In wet Multnomah 26 precincts will vote
on the liquor han: in Baker three pre
cincts and In Clatsop four.
It appears, therefore, that there ta only
one county which will not be confronted
with a prohibition election anywhere in its
borders Benton and In that county the
liquor trade is already prohibited. Anti
prohibitontsts evidently have no hope of
lifting the liquor ban there, since they did
not submit the matter to the election.-
The outlook ' causes liquor manufac
turers and dealers much alarm. They
behold disastrous curtailment or ruin of
their business staring them In the face.
They would dread state prohibition far
less, since many persona woold oppose
turning the state dry who are willing to
prohibit liquor selling In their home
precinct or county. County prohibition
shuts out home manufacturers and deal
ers from the dry area, but not those in
other states. Consequently, prohibition
helps the outside trade and shuts off the
business of the home brewers and deal
ers. Hampered In Keslatance.
Quite naturally, the makers and trad
ers of liquor will offer what resistance
they can. But they are In the unfor
tunata position of being unable to
make an aggressive fight for their
cause, for fear of making prejudice and
stirring up popular enmity. They say
their foes misstate the facts, and the
Issues, and by appeal to popular pas
sion, make reply largely futile. Still,
the antl-Prolilbltlon forces will make
what fight they can, seeking to avoid
rancorous conflict. -
Prohibitionists and other sloon fight
ers find much satisfaction In the pros
pect. "Without bringing up the issue of
state prohibition for which they think
their cause not yet prepared they have
caused elections In all but a small part
of the state, and If successful, will pro
hibit the liquor traffic everywhere but
In Multnomah, Clatsop and Baker, in
which, hdwever. there will be dry pre
cincts. They say they are preparing
for state prohibition and that In a few
years, perhaps In two. they will have
'cleaned up" so many counties that state
prohibition will be only a short step for
ward from that stage.
The only counties not confronted with
prohibition are Multnomah, Clatsop and
Baker. In Multnomah. 28 precincts will
vole on prohibition, which if carried will
make practically all of East Portland and
Kastern Multnomah dry. In Clatsop four
precincts will vote on the question, three
of them In Astoria; In Baker, three pre
cincts will vote on the liquor question.
All dry counties are now Benton, Curry,
iAne. Lincoln, Linn, Sherman, Tillamook,
"Wallowa, Yamhill.
All wet counties are: Grant. Harney,
Josephine, Klamath, Polk and Washing
ton. Other counties, not Including Lake,
have dry precincts as follows, according
to Information gathered from County
Clerks by The Liberal, official organ of
the liquor trade:

"Antls" Hold Trumps.
Even If county prohibition shall be de
feated, liquor traffic will be defeated In
those precincts that vote for the ban, but
those which vote wet will be made dry
by a prohibition majority in the whole
county. The law purposely puts this ad
vantage on the side of the prohibition
forces. Another advantage on their side
Is that if prohibition shall carry In any
precinct the question shall not be submit
ted for vote again until two years shall
bave elapsed, but if prohibition shall be
defeated the question may be brought up
again tha next year.

Gilliam Ballots.
CONDON. Ot., May 18. (Special.)
The County Court of Gilliam County
has ordered the petition for a vote for
and against prohibition of tha saia of
Intoxicating liquors In Gilliam County,
as a whole, to be placed upon the bal
lots at tha June lection. Tha voting

ARMED
of a wet or dry county is really the
one great question, and considerable at
tention la being placed on this matter
for the reason that, although Gilliam
County was voted dry two yeans ago,
through a mistake of the County Court,
to place the matter on the ballots in a
legal manner, the county was declared
wet after a contest made by the sa
loonkeepers. The local option people- have taken
all possible pains to see that- no mis
take be made this time, and In order
to insure a dry county, are sending all
sorta of literature out, and working in
every section of Gilliam County. The
saloon element are determined to con
tinue running their business, and are
leaving no stones unturned to win out.
Should Gilliam County go dry. It will
mean the going out of business of eight
saloons In Condon and four in Arling
ton. From present prospects, the -vote
will be a close one.

