PLACE VALUES ON ROADS
RAILROAD COMMISSION WILL
FIX RATE BASIS.
Meetings to Be Held In Chamber of
Commerce Auditorium, Be
ginning June SO.
Members of the Oreson Railroad
Commission will commence June 29 on
the work of estimating the value of
railroad properties In this state, as a
basis for arriving at equitable rates.
Meetings will be held by the Commis
sion in the Chamber of Commerce audi
torium, and the Pilot Rock, Condon and
Shaniko branches of the O. R. & N.
will be taken up first. Then the Cor
vallls & Eastern will be taken up, after
which the main lines of the O. R. & N.
and Southern Pacific will bo investigat
ed in the same way.
An expert named Pope, who has sup
plied information to the Washington
Railroad Commission on the valuation
of the O. R. & N. lines in that state,
will appear before the Commission
representing' the railroad. The Com
missioners also have maps and profiles
that will be of great value in arriving
at the desired figures. Data of original
cost of the various properties are
available and the cost of reproduction
of the lines will be based on the known
quantities of earth to be -handled in
construction as well as property values.
In the investigation of the railroad
properties of Washington, the Commis
sion of that state found that the
known quantities Involved were agreed
upon, but there was a decided difference
In the cost between the Commission and
the railroads. The Investigation in
that state proved very expensive, a spe
cial expert being employed, and the
cost was not far from $50,000. It is
believed that the Oregon Commission
will arrive at Just as definite results
at a very small portion of the cost.
Victim of Shooting Dies.
BAKER CITY, Or., June 24. (Special.)
James Elliot, who was shot yesterday
near Richland, in this county, by E. Will
lams, died last night. Williams was
brought to Baker and lodged in the
County Jail. He will be charged with
murder. '

The stage of the Willamette river at Port
