PUBLIC ALREADY BEGINNING
TO DISPLAY ATTENTION.
Donations of Trophies for Various
Ileaturcs of Parades Are

spread Interest la being taken in the
various competitions of the approaching
Hose Festival parades, are reported by
the Festival management. MViy volun
tary offerings of silver trophies, loving
cups and other valuable mementoes, to
stimulate interest in the displays at the
romtng Rose Show, have been received.
Hose lovers throughout the city, stirred
to new enthusiasm by the initial budding
of their choice varieties, are requesting
Information as to the various classes in
which they may enter their blossoms and
tiie Inducements being offered for the
prlsewlnnlng contestants.
That the city's coterie of launch-owners,
canoe clubs and enthusiasts for every
variety of watercraft are awakening to
general Interest in the big spectacular
water carnival, to be held on the night
of June 3, Is indicated by the dally letters
of inquiry being received by the Rose
festival committee.
The voluntary offerings, from private
sources, of cups and trophies, to be of
novel and original design, and to attest
the contributor's enthusiasm for the Rose
Festival as a permanent annual event in
Portland in the engraving, will materially
assist the carnival management, as the
numerous classes to be entered in the
various parades, such as decorated car
riages, motor cars, pony carts, tallyhos,
bicycles, etc., on terra firm a, and such as
yacht, launch and barge displays in the
water events, will make heavy draft on
the donations to the carnival fund and
each trophy volunteered by individual
enthusiasts reduces the financial drain
materially, in this direction, so that the
funds may be used for other much-needed
features of the celebration.
Several handsome cupa are already in
the hands of the engravers, permission'
having been given the contributors, by
the carnival management, to have these
engraved and officially offered for com
petition In the particular classes to which
the donor's enthusiasm inclines. Less
than a month now remains for prepara
tion, and the committee enthusiastically
welcomes all such efforts to stimulate
the interest in competition.

nish the party attending this assembly

exclusive use. This car will leave
Portland ou the O. R. & N. through
fast train at 8:30 Monday morning.

Walter Thomas Mills Speaks for Jt,
and Judge M. C. George Against.
Large Audience Hears Talk.
In his address last night, in opening
the debate with Judge M. C. George, at
the Oddfellows' Hall, in Montavilla, on
the single tax amendment, Walter
Thomas Mills, speaking for the amend
ment, contended that the present sys
tem of taxation is wrong and vicious and
no change could be for the worse. His
argument was based on the theory that
by removing the tax on manufacturing
concerns, houses and bams and ma
chinery and tools. It would result
in industrial establishments pouring into
this state and that Improvement would
be made generally.
Mr. Mills held that the present syBtem
is wrong for the reason it is in the na
ture of a fine for a man who makes im
provements. He said that In Oregon the
bulk of the wealth is in the cities, but
that in the payment of taxes the farmer
pays about three-flftha of the taxes and
the cities two-fifths. By adopting the
single tax amendment, he said, all these
inequalities in taxation would disappear.
Mr. Mills spoke for 45 minutes. Judge
George followed in a talk of one hour.
He held that the present law, enforced,
would tend to. equality in taxation, and
read the law to show that it means that
property of ell kinds should bear its just
proportion of taxation. He pointed out
that the proposed amendment is not a
single tax measure, but a step in that
direction, and declared that its adoption
would result in a complete upheaval in
the state and an unsettling of all condi
tions. The single tax, he declared, is
untried and yet it is proposed to take the
first step in that direction by this amend
ment. -
Both addresses were highly interesting.
Mr. Mills is perhaps the strongest advo-
cate of the amendment in the state and
Judge George has given much thought
to the subject. There was a large
audience. The meeting was under the
auspices of the Montavilla Improvement.

CRITICISES WATER BOARD
B. M. Lombard Before Council Com
mittee to Oppose Opening Street,
The City Water Board was severely
criticised yesterday afternoon, during a
meeting of the Council Committee on
Streets, when B. M. Lombard, a well
known and wealthy real estate dealer,
charged the members of the Board with
ulterior motives' in seeking to secure an
order opening Halsey street, from Twenty-seventh
to Thirty-seventh streets. He
was present to oppose such action, and,
in the course of his remarks, declared
that the whole plan was a scheme of the
Board to force someone else to pay for an
Improvement to get a pipe line through.
The matter was laid over.
"There is absolutely no need for a street
there," said Mr. 'Lombard, in - addressing
the members of the Streets Committee.
"It is simply a scheme of the Water
Board, and is just in line with nearly
everything they do. I have made several
propositions to the members about that
matter and they have paid no attention.
It is a case of ulterior motives on their
part; a scheme to make someone p'ay for
opening the street, and should not be
granted." ,
