handsome trophies at home is
growing.
The Hunt Club headquarters in the
Lumber Exchange building is now the
scene of marked activity. A corps of
stenographers has been engaged and
the big mail Is being promptly handled.
TO THE PUBLJC: -A few days ago in
the Beef Trust's ad you will notice they
say their meats are 100 per cent pure.
The paraphrase, 100 per cent pure, was
coined in a Smith ad, and the Beef Trust,
with its well-known tactics, has stolen
It. But the comic part of the story Is for
the Beef Trust to claim Its meats are
fmre. Of course, it all depends on one's
dea of purenees. Most people will be
surprised to know that right under the
eyes of the United States Government
Meat Inspectors, and with the full per
mission of the Bureau of Animal Indus
try, the big packers are adulterating
much of their lard with tallow. They
don't label the buckets pure lard. They
call it "Lard," "Standard Quality Lard,
"Pure Mixed Lard," or some other mis
nomer. There is not an iota. of tallow in
Smith's pure lard, the -only kind he
makes. The packers who are making
such a sing-song of Government Inspec
tion are using potato flour, wheat flour
and other cereals in their sausages.
Smith mis never found it necessary to
use flour, bran or any other adulteration
in sausages. Smith's sausages are abso
lutely pure. Within the past few months
tons upon tons of dressed meats have
been brought .to Portland from other
states. It was all Government inspected,
every ounce of it. This meat, &fter its
lengthy trip in ice-cara and its follow
ing stay in coid storage, and from
there In sometimes uncovered wagons
through our dusty streets to the retail
butcher shop (.his meat may be awful
ly pure, but who would eat it when you
can get Smith's fresh Oregon meats? We
hare no quarrel with United States Gov
ernment Inspection of meats, but wears
fighting forever and a day the ranting,
hypocritical Beef Trust.
