Rose Festival Committees
Prepare Final Reports.
PROSPECTS ARE BRIGHT
B'fe? Night 'Parades and Grand Water
Carnival, Especially, Promise to
Exceed All Expectations of
the Association.
There Is great activity at Rose Festival
headquarters In the S wetland building
nowadays. Committees are making their
final ' reports and everything points to
parades, competitions and water carnival
exceeding: even the most sanguine expec
tations of the association. Arrangements
have been made to have 286- men in
charge of the floats In the night parade,
Tuesday, June 2, and In the Historical
and Allegorical parade Friday, June 5.
Both these displays will be brightly il
luminated. The floats prepared by the
association, ten for each, night, are ready,
and those to be sent by towns and cities
elsewhere are also neajing completion.
Committees composed of women work
ing for the success of the Festival re
ported yesterday that gratifying. success
has been met In soliciting cups to be
donated by business houses and citizens.
It Is the intention to have donors' names
inscribed on the different prizes, unless
requests are made to have the names
withheld. t
The water carnival committee Is meet
ing with an unexpected number of re
sponses from owners of craft that will
participate in the carnival. There is no
longer any doubt that this feature of the
week's outlined program wilt, be not only
a pronounced success, but will be a sur
prise to townspeople and-visttors as well.
A mistaken impression-as to the character
of this feature of the festival was held
for some weeks, in that H was supposed
that only ships in the harbor would take
part in the review. This Is not the plan
that is being carried out. While the
shipping will take an important part in
the display, the parade from the Madison
bridge to the Steel bridge will be partici
pated in by all manner of craft j
Floats and scows are to, be anchored
fit intervals along the course, on which a
continuous glare of redfire will be pro
duced, and from which rockets and bombs
will be sent up. It is said at head
quarters that views of the water parade
may best be obtained from doeks- and
river bank, as those standing on the
bridges will have but a limited part of
the line In sight at any one time. .
The officers of the association said yes
terday that bills incurred since the incep
tion of the festival for this year had!
been promptly met. There is considerable
expense yet to be provided for and the,
last quarterly payment of' subscriptions
matured May L The management said
prompt payment by delinquents would be
necessary to keep up the record made so
far In paying bills of the association.

company additional posters and circulars
concerning the Festival. He notified sta
tion agents that special trains would be

Correspondence with agents! in- the In I
land Empire indicates that many ex
cursionists to Sound -points- during the
presence of the battleship fleet are ar
ranging to take transportation permitting
a return by way of Portland during the
Rose Festival week.

the East Side Business Men's Club.
Grand Avenue will be. decorated between
Belmont and East Burnsido Streets,
East Morrison between East Third and
Grand Avenue, and East' Burnside be
tween the bridge and Grand Arenue. All
poles on these streets will be garlanded
and streamers will be . suspended'- above'
the streets. Four elevated stands will
be. erected from different points,
from which cornucopias filled with
roses will be distributed. Each
booth will be In charge of two Blrls.
The Intersection of Grand Avenue and
East Alder Street will be decorated by
Multnomah Camp No. 77 Woodmen of
the World, and here the uniform rank of
the camp will hold Its drill on the night
of the children's parade. June 4.
Professor M. M. Ringler has resumed
drtlllngr the school children for this pa
rade. This week, so far, 75 new pupils
have ' come from the Hawthorne school,
and others are expected from the other
schools, since an understanding has been
reached with the Board of Education.
Mr. Blglow was out with the finance
committee yesterday and met with en
couraging success. He was Informed
yesterday by City Attorney K&vanaugh
that the $500 appropriation made for the
Kant Side decoration would not be avail
able, as It was Illegal, but that will not
interfere in the least with the prepara
tions under way.
Tomorrow night the East Side Business
Men's Club will hold a meeting in the
rooms of the East Side Athletic Club
to make final arrangements for the night
of June 4. All committees are expected
to make reports on work In hand. A dele
gation will be present from Multnomah
Camp. Woodmen of the World, and rep
resentatives of the Rose Festival Asso
ciation will attend.

