the overdue vessel has been received.

enough to demand a reinsurance quo
tation, she is still far enough away to
give owners some misgivings about
the safety of the craft.
St. Helens to Ijoatf Lumber.
The steamship St Helens shifted to
Ka Inter yesterday, where she will load
a full eargro of lumber for San Fran
cisco. Shf arrived up Wednesday even
ing with general cargo, which was dis
charged :it the foot of Couch street.

and that if the local company would

"The plan of stopping cars nn the
near side of street Intersections, how
ever. Is thoroughly practical and will
be carried out despite the objections
that have been made. The new order
of things will become effective on
May I. Other cities have reduced the
number of streetcar accidents to a
great extent by this means and the
introduction of the system here will
undoubtedly have a good effect on the
service. There Is no need for passen
gers to board the cars from muddy
portions of tl street or alight in the
mud. for trie front doors of the cars
will be open to all and may be used
freely."

committee of the Ancient Order of Hi
bernians, ft was decided to inaugurate a
movement to have the 1910 convention of
the order held in Portland. The railroads.
Chamber of Commerce and Portland Com
mercial Club have offered to co-operate
In brirucinRr about the desired end. An
effort will be made to reach the various
delegates to the annual convention to be
held In Indianapolis, July 23, requesting;
that they urgre that Portland be chosen
for the next annual meeting:. The local
hV.R-e will be represented at Indianapolis
by six delegates, and these will be sup
plied with literature advertising; this sec
tion, which will be distributed among: the
delcRratejf.
The Ladles Auxiliary of the order,
which will hold its annual meeting; at
the same time and place, will also have
six delegates from the local Auxiliary.

The big scheme of railroad outlined
this week by the stockholders and di
rectors' of the company has aroused
widespread Interest throughout tho Wil
lamette Valley. That the Oregon Rlec
tric mentis what It says is generally ac
cepted and tha sections of the Willamette
Valley to be benefited by the new 1 nea
are very much gratified by the announce
ments made by the company. The I'p
per Willamette Valley Is agog over the
announcement ninde In yesterday's Ore
gonlan and a warm welcome will be
given to the new trolley roads planned.
Stockholders of the Oregon Electric will
meet again on May 4 to outline further
plans for the construction of the trolley
roads projected. Meantime work will go
ahead on the Hillsboro extension and the
road from Salem to Albany will he
started upon the completion of the Hills
boro line.
McMlnnville. Newirg and Dallas will
be among the towns reached by the main
line to be built on the west side of the
Willamette. River, while Lebanon will
be reached by the road from Albany to
Cascadla. Stayton and Mehama will be
stations on the road to be built from
Rnlem to Mill City. Other lines an
nounced by the Oregon Electric have not
yet been thoroughly surveyed and the
exact route cannot he announced. Two
distinct lines have been surveyed from
Hillsboro to Tillamook, one by the Wilson
River route and the other by the Trask
River. Which will he chosen ultimately
remains to be decided. Advantages of
grades and curvature, that will be dis
closed hy the reports of surveyors will
determine the choice of the company aa
to routes. However. It Is expected that
the lines mapped out in the Willamette
Valley will be built first and the Tilla
mook road will be among the laM con
structed. Fees paid to the (Secretary of State by
the Oregon Electrlo Railway Company
for filing the revised articles of Incor
poration at Salem yesterday aggregated
ISIS, -which U one of the largest fees
ever paid by an Oregon corporation. The
law of tha state stipulates that 175 shall
be paid for each 1.00,00 of capital stock,
together with certain sums for filing and
annual fees.
When the Spring rains are over a great
deal of construction work will be accom
plished by the Oregon Electric Several
New York officials of the company will
visit Portland this Summer and the work
projected will go ahead Just as fast aa
is possible.

Distributive Tariffs Into Eastern
Oregon Within 20 Days.
Formal notice that the Oregon Rail
road Commission will require the O.
R. & N. to put the reduced distributive
rates Into effect out of Portland into
Eastern Oregon territory within the
Text 20 days was given yesterday. Tt
Is expected that the reduced rates
will be put In by the railroad com
pany without a contest, the attorneys
for the transportation company having
Intimated as much recently when the
rates were first ordered by the Com
mission. The reductions were ordered as the
result of a suit brought by the Port
land Jobbers against the O. R. N., in
which the present distributive rates
were alleged to be unjust and discrim
inatory. The order of the Commission
affects the whole Eastern Oregon ter
ritory east of The Dalles and will ef-
feet a gresl saving to tfce people of the
tnlnnd Rmplre on account of Ihe low
errt freight rate.
