Espousal of Statement Xo. 1 Taken
as Evidence That He Will Seek
Democratic Votes in Sup
port 'of Ambition.
Is Senator T. B. Kay, of Marion,
flirting with the Democrats for sup
port in his candidacy for President of
the Senate? That is the question being
asked in political circles, where it is
recalled that ex-State Senator E. W.
Haines, of Washington, found a simi
lar course profitable business at the
session of 1907. The attitude of Sen
ator Ka.y on the Senatorial situation
and t.ie open breach between him and
his colleague. Senator J. N. Smith, of
Marion, are accepted as evidence that
Democratic votes would be welcome in
his efforts to become the presiding
officer of the Upper House.
At the 1907 session, Senator Kay is
known to have played Ms cards well in
the Interest of his candidacy for the
Presidency of the Senate next Winter.
He did not make a move that was not
calculated to strengthen himself for the
contest two years later. To what ex
tent his efforts In that direction will
avail him in the pending contest re
mains to be seen. Already Senator
Smith, of Marion, has renounced any
pledge he may have made to support
Kay for presiding officer of the Sen
ate, as Kay alleges his colleague did
two years ago in return for chairman
ship of tne Senate committee on ways
and means, which Kay declares he se
cured for Smith.
Why Smith Deserted Kay.
Smith's repudiation of Kay followed
the published declaration of the latter
that he would vote for Governor
Chamberlain for Senator. This step, it
is asserted by those who have been
watcning the contest for President of
the Senate, has been taken by Kay sole
ly to bolster up his candidacy. It is
averred by them that Kay had, Insisted
all along that a string was tied to the
pledge regarding the election of United
States Senators on which he was elect
ed to the Senate two years ago. For
that reason those opposed to Kay Insist
that he was prompted by a selfish mo
tive in coming out unqualifiedly for the
election of Chamberlain as the popular
choice. That motive, they declare, is
the capture of Democratic support for
President.
Of the 14 hold-over Senators, in addi
tion to Senator Kay, five are Anti
Statement Ropubllicans, four are State
ment Republicans, and the other five
are Democrats. Of the five hold-over
Anti-Statement Republicans, S. C.
Beach, of Multnomah, is understood to
be a candidate for President, while Jay
Bowerman, Senator-elect from Gilliam-Sherman-Wheeler,
is also aspiring for
the honor. Of the hold-over Statement
Republicans I. -H. Bingham, of Lane;
A. J. Johnson, of Benton: A. A. Bailey,
of Multnomah, and W. T. Scholfield, of
Clatsop Senator Bailey is scanning
the field and is quietly working for
support of himself for election as pre
siding otricer. Ssnator Scholfield,
while elected as a Statement man, has
refused to declare himself since the
June election, and in the organization
of the Senate, may Join with the Anti
Statement members. The entrance of
Senator Bailey into the contest for the
Presidency and the probable Indorse
ment of Senator-elect Ben 'Selling for
the same office by the Statement mem
bers of the Multnomah delegation,
would still further divide the strength
of the rival candidates.
Who the Holdover Democrats Are.
It is this condition that forms the
basis of the charge that Kay has been
dickering with the Democrats. The
minority party will have seven mem
bers in the Senate next Winter and
they will prove an important element
in the organization of the Senate. Of
the seven, five are holdovers, as fol
lows: M. A. Miller, Of Linn: L. L. Mulit,
of Jackson: F. H. Caldwell, of Yam
hill: J. E. Hedges, of Clackamas, and
C. J. Smith, of Umatilla. The other
two Democratic members are Senators
elect II. D. Norton, of Josephine, and
Turner Oliver, or Union-Wallowa. In
their desire to insure the election of
Chamberlain lor Senator, it is said the
Democrats will be willing to lend their
assistance to an organization of the
Senate that would best promote that
end. By supporting Kay for Senator
It is argued that practically an un
pledged vote will be secured for Cham
berlain, while the deal might be so
worked as to gain, for the Democrats
important committee places as per the
Haines agreement two years ago.
At any rate, the alleged alliance be
tween Kay and the members of the
minority party is by no means unrea
sonable, in the light of conditions as
they actually exist. If such a deal is
incubating, Kay undoubtedly Is the
man that is making it and subsequent
events may fully corroborate this supposition.