City Attorney Gives Opinion on Rose
Festival Donations.
Another Interesting conflict of views
that bids fair to bring about a long fight
between MfirVor Iane and the majority
faction In the C4.t- Council made its ap
pearance yesterday morning,, when City
Attorney Kavanaugh gave an opinion
as to a recent appropriation of funds for
decorating East Side streets. Mr. Kava
naugh holds the action of the legislative
body to bo illegal, and In this connec
tion It Is said that the Council's appro
priation of $2850 for a floral arch at
Sixth and Hojt streets is likewise with
out due authority under the charter.
The floral arch Is being built by N. C.
Gorman, and he said without hesitation
esterday that he will proceed to com
plete the work, which will be June 1.
It is. therefore, simply a matter of-who
will pay the contract ; price, which is
SC475. Mayor Lane, holds that, under
the charter, the Councilmen are liable
for any such appropriation of public
funds and that they must pay the bill,
while, others declare that the Mayor and
members of the Executive Board, who
let the contract, are responsible.
"It makes no difference to me who
pays for the arch," said Mr. Gorman,
when asked as to whether he would
continue construction. "I hold a con
tract, duly signed by Mayor Lane, .and
the proper authorities, and I will com
plete the arch,- as provided in that con-
tract. I will get paid, all right. It is
only a matter of who -shall pay."1- -
MAKING IT UNANIMOUS
Firs District Voters Are Nearly All
for W. C. Hawley.

"Sentiment in favor of the re-election
of Congressman W. C Hawley is
so nearly unanimous that there can
scarcely be said to be a Congressional
campaign in progress," says Chairman
C. V. Johnson, of the first district
committee. "The people of this dis
trict, regardless of party lines, appre
ciate the fact-that Hawley 1& 'making
good at Washington. They recognize
in him a man of high lnTellectual at
tainments, tireless industry and rare
oratorical ability. The Republicans of
the district were so well satisfied with
their representative that they re-nomi
nated him without opposition.
"It has been gratifying to the peo
ple of this district to read in the news
dispatches from time to time that by
his earnestness, his sincerity and his
devotion to duty, Hawley has mp.de a
favorable impression In Washington.
Though the unwritten rules forbid a
new Congressman to thrust himself
forward, we are glad to learn that
Hawley has made many warm friends
in the House of Representatives, and
that during his first session he had
opportunity. In discussing the Oregon
and California land grant resolution,
to demonstrate his ability as an effec
tive public speaker.
"Here in Oregon we know Hawey
as a man fitted both by native- tal
ents and by education for the work of
a statesman. All his life he has kept
himself well informed upon all public
questions. We are justified, therefore,
In believing that he will soon attain
a- position of Influence in the House
of Representatives. We all understand
that it takes time for any man to rise
to leadership and we expect to keep
Hawley In Washington until he has
had a chance to work his way to the
top. -
"Hawley's persistent efforts for the
cancellation of the railroad land grant,
his systematic work In behalf of a
Government appropriation for free
locks ..at Oregon City, bis advocacy of
river and harbor . improvements, and
his attitude in favor of tariff revision
while maintaining the protective prin
ciple, have met the hearty approval of
the people of his district. This satis
factory public record, together with
the personal esteem in which he is
held because of his high moral character.-his-
genial- disposition and his in
tellectual attainments, make it a
pleasure for the 'people of his district
to vote for him regardless of party
lines.
TRIBUTE TO TOM MOORE
Rev. C. E. Cline Gives Appreciation
' of the Irish Poet.

The character of Tom Moore, the Irish ptoet.
Is more difficult to describe than any author
or his merit. . .
Scholarly,' a devout Catholic Impulsive,
Inconsistent, 'carried away ty every sort of
romantlo sentiment. . he .was nevertheless
deeply genuine. Violently sympathetic, as
are all true Irishmen, he has fired more
hearts than any other poet, .unless H be
Robert Burns. His personal attractions
proved a snare. It was so of Burns, of
Byron and Shakespeare. He was a merci
leBs critic, while wearing his own heart on
his coat sleeve for daws to peck at. He was a
pessimist that believed the best of every
body, a thing that kept him always in finan
cial straits. Moore laughed, wept, sang his
own songs, played .exquisitely the piano,
and sentimentalised over everybody and
everything that came In his way. Here is a'
specimen of the gems tossed seemingly at
fttoy. tithe or anyplace from the tips of his
lingers.
"The brilliant black eyr
.May in. triumph let fly," - r
'All Its 'darts, without caring who feel them;
But the soft eye of blue.
Though -It scatters .wounds, too. ...
Is much better pleased when it heals them."
To rightly understand Tom Moore, a man
must have Irish blood in his veins. Other
'blood is too coarse.
Moore's hymn, plaintive and full of solace.
"Come .Ye Disconsolate." Is sung in every
church in Christendom, both Protestant and
Catholic; while his "Last Rose of Summer"
will ring like a bell in the human heart as
long 'as children laugh' and mothers love.
The ' mental cloud overshadowing from
Moore's last days was only the snapping of
the- strings on the finest violin keyed too
high in concert pitch.

