BIDS TIED UP BY COUNCIL
BOARD OBJECTS TO METHOD OF
APPROPRIATION'.

ed to Clash Today a't Special Ses
sion of the City Fathers.
A special session of the City Council
will bo held at 2 o'clock this afternoon
to consider a report from the Executive
Board relative to bide for fire apparatus.
An animated discussion Is predicted, as
the Council will be officially notified that
the appropriations specified in the ordi
nance were so arranged that the Board
couldoot award the entire contract.
The manner in which the Council makes
appropriations has been repeatedly criti
cized by Mayor Lane and the Executive
Board, the Council at one time specify
ing a certain amount for street brooms
and making no appropriation for wagons
in which to haul away the dirt. During
his administration the Mayor has often
charged that a certain faction of the
Council studies up ways and . means to
hamper him and his executive assistants.
iLast Friday night, during a special in
vestigating session of the Council Com
mittee on Judiciary, Mayor Lane declared
Councilman Bennett, the' chairman, as
well as others, had done everything pos
sible to annoy the Mayor.
Mr. Bennett quickly denied the allega
tions made by the Mayor, and said that
the only reason the ordinance carrying
annual appropriations were so worded as
to compel expenditure of every cent in
exact accord with specifications by the
Council, "was to protect the city." . Mr.
Bennett said It was "a matter of differ
ence of opinion as to how best to- con
serve the interests of the city."
The session of Friday night was the
stormiest for months. Mayor Lane ex
plained to Councilmen Bennett and Cel
lars, both members of the so-called "sol
id ten," how the Council's appropriation
ordinances work to defeat a progressive
administration of the city's business af
fairs. He took the ordinance appropriat
ing certain sums for fire engines, and
showed that every engine to be purchased
was specified in the ordinance and a stip
ulated sum fixed for each. Four engines
were tobe purchased and in each case
the appropriation fell justJSO below the
lowest bid. "
This is the situation that resulted in
the call for a special meeting this after
noon. Involved in the matter is also the
question as to whether it is advisable to
purchase the apparatus. Mayor Lane
holding that the general fund faces a
deficit, owing to the fact that certain
corporations have refused to pa their
taxes without legal proceedings. If tne
appropriation ordinance is so amended by
the Council that its terms will permit of
awarding the contracts for' the engines,
the Executive Board will then have to
decide on the question of purchase, but
if the ordinance is not amended, the
Board is powerless to let the contracts.

ris, of New York, the representative of
the Newspaper Publishers' Association,
today repeated his statement before the
House committee investigating the
wood-pulp and print-paper industry,
that the American paper manufactur
ers bought large tracts of wood land in
Canada, and charged thai Instead of
cutting the timber on this land,
"which they have bought almost with
recklessness," they have gone into the
market and artifically marked up the
prices on themselves. He protested
that the American consumers should
not be saddled with the penalties of
any such speculation.
Mr. Norrls produced figures showing
that there has been reduction in the
price of wood pulp exported from Can
ada He expresses the opinion that
paper can be made for $20 a ton. The
investigation will continue tomorrow.
A telegram was read-from Her
man Bidder, president of the Amer
ican Newspaper Publishers' Associa
tion, addressed to John Sharp Will
iams, the Democratic leader in the
House, stating that Judge Lacombe in
New York had discharged the Manila
& Fiber Paper Company, which had
been brought before a grand Jury and
ordered to produce its books. The com
pany claimed that Its hooks had been
given to an official, who had taken
them to Europe. Continuing, the tele
gram said:
"They (the paper company) now
claim that they have done everything
in their power to recover the papers.
"On this showing they were allowed
to go free. What a farce. Our only
-hope is the Stevens bill."
Mr. Stanford (Wisconsin) asked John
Norris, New York, who took the wit
ness stand, if he regarded that tele
gram showing the inability to prose
cute the "Manila and Fiber Paper
Trust" as a failure of Justice.
"Not a failure, but a serious embar
rassment," replied Mr. Norris.
Washington The Senate Tuesday passed
a House bill without amendment for the
protection of game in Alaska. It provides
for a license system under the Governor of
Alaska, who Is to employ game wardens
and to expend money collected from licenses
in the protection of game.