Will -Cause Arrests of Persons Who
Are Taking Advantage of
City In Matter.'
City Auditor Barbur' announced yes
terday, morning that he will issue an
order within a few days instructing
that complaints be lodged and arrests
' made of all persons in Portland who
have failed to call at the -City Hall
and make payment of their occupation
taxes or licenses. It -has been the
custom to allow much leeway on these
matters, but Mr. Barbur declares the
office is being imposed upon and that
he will no longer permit it.
This order will be in line with' a
general aggressive policy, put into
operation since Mr. Barbur assumed
the duties of Auditor. He has virtual
ly reorganized the entire office, and
lias Increased its efficiency, it is said.
The volume of city business has be
come so great that it is almost Impos
sible to keep abreast of the work with
the limited number of deputies and
stenographers. With the system in
force, however, it is a fact that no
committee of the Council, ' Executive
Board or any of the municipal bodies

Auditor's staff. The Auditor's part in
all of the business is always performed
with a' promptness that Is frequently
commended.
Owing to the- fact that the city busi
ness has grown so rapidly as almost to
swamp .the office of the Auditor, Mr.
Barbur has decided that he must de-.
mand more promptness from those who
are In arrears, and therefore he wilt
soon Issue the order to compel every
person owing money to the city to
make payment when the amount In
due.
"It has been the practice to allow a
pood deal of leeway on payments of
licenses and occupation taxes." said
Mr. Barbur, "but I cannot permit this
In future. The volume of business
has grrown to such an extent that it
Is necessary to take steps to force
everyone to pay the city's claims
promptly. I will therefore Issue an
order authorizing: the license collect
ors to go before the City Attorney and
lay complaints against every person in
Portland who Is owing sums of money
for occupation taxes or licenses. Here
tofore we have been sending notices,
and in some Instances have, even gone
so far as to make personal calls upon
some, but this will not again be done
while I hold office. No notice will be
given in future to any one, and if
taxes are not paid when due, arrests
will certainly follow"
This order wili affect thousands of
persons throughout the city, and is one
of the mosf sweeping yet to be Issued.
It is strictly within the- law, as no
where is It made the duty of any city
official to notify persons when licenses
or occupation taxes are due.
CONVICT PAYS PENALTY
G. J. Rock Hanged at Deer Lodge for
Murder of Guard.
BUTTE, Mont., June 15. George J.
bock was hanged this afternoon in the
penitentiary at Deer Lodge for the
murder v of John A. Robinson, head
guard at the prison on March 8 last.
Rock was chief In a conspiracy to kill
Robinson and Warden Frank Conley
and escape from prison. They killed
Robinson and badly wounded Conley,
who shot and wounded two of the con
victs. Including Rock.
Of Rock's companions, one 1 under
sentence of death and the other Is sen
tenced to life Imprisonment.

That the National Danks in Oregon
should get together without delay and or
ganize a National Clearing-house Associa
tion In accordance with the provisions of
the Aldrich law,- Is the suggestion of A.
L. Mills, president of the First National
Bank. He believes that the latitude
allowed - National banks to form such an
organization and take advantage of the
opportunity to issue emergency currency
whenever necessary should not be over
looked for he believes it Is best to be
prepared for any contingency.
"Now that the privilege is given Na
tional banks to issue emergency cur
rency whenever such action Is Reded,"
said Mr. Mills, "I have no reason to
think that the need will ever arise, but
as a matter of precaution, I think steps
should be taken at once to safeguard the
institutions of the state and their deposi
tors. Prevention is better than cure any
time.
"Had we had such an organization
when the financial stringency struck us
last Fall. It would have been a great help
and emergency currency could have been
issued much more conveniently than by
the plan that was followed. In case such
a condition should ever arise again, it
would take time to get the National
banks of the state together and organize
a National Clearing-house Association.
Time and money would be saved by having
such an organization alrefldy formed. In
a matter of this kind, it is best to b
prepared for any emergency.
"National banks of this city cannot
well form such an association for the
Aldrich law requires that only such In
stitutions having a paid up capital stork
amounting to $5,000,000 can combine them
selves into a National Clearing-house Association."