PHI DELTA PHI BANQUET
Younger Members of Bar Dine at
" ' Commercial Club.
The annual banquet of Chase Chapter
of the Phi Delta Phi fraternity, whose
membership Is made up of the younger
members of the. Portland Bar Associa
tion, was held Monday night In the private
dining-room of the- Portland Commercial
Club. The folowing toasts were respond
ed to: "The Ideal Lawyer," William D.
Fenton; "The Responsibility of an At
torney to the Public"; "Chase Chapter,"
L. W: Humphreys. Judge Gantenbeln,
who was to have spoken on "The Law
Deportment, University of Oregon," was
unable to be present. Judge Clcland,
who was one of the founders of the
original fraternity at the University of
Michigan, acted as loastmaster. Music
was furnished by a string orchestra. The
banquet, was given under the direction
of Steward Mays, of the Portland Com
mercial Club.

Symphony Orchestra,
The overwhelming popularity of Rus
sian music will be recognized by the New
York Symphony Orchestra, under Dam
rosch. at one of the concerts to be given
June 3, (evening), and June 4. (afternoon
and evening), at the A-mory. Walter
Damrosch -was-a personal friend of the
greatest of all Russian composers, Tschal
kowsky. and has achieved notable suc
cess in introducing mis peculiarly fasci
nating type of genius to Americans. The
famous "March Slav" is one of the most
characteristic and stirring compositions
produced by Tschalkowsky. and this will
be given a most brilliant rendering at
one of these concerts. One writer has
said of It:
"Like most of Tschalkowsky'a works,
it is based on folk songs of the Russian
people. It begins with a weird funeral
dirge, like the lament for the heroes lost
In battle, but gradually the dirge changes
into a furious war song, and like a great
army we seem to see the various races
comprising the great Russian Empire
passing in battle array before us. all be
ing finally united under the strains of
the beautiful Russian National anthem."

Emma Goldman, the exponent of an
archy, who shortly is to favor the city
with her interesting theories on how
things really should be run, will not de
liver her discourse wider the protecting
wing of tie Young Men's Christian Asso
ciation next Monday night after all. .Her
contract for use of the Y. M- C. A. audi
torium was suddenly canceled yesterday,
and her manager, Alexander Horr, was
compelled to search for a new rendezvous.
He finally secured Alisky Hall. - '
There was a marked change In the bar
ometer yesterday morning when various
directors and members of the Y. M. C. A.
awakened to read that their auditorium
had been leased for an address on an
archy, even though it was to be anarchy
of the philosophical variety, with all ut
terances pertaining to dynamite and nitro
bombs carefully culled out. The telephone
wires to Y. M. C. A. headqaurters began
fairly to buzz and the several lines lead
ing into the offices were busy all morning.
General Secretary Stone was in a dilem
ma, aa the hail had already been con
tracted for. He at once communicated
with Manager Horr, and the embarrass
ment of the situation was relieved when
Miss Goldman's manager on her North
west tour kindly consented to cancel the
agreement.
"Had we leased the ball from our own
people we should compel enforcement of
the contract." he said, "but under the.
circumstances we do not wish to be incon
siderate. Since the Y. M. C. A. wishes
to withdraw, wo are willing to let it rest
at that and secure a new hall."
Mr. Stone was not Inclined to discuss
the matter at any length, saying that he
favored renting the hall to Miss Gold
man, believing her to have been greatly
misrepresented and misunderstood, and
further believing that philosophical an
archists should be entitled to a chance to
appear before the public.
It Is learned that arrangements for the
Y. M. C. A. Hall were made by C. H. S.
Wood, on behalf of Miss Goldman. Mr.
"Wood represented that the Y. M. C. A.
would only be doing right by allowing
Miss Goldman the use of Its auditorium,
inasmuch as she had been grossly mis
represented as a disciple of disorder. Mr.
Stone then suggested that If Miss Gold
man wished to rent the hall he could see
no objection, and the contract was ac
cordingly entered Into.
Directors and members in large numbers
took the stand yesterday morning that
Miss Goldman's appearance at the hall
might appear in the light of an indorse
ment by the association and that the as
sociation ought not to tolerate such a
thing. The impression was plainly wide
spread that Miss Goldman goes about
equipped wiJi bombs and preaches mur
der, crime and the overthrowing of the
Government. They said it would reflect
on the Y; M. C. A., and persisted In that
view.
Mr. Horn takes exceptions to the in
discriminate use of unflattering adjec
tives constantly applied to Miss Goldman.
He says she Is pacific in her views and
In her mission, and that there will be no
bombthrowlng or any more need of police
at her lecture than there would be at a
Thursday night prayer meeting.