HOT SPRINGS, Ark., May 18. "Let
thpm die! There are too many of us
now." Thia was the answer made to mis
sionaries in China when they appealed to
the wealthy men of that nation for help
while countless millions of their people
were dying: from hunger and the lack of
shelter during the terrible famine of last
year, according to the report made to
the Southern Baptist conference today by
Missionary T. F. McRae, through whose
hands the $750,0) contributed by America
to purchase food was distributed.
"But the great multitudes of China ap
preciate our help," the speaker said.
"China has come to look upon the United
States as her greatest and most sincere
friend. The reception tendered Secretary
Taft upon his arrival at Shanghai means
more than our people appreciate.
"The greatest people of China came to
do Mr. Taft honor and the fields were
filled with hundreds of thousands who
took an interest in the public receptions
to the great American. China thus vio
lated, for the first time, a tradition as
old as her history when she permitted
her women to be present at the public
functions."
The sum of $825,000 has been apportioned
for home and foreign missions next year
by the Southern Baptist Conference.
DROWN MEASURE IN WORDS
Heybum's Threat Against Dry Land
Homestead Bill.
ORBGOSriAJT NEWS BUREAU, -Washington,
May 18. Senator Heyhurn served
notice today on the Senate that he In
tended to talk to death the 320-acre dry
farm homestead bill, which he char
acterizes as a land-grab measure.
When the conference report on the bill
was submitted to the Senate, Fulton,
Borah and Flint opposed It, because the
conference committee had stricken out
the words. "Arid and semiarid," it being
their contention that with these words
left out the very best remaining agri
cultural land could be homesteaded in
320-acre tracts.
Fulton also opposed the hill because
It contained a non-resident feature, whlcb
would permit a person In order to ac
quire title, to buy land without residing
thereon. He ridiculed the idea of a non
resident homestead.
Heyburn opposed the hill on many
grounds-, declaring It would permit spec
ulators to acquire large tracts of- land
in prospective Irrigation districts for the
sole purpose of holding up companies
which contemplated constructing irriga
tion systems.
After Heyburn had debated the bill for
an. hour Smoot withdrew the conference
report and it is possible that the words
"arid and semiarid" will be restored In
order to secure the support of Senators
other than. Heyburn. If this Is done
Heyburn will be forced . to talk every
available minute till the close of the ses
sion or else surrender. His physical con
dition will hardly permit him to carry on
an extended filibuster.
JUMPS OFF RUNAWAY TRAIN
Edward Carroll, Logger, Possibly
Fatally Injured.
Edward Carroll. 61 years of age, an
employe of the Columbia Timber Com
pany, near Goebel. Or., was perhaps fa
tally injured yesterday by jumping from
a runaway logging train. He was
brought to this city and placed In the
Good Samaritan Hospital late last night,
where small hope for his recovery is en
tertained. Carroll sustained two broken
ribs, a broken leg and several internal
lnjtiries.
The accident was caused by the break
ing of a coupling pin between two cars
while the train was pulling up a steep
grade. Carroll was on that portion of
the train which broke away. It raced
to the bottom of the- grade and had at
tained a great velocity before he had
recovered sufficient presence of mind to
Jump. At the bottom of the hill the
cars Jumped the track and were smashed.
ALDRICH EAGER FOR PEACE
Will Try to Make Terms With House
on Currency.
WASHINGTON, May 18., The Senate
and House conferees on the currency
measures held a meeting this morning
and adjourned In order to give Senator
Aldrlch time to look up and compile cer
tain Information respecting the use of
security by clearing-house associations.
The sentiment prevails on the part of
the House conferees that they must ad
here pretty strictly to the terms of the
Vreelarvd bill or the report on the bill
made by the conferees would not be ac
ceptable to the House.
It can be stated on authority that Mr.
Aldrlch is anxious to arrange terms
which may be satisfactory to the roa
pority which passed the Vreeland bill in
the House last week.

test Is made by the property-owners
and residents before that time, it la
feared, the license will be granted.
Seaview la one of the most attrac
tive Summer resorts on North Beach.
It occupies a peculiar position, owing
to the fact that many of the property
owners are Summer " residents only.
The privilege of voting is restricted
to those who live there the year
around, although non-residents com
plain that this Is the only privilege
that is withheld from the Summer vis
itors, who say they pay most of the
taxes.
"For years the chief attraction of
Seaview as a Summer resort has been
Its entire freedom from saloons and
similar hideous forms of entertain
ment," said M. B. Wells, who owns
property there. "The nearest saloons
are at Ilwaco and Long Beach, each a
mile and a half away. A mile and a
half is not far for a man who really
needs a drink, yet it is too far for the
man who has had one and is sure he
needs another. Will he go back from
wherever he came and later return for
his second drink? No. he will stay
" 'In the place where the beer is cheaper
In the place where the pints hold more.'
"It is this well-known fact in the
psychology of booze that makes a mile
and a half as 7 good as a thousand. As
a consequence, Seaview has been de
lightfully free from maudlin yells, in
sults to women and danger to chil
dren. Among prominent property
owners and Summer residents on that
part of North Beach who are loud in
their Indignation and who have sent
protests to the County Commissioners
are Mrs. H. W. Corbett. Theodore B.
Wilcox, W. M. Ladd and Judge N. H.
Bloomfield."
JAP WOMEN EXPORTED
Two Sent From Los Angeles Be
cause They Lack Passports.
LOS ANGELES, May 18. The first Jap
anese women to be deported from Los
Angeles under the agreement between the
United States and Japan relating to the
presence of Japanese citizens in this
country, were started on their way today.
when Chiyone 'Mlnodo and Toshida Ki-
yena were sent north, under special or
ders from the Secretary of Commerce and
Labor. They were arrested a month ago
and were unable to exhibit proper pass
ports to the authorities. Numerous Jap
anese men, laborers, have already been
deported for similar reasons, but this
is the first case of Japanese women.
Tomorrow, Wednesday, will positively
